You are right but kudos to the ivorians that gave Mahama the vision to act this way. The ivorian national electricity company ( CIE), took up this initiative which the President (Outtarra- forgive my spelling) ordered them to do so.. CIE not only realigned their billing system but gave back the money which their customers deposited before due to their negligence.

To an extent, Ghana is more transparent compared to Nigeria. Imagine a realignment of billing system.
