I think the writer wanted to write IELTS ( International English Language Testing System). It is English language proficiency test and if u are not travelling for education purpose, u will register for general test, otherwise academic is i deal.
The cost ranges from 35k to 38 depending on ur mode of payment.
British Council is d Examination Body.

Check the webs of all universities whether there is any one whose admission will end in April. Otherwise, try Tallinn University, Tallinn University of Technology, Tartu University and Estonian Academy of art for both tuition fee and paid.
All of them are in Estonia.
