A leader is someone who inspires a group of people to follow him. He is not a lord who orders his people to do his wishes without considering their opinion and viewpoint for either convincing or review of his decision ONNI, Joseph Yusuf So bothered about the degree of Geopolitical, Ethnic and Tribal Sentiments in the Federal Republic of Nigeria, it interests me to probe the reason for the sudden rebellion amongst those who have once sworn to live together. I am one of those who had suffered the consequences of the mini-divisions of the Federal Republic of Nigeria into its different Geopolitical, Ethnic and Tribal Divisions. Rather than swiftly concluding that these divisions are products of ignorance and illiteracy, I decided to probe further into the cause of the revolt by looking up into the historical chart of the Federal Republic of Nigeria. The President of the Federal Republic of Nigeria had always have challenges of either persuading/compelling/enforcing these different units/fragments (Geo-political, Ethnic and Tribal divisions) to stand unified as the visionary one Nigeria that was amalgamated in 1914 but the rare truth remains that chances are thin that a Nation divided against itself would make a reasonable unified progress even under the operating force of the unitary/central system of government. To bring an end to these, many propositions have been made through National Conferences, Legislative Chambers, Public Lectures and Media Conferences but none of these have yielded any fruitful result. The failure to yield result is a function of so many abnormalities resulting from Regional/Ethnic/Tribal protection of whoever had to steer the ship of the Nation during the period of these propositions. Collectively, our nation is being referred to as “Federal Republic of Nigeria” but the salient truth is that it is made of fragments of people who seek independence and freedom from undefined unison that currently has a domineering effect on them Our united existence had been like a Naval Soldier in comatose resulting from his inability to clearly understand the steering force of the Naval Ship that drives him to an inland water project and also lacking a clear definition of the reason he had to stand alert and watch all day at the deck of the ship If we could not accommodate ourselves as a people with a united vision to be the giant of our continent and the world-at-large, if we could not collectively make decisions as regarding the governance of our nation, if we are no longer interested whether there is anything worth being patriotic for in our unified existence, if we no longer trust a fellow Nigeria citizens of a different Geopolitical/Ethnic/Tribal decision all because we believe he/she is a stranger, WHY ARE WE DECEIVING OURSELVES THAT WE ARE NATION ?Back to history, the 1999 Nigeria Constitution adopted the language of the United States of America thus “We, the people” without adopting the process that gave birth to the binding document. Right from our second independent constitutional drafting, laws have been imposed on the masses by a few elites because we ran the military system of government during these periods. The validity of these law depended on how rebellious regions to these unlawful adopted law can be forced or coerced to be subject to what they were never part of in terms of agreement As Nigeria, we are no longer in the dark ages. We are no longer in the age of lack of information. We are no longer in the age of confusion. We are no longer in the age of random decision for a collective group of people. These facts have called for the need to either renegotiate the need to continue in the visions of “Sir Federick Lord Lugard” that birthed us or form our different protectorate for progress in the Federal Republic of Nigeria Many propositions have been made and opposition have also been made but the fact remains, propositions not accepted and acted upon cannot be trusted to contain the will of the people. We need “Restructuring”. As far as the present Nigeria is, we are a simulation of different nations of different lifestyles and beliefs struggling to exist together and make unified decisions. I call on all those involved (United Nations, African Union, Economic Community of West African States, Political Stakeholders, National Leaders) to look beyond their interest and summon a call to review the ethics of our existence As an aspiring Nigerian President, I believe we need the following before we can be maximal in our output: 1. A peaceful co-existence agreement 2. A defined direction 3. Patriotic submission for all citizens 4. A Vision Statement of the need for our existence 5. SALES OF NLNG: A THREAT TO THE UPCOMING GENERATION OF NIGERIAN YOUTHS ******************* “If we do not learn from History, we are bound to repeat it” ONNI, Joseph Yusuf (inspired by George Santayana) ******************* It has been recently going on in the nooks and crannies of the Federation about the decision of the Federal Government of Nigeria to sell of six (6) of its asset as a means to overcome recession which is currently battling the Federation. As good as it may sound, it is not the best decision considering the circumstances that currently surrounds the fast-approaching future. I had decided to be silent on all political matters till Independence Day (that is, October 1st, 2016) but I cannot watch a nation in my heartbeat make a mistake in the name of professionalism in Management. I need to affirm that our Economic Team is loaded with qualified Bureaucrats who are experts in what they do but I object to the fact that proper feasibility studies were being done before making the decision to include NLNG in the list of assets to be sold off to save the Federation from its current state of recession Recently, there had been a strong move for different countries of the world to flood Nigeria with investments by the Federal Government and I believe that even if this would save us from our present predicament, we are at risk of a mental slavery that makes us feel we would be forever inferior to other countries. Our economy and its policies are so bad to the extent that that it does not even favor indigenous exploits from indigenous industries. If the Federal Government succeeds in its move, a tough competition which our innovation is not strong enough to handle would surface for our indigenous industry to combat. Our Indigenous Industries might get out of market because the level of innovations in the home countries of these investor is too high for us to combat The sales of assets as outlined by the Federal Government would lead to the total crippling of the Oil and Gas Sector. This sector would no longer be dependent on Federal Government policies but rather, policies of Private Individual or Conglomerate of Cabals whom the previous government struggled to battle out of the sector. The Gas Section of the Oil and Gas Sector remains a major focus I would appeal to the Federal Government to retain by still giving us a competitive edge. The prospects of the Gas Sector is too high to just sacrifice for recession Let me do a brief analysis of my observation in the past few days: “Aliko Dangote is the richest man in Africa and currently maintains a monopoly of the some major utilities in the country. He can be termed as the most powerful Nigerian because his entrepreneurial prowess had gone deeper into influencing the GDP of the Country and other key economic variances. As silent as he appears, I maintain that he is one of the most powerful investor to watch out for. If you doubt my claim, watch as Aliko Dangote prepares to take over the oil sector in the whole of Africa in the next few years through his multi-billion dollar refinery currently under construction in Lagos State (You can research on the Project) Few days ago, he summoned the Federal Government to sell off the NLNG so that it would use the funds generated to get out of recession and what next? The Federal Government made moves to sell off NLNG Truth be told, he wants to drive his prowess beyond the Oil Section of the Oil and Gas Sector to the entire sector. This is synonymous to the historical mistake of President Richard Nixon of the United States of America in 1971 (commonly referred to as ‘Nixon Shock’) that led to further economic challenges in the United States of America. Just like the United States of America’s economic performance is at the mercies of top financial moguls, the destiny of upcoming generation of Nigerians would be dependent on the Oil and Gas Cabals that would cease the present status of our economy as an advantage to gain more prowess. Truth be told, we might get out of the recession as quick as possible but grave economic consequences exists (They include but not limited to: High Rate of Inflation due to pumping too much cash into the economy within a short period, High Rate of Unemployment because some staffs would definitely be laid-off from these establishments etc.) Finally, I charge our Bureaucratic Economic Analyst to look beyond the present in their decision and rather advise the Federal Government to be smart in its decision. It is not bad to reduce the number of Aircrafts in the Presidential Fleets neither can all Refineries (Warri, Kaduna and Port Harcourt) escape liquidation if not sold-off due to the inability of the Federal Government to maintain them/the competition that would arise on the completion of Dangote Refinery in Lagos but Capitalization of the Oil and Gas Sector is a threat to National Development Please save the Gas Section of our Oil and Gas that the labours of our past heroes would not be subject to benefits of some cabals only. AN OPEN LETTER TO GOVERNOR IBIKUNLE AMOSUN (THE EXECUTIVE GOVERNOR OF OGUN STATE) ON THE STATE OF WARD 6, IFO LOCAL GOVERNMENT PREAMBLE Patriotic Greetings to Your Excellency from the heartbeat of a Patriotic Gateway Indigene on an educational pursuit at the “Big Heart” State of the Federal Republic of Nigeria. I bring Greetings and Salutations from fellow Gateway State Citizens and entire South-Western Citizens currently on an Educational pursuit in the Federal University of Petroleum Resources, Effurun, Delta State. ESSENCE It is of essence that I write to you due to the dilapidated status of amenities in Ward 6 of Ifo Local Government, Ogun State (where I spring from) because of the unbearable hardship the absence of these amenities had brought on the occupants of the said area. We had believed in your mandate to keep on the good works you started at the verge of ending your first tenure. The believe in your mandate was functional to the massive response through our votes that secured your second tenure in office and we would hence call your attention to the following irregularities in the state OBSERVATIONS In 2014, a move for extension of the road linking Akute to Olambe and Alagbole to Ojodu-Berger was started. This lead to destruction of properties which could not escape the boundary of the expansion scheme. Despite the heavy wreck, we as youths saw no reason to oppose this developmental move as we presume that it is a way out of the heavy gridlock usually experienced in the affected areas. Swiftly, construction started and the use of the major roads on the construction site was restricted (understandable as a mean to prevent possible exposure to hazards and competition between Contractors and Construction Workers). Commuters and Citizens of the Community had to endure an alternate (in no good shape for movement of vehicles) with the hope of the quick completion of the project that was moving at a steady pace As the 2015 Election drew nearer, work ceased and we could understood that it was due to the need to tidy up the Tenure Report in preparation for the upcoming tenure However, since the conclusion of the election, no progress had been made in these regions and we are really suffering as flooding takes over anytime there is rainfall. The incessant heavy rainfall did not help matters as canoes now became a means of mobility of persons across the flooded road As a matter of emphasis, the only Community Secondary School in Akute popularly known as “A.C.H.S. - Akute Community High School” is nothing to write home about. Education in a conducive environment had been history for the school since flood evicted the school from the proposed permanent site. To an average student of the said school, Education is more of a struggle for survival of the strongest than a treasure to be valued OUR PRAYERS We call on you through the Honorable Commissioner of Works to look into the challenges of the abandoned construction project as swift as possible and long-lasting solutions should be proffered and executed to alleviate the unnecessary endurance in this region which had lasted for too long We call on you through the Honorable Commissioner of Education to consider the challenges of A.C.H.S. – Akute Community High School and make education worthwhile for the Students who have no other choice than to attend the Government-Subsidized Secondary School We call on the Honorable Local Government Chairman, Chief (Honorable) Oluwole Enilolobo to arise towards protecting the interest of all residents of the affected area We call on the Councilor of Ward 6 to take actions to ensure the swift response of all relevant government agencies towards the rehabilitation of the dilapidated status of amenities in the region We call on all other political stakeholders to do the needful towards solving these challenges that had been a stigma to the entirety of the State-at-Large ONNI, Joseph Yusuf Special Adviser on Public Affairs Office of the Coordinator National Association of Nigerian Students, Zone B |
NATIONAL ASSOCIATION OF NIGERIAN STUDENTS (NANS) ZONE B, PRESS RELEASE, 23/08/2016 NANS SUPPORTS PRESIDENT BUHARI’S "EMERGENCY ECONOMIC STABILIZATION BILL 2016" ... Charges National Assembly members to eschew partisan politics and focus on overall Nigeria development. PREAMBLE Law was made for man and not man for the law. If the law designed to help man maintain orderliness becomes a challenge to the development of man, it no longer fulfills its purpose but rather serves as a hindrance to rapid development of man and his immediate society. Following the Global Economic trends, the “Emergency Economic Stabilization Bill 2016” seem to be a masterstroke breaking the itchy bone that had kept the Dignity, Strength and Fertility of the Federal Republic of Nigeria represented by the Horse, Eagle and Black Shield respectively in our Coat of Arms at a recess, hence, as we yearn for a rapid Economic Revolution in the Federal Republic of Nigeria, which will in-turn, drive us out of recession into progression, we submit our solidarity to the wonderful output of the Economic Team led by the Vice President of the Federal Republic of Nigeria, Professor Yemi Osibanjo. OUR STAND: We are quite aware that the IMF amongst other Global Economic Analyst have predicted the looming recession on the economy of our Beloved Country if fast and rapid actions are not taken. The response of His Excellency, President Muhamadu Buhari is awesome following the inauguration of the “Economic Team”, which we have demanded in time past. This action had birthed a bill which called for a quick review of the extant law which might not favour the expediency of Economic Recovery Process needed to save us from the looming economic Crisis. The Bill, which request the following powers for the Presidency: 1) Abridging of the Procurement Process to support Stimulus Spending on critical Sector of the Economy: This becomes necessary owing to the existing law on procurement, which prohibits the award of contract earlier than six (6) months of their decision. The six (6) months also includes a compulsory 6 weeks for the Advertisement of Contract. On a clear consideration, the need to alter this process becomes essential due to the current emergency status as following this processes, the current economic situation might persist longer than it ought to. We currently do not have time to waste 6 months between conception and acceptance of a project to the time it will be awarded for execution. 2) On award of such contract, the Contractors are being mobilized with a paltry sum as low as 15%. The percentage is quite too small and has a great effect on the delivery of jobs. The Presidency has suggested a mobilization of 50% of total Contract Sum which is a fair percentage for the quick delivery of any contract to meet up with our current Economic Demand. 3) Make Orders to favour Local Contractors in awarding of Contracts: Our Local Content is essential and needed to be protected in order to create more employment opportunities for the teeming unemployed populace, most especially graduates of tertiary institutions in the country. We cannot afford to zone our insufficient job opportunities to expatriates while our own populace remain unemployed. 4) Reduce the Protocols involved in the Sales/Lease of Government Asset: From the revelation of the Economic Team, we have over nine (9) properties which can be sold/leased to generate $50Billion. This large sum can offer an unprecedented boost to our Foreign Reserve, which inturn strengthens the Naira against the Dollar in the Global Market. If Naira gains strength in the Global Market to a reasonable extent, other Economic Establishments which depends on exchange rate would have a fair chance to compete globally. 5) Amending the UBEC act to reduce State counterpart funding from 50% to 10%: It is evident that a lot of State still have challenges paying their staffs’ salaries. Requesting for a counterpart funding of 50% is outrageous and unrealistic for many states in today Nigeria. As a result of the act, the Economic Team revealed that over #58 Billion Naira are lying fallow within the coffers of Universal Basic Education Commission, UBEC, because of the inability of the state to meet up with this requirement while the essence of the fund (i.e. Basic Education) rots due to poor/inadequate funding. The amendment of this bill will no doubt bring about a rapid improvement in Basic Education, while job opportunities for the teeming unemployed populace will equally be created from the contract Awards. Specifically, we have a special interest on this act as it directly affects the welfare of Basic Education in the affected States and the country at large. The need to improve the present status of our Basic Education cannot be neglected at the mercies of “Counterpart Funding” 6) Embark on Radical Reforms in Visa Issuance at Nigeria Consula Offices and on arrival into the Country: A very strong move to destroy the unnecessary protocols and delay at the issuance offices which sometimes arises from the negligence of duties by officials in these offices is a welcomed development. From the recommendation of the Economic Team, visa issuance should not exceed 48 Hours of application. This will further encourage Foreign Investors as protocols involved in getting visa would not add up to the challenges of Foreign Investment. 7) Compel agencies like NAFDAC, Corperate Affair Commission, CAC, to improve on their turn-around operation time for the benefit of businesses: NANS has overtime frowned at the unnecessary delay experienced in getting CAC approval for businesses and products. This unnecessary procedures and delays are enough to kill the strive of an upcoming entrepreneur as it regards the registration of their businesses and products. A further improvement in the efficiency of these agencies would boost the economy by encouraging entrepreneur to explore more into the ideas they have without the fear of being termed “illegal” CONCLUSION: NANS call on the National Assembly to take swift actions on this bill immediately they resume session on Monday, 12th of September, 2016 because it is towards the overall turn around and development of the rapidly recessing economy. While urging members to close rank as patriotic Nigerians and Statesmen, irrespective of political affiliation and get the bill passed into law for the overall interest of the country. We also call on all well-meaning Nigerians to support the “Emergency Economic Stabilization Bill 2016” by sensitizing and fully explaining the positive implications of the bill to the Nigerian populace and discourage every jittery and apprehension of the intent of the President of the Federal Republic of Nigeria. In thesame vain, NANS call on Presidential aides, heads of parastatals and government officials not to hide under this bill to carry out activities outside the law, urging them to be patriotic more than ever for a greater Nigeria, while reinstating our commitment to a Restructured Nigeria that will birth True Federalism as the only panacea to the Nigeria of our dreams.
