Foreign students to pay university fees



University fees for foreign students studying in Sweden will be introduced in the autumn of 2011, the Swedish government announced on Friday morning.



The government will present its proposition to parliament later on Friday, university and higher education minister Tobias Krantz told reporters.

"We want to compete in the international education market on the quality of Sweden's education system, rather than simply because Sweden's education is free of charge," Krantz said.

"Sweden is one of the easiest countries in the world to apply for a university place, with a large number of foreign students and high number of online courses - but many of these don't complete their studies."

Krantz conceded that numbers may fall initially.

"In the short term it is reasonable to expect that numbers will fall, but Sweden is a knowledge nation, we have strong English skills and many courses are held in English; I am convinced that in the longer term we will continue to attract large numbers of foreign students to Sweden," Krantz said.

The minister confirmed that the government was not at this stage able to specify the level of the new fees but noted as a basic principle that the fees should cover the costs of education provision.

"We will come back with information over how high the charge will be, I can not state how high it is today. It will vary depending on education and place of learning," Krantz said.

Speaking to The Local last May, Anders Steinwall at the education ministry said each university would be able to decide its own fees, but added that the estimated average would amount to 70,000 to 80,000 kronor ($9,500 to $11,000) per year.

The government also announced that two scholarship systems will be introduced.

The first scholarship system, worth 30 million kronor ($4 million) per annum, will be directed at students in the 12 countries with which Sweden holds long-term aid agreements.

The second, amount to 60 million kronor per annum from 2012, will be available for exceptional students.

The fees will be introduced for students from countries outside of the EU/EEA area.

In a bid to reduce high administration costs, Sweden's government is calling for non-European Union applicants to be slapped with a registration fee when seeking admission to the country's colleges and university,
A bill regarding the proposed registration charge is scheduled to be presented in January 2010, along with recommendations for tuition fees for students outside the EU.

With a legislative change around the corner, the government has already asked the country's institutes of higher eduction and the Swedish Agency for Higher Education Services (Verket för högskoleservice - VHS) to begin preparing for the introduction of registration fees.

Calls for the levying of registration fees have followed on the heels of a glut of applications from outside the EU, amounting to 100,000 this autumn alone. VHS has previously advocated the introduction of a registration fee of around 1,000 kronor ($140) to help cover its high administrative costs for translation and other services.

Much of the overseas interest stems from the fact that third level studies in Sweden, unlike in many other countries, are free.

As The Local reported in May, prospective students from outside the EU or European Economic Area (EEA) are expected to begin paying tuition fees from 2011, a proposal set to be including in the coming bill. Aside from the 27 EU members states, the EEA also incorporates Liechtentein, Switzerland, Norway and Iceland.

My desktop compaq computer has gone haywire. Operating system is windows vista.
When i switch it on it tells me that my computer is configuring 3 /3. It shows this for say 2 mins then switch off and then restarts
again showing the same thing continously,
Its getting me scared cos i have my theses and work files in it .
Do i have any hope of fixing this mess and how.
I tried downloading a discovery vista disc and i did run it but nothing happened. help pls

In the autumn of 2011 introduced tuition fees for overseas students studying at Swedish universities. The government would also authorize the filing fees for foreign students, according to Higher Education and Research Tobias Krantz.

Swedish universities are attractive for foreign students. A team that has quadrupled in the last ten years is students themselves who have applied to read this so called free movers.

During the last academic year was the 19 300 people. The largest increase has been from Asia, particularly China. The vast majority view the Master - and masters at the advanced level. Most common focus: science and technology.

- Because they have been allowed to go free in Swedish education has led to the Swedish university funding has gröpts out in a way that we do not think is reasonable, "said Higher Education and Research Tobias Krantz.

The issue of fees the universities were surveyed by the Socialist government, but no bill never came during the last parliamentary term. Last summer the college announced the then Minister Leijonborg in Svenska Dagbladet that a proposal was under way, but it has dragged on. A key issue has been how scholarships to those who can not afford to pay the fees to be funded.

The proposal to introduce a fee for overseas students has met with strong opposition, including from the Swedish National Union of Students, which argues that education is a right - not a commodity.

How do you see the criticism?

- It is important to state that higher education for the Swedish students and EEA students should be free of charge. There has been a concern that we would compromise on the principle but we do not intend to do, "says Tobias Krantz.

And although the number of foreign students "likely to be reduced at an early stage", is also without thick wallets to study here, according to the minister.

- There will be scholarships for students from developing countries. They will be funded from aid budgets, "he says.

The exact amount the government wants to come back to, but there should be scholarships for "fairly significant amount" of students from developing countries and also to students from other countries.

On September 15, reports the Higher Education Service Agency, a proposal on how the registration fees for Swedish colleges and universities can take. The government will await before the modalities of the fees are determined.

The only annoying thing is that they have restictions on so many things hia. U cant go clubbing until u are 23 and above, u can but beer or liquor until u show ur I.d that u are above 20 , even cigarettes .U cant use ur bank card to buy things in the shop until u show that the card is urs using an I.d, That really sucks,

Dont even think abt it . A friend of mine was deported after he was not able to pay the second installment of his fees. He could hardly feed sef. he was working in a casino there wrapping big cigars for those mafia big shots just for him to get wat he will use to survive .

u have to be persent hia to get an accomodation in the city where ur school is located .There are some student houses available by the school but ur first few days will be with friends or rather a cheap hotel or room from where u will process ur resident permit card and personal number

He said universities would need to introduce scholarships and increase marketing to recruit international students, who would then have to pay.

Still, the introduction of tuition fees might not affect enrolment rates, according to Uppsala University’s director of student affairs, Einar Lauritzen. He said tens of thousands of international students apply yearly to the school, most from Asian and African countries like Pakistan and Nigeria.

“The number of students who actually come is a fraction of the applicants,” explained Lauritzen, meaning enrolment numbers could remain the same despite charging fees.

He also said the university is in favour of the idea. “We don’t think that Sweden, and the Nordic countries for that matter, can be different from other universities in the world concerning fees in this matter,” he explained. “We have to change the current system.”

Despite administrative support, students don’t necessarily see the proposal as positive.

“We are very opposed. We think that education is a right, and not something you can buy and sell, like clothes or shoes,” said Moa Meuman, chair of the Swedish Association of Student Unions (Sveriges förenade studentkårer).

She said she feels this law would decrease the number of students studying in Sweden and would have little financial gain. Calculations estimate a profit of one per cent for universities, which doesn’t include scholarship hand-outs, she said.

“The concept of free education in Sweden is something we can be proud of,” she said. “International students could stay here, or be an ambassador for Sweden wherever they go afterwards. The students will contribute to education in Sweden, bringing experiences that Swedish children might not have had, which can enhance education.”

Meuman said this could be the first step in creating tuition fees for Swedish students, which has occurred in countries like Ireland. “The government promised the students that starting tuition fees for internationals wouldn’t affect them. Then a few years later they started charging the Irish students as well,” explained Meuman.

Expressen columnist Sakine Madon has written about the pending legislation change and is in favour of the fees. “I want students to come to Sweden because of good education, and not because it’s free,” she told The Local, adding that paying might increase respect for education.

Madon said recent changes in immigration laws make it easier for foreign students to stay in Sweden once finished schooling, so they can contribute to society.

I didnt apply directly from the swedish embassy in nig . When the admission came from malmo university , i was on nuffic scholarship with the university of wageningen , netherland .
All i had to do was to come back to nig and applied for a scholarship from my state , kaduna state. It was approved and i just took all the papers for the sponsorship to holland, took it to the nuffic office and then they sent it to sweden . So i was able to round up my course in netherland in time then dropped into sweden to register. Quite easy for me . But i guess u will be told wat to bring when u go to the embassy for the visa . But just know that the most important thing is the acct statement.

Vaxjo university is a nice school but the city of vaxjo is kinda small and that makes jobs a bit difficult to get. Generally jobs are kinda hard in sweden so its not a new thing. Jobs are easier to get in copenhagen which is in denmark and that is say 3 hours from vaxjo which is not possible for u to work there and sch in vaxjo.Even if it is , u will be given a swedish residency which doesnt permit u to work in another country other than sweden,
That was the reason i applied for the university of malmo , which is say 35 mins to denmark. I was able to survive by plying the denmark - malmo route every other day.
But dont get discouraged , u could be lucky sha, but that will be real hard .

Just get say 20,000 kroners to be on the safe side.At least that will cover ur housing for say 6 mths, ur bus ticket and then some feeding doe . But pray u get something to do after that 6 mths cos it could be rough.I know of a ghana guy who after 2 mths in sweden , he had to pack his things and leave for africa cos the suffering was just unbearable. But that will not be ur portion .
The questions u will be asked in the embassy will mainly be centered n how u can support urself hia thats all. Although i now hear of them asking abt some tax clearance. I never had that on my interview becos i was on full time joint scholarship from my state government and nuffic so that made it kinda simple for me , but i tell u guys are not finding it funny without jobs.

Things u guys need to get ,

1, ur woman has to deposit a sum of 55,000 danish kroner to the govt. hia in denmark.
2,she must not have collected any money in terms of socials from the govt in the last 2 years
3,she must be over 25 years of age.
4,she must have a good job recieving minimum 14,000 kroner thats to indicate that she can take care of u.
5,she must be living in an accomodation of not less than 2 rooms.
6,u must present ur self to thedanish embassy in benin to answer some questions on how and where u guys met and then u present to them the marriage certificate wit some pics to back up.
7,lastly do some prayers and fasting cos it could take say 6mths for them to answer u cos it all depends on how ur woman puts the pressure on them over hia.

I completed my studies some 2 years ago in the university of malmo hia in southern sweden . I am just hearing abt the so call tax clearance . I never presented that in the embassy .When did this start .
well for all those that will make it with the visa , plz know fully well that sweden is really hard as perthere are no jobs, i mean no jobs and no one will be ready to look at ur face as per helping u with some swedish kroners .The only job for students available is to distribute newspapers at nite which have become a bit difficult to even get now not to even talk abt the harsh winter. My advice to u guys is that try and get some little money wit u that can last u for say 6mths or say one year .
People in the stockholm area will have a upper hand cos cleaning jobs are available so u can fit in. Did i hear u say cleaning ke, Thats it oooo . Thats the kind of job for people that dont know the language and from our side of the continent. wish all u guys luck as u move to the next level of coming hia , thats the visa stuff. one love,

After dating this idiot of a girl for say for 2 years , i had to leave the country for Msc in the netherland.Came for visit like thrice in my first year of studies just to see her and spoilt her wit money, gifts and calls just to make her comfortable in sch and not to feel bored,
The stupid OLOFOFO call me one faithful day that she had a confession to make . That she slept wit her course mate say 3 times and she feels the guilt so she had to like tell me. WAT THE HELL WAS SHE THINKING,
It really shock me and kind of affected my studies for a while but i felt i should like give her another chance and told her i had forgiven her but never to see the guy again . I then told a friend to keep an eye on her. Just few weeks, i learnt she was back wit the guy. I quitely called her and told her it was over and then refused to come back after my studies.
