the state INEC will fix the appriopriaate time for election to be conducted
while the INEC Abj will print and thereafter count the votes
i guess it is all in a bid to ensure segregation of power and achieve some decency in INEC

i dnt know how that can help out
but the Anambra case will serve as a case study at least in terms of the election being held seperately
