factors like professionalism, marketability, freedom, priority, company goal and other characteristics make up the conclusion. I don't think it's perfect, but lots of wrestlers have qualities and needs that'd fit in and be met at a
particular establishment better.

chants can be nothing. They've been chanting LA Knight for years, till now no main belt. Same goes with many midcarders in the past. The people want to have a good time, hence the chants. It is no way an accurate pointer to being over. If the people like you because of a move and chant; congrats you're entertainment for them (see Triple H's promo to Booker T).

Booker T helped Stephanie Vaquer get over in NXT and some of it carried over to the main roster where she has been booked very strong against the strong women's roster on Raw. On the other hand, Giulia is also similarly talented but hasn't been able to catch lightning in a bottle just yet. She doesn't have a strong trademark phrase or move yet and she hasn't been able to face the best opponents.

Nevertheless, I still believe Giulia's time will come.
