China is to help build a 400-megawatt solar power plant in Ghana aimed at easing the energy crisis. According to the Charge d'Affaires at the Chinese Embassy in Accra, Zhou Youbin, the Chinese Hanergy Group will be at the forefront of the $1-billion project. “China, as a traditional friend and an important development partner over the years, has spared no efforts in supporting the development and construction of Ghana,” Youbin said at a natural resource conference. According to Xinhua, Zhou listed numerous projects the Chinese government had undertaken in Ghana such as the western corridor gas infrastructure development project, construction of the 400- megawatts Bui Dam, and the Kpong Water Supply Expansion Project. “In 2014, statistics about China-Ghana cooperation is inspiring. Ghana's export to China and Chinese Foreign Direct Investment (FDI) inflows to Ghana has both surpassed one billion dollars, making China the biggest investor of Ghana in the past year,” he said. “The most important thing is to balance the interests of the stakeholders, mainly the government, mining communities and the investors. Ghanaians are the becoming healthier, better educated, more politically enfranchised and freer to express their views than any other African nation, a new report released by the Overseas Development Institute (ODI) has found. According to the report, three out of every four Ghanaians surveyed said they were pleased with the level of the country’s democratic growth, brought about by the “one of the most successful transitions to multi-party democracy in sub- Saharan Africa.” It suggested that Ghanaians perceive instances of good or bad service delivery and react accordingly in terms of their votes. The report, titled “Ghana, the rising star,” attributed the developments in the country to the “robust and responsive democracy, including a sharp increase in child immunization rates, huge advances in pre- primary education and Ghana’s status as one of only a handful of non-OECD nations to provide free and universal health coverage.” However, the ODI report also indicated a seeming neglect of rural areas, highlighting a slower rate of growth in those parts of the country. It noted that “child mortality is four times higher in the north of the country than in the wealthier western region and women in rural areas report an average of 7 years of schooling, while women in urban areas report 10 years. Vision of Humanity’s second annual Positive Peace Index (PPI) has ranked Ghana as the third least corrupt country in Africa. The report comes months after Transparency International revealed that Ghana had improved marginally on the global corruption index in the last three years. The PPI measures the strength of the attitudes, institutions, and structures of 126 nations to determine their capacity to create and maintain a peaceful society. According to the peace index report 2014, improved marco economic management and enduring political stability including the successful inauguration of President John Dramani Mahama in January 2013 has cemented the country’s reputation as a matured democracy. Botswana was also ranked Africa’s least corrupt country and top African country in governance and transparent indices. The report indicated that Botswana observes and enforces ethics for all public servants. “Top government officials are required to disclose income in Botswana and assets and are not immune from prosecution”, the report said. Below are the 10 least corrupt countries in ascending order: 10. Rwanda Rwanda claims the number 10 spot in the 2013 PPI. Their public administration is bolstered by a strong anti-corruption agency and a robust anti-corruption law, and only 0.4% of respondents indicated corruption was a key impediment to doing business in Rwanda in both 2011 and 2012. 9. Swaziland Swaziland has been riddled with political unrest over the past two years after the government infringed on citizens’ constitutional rights. However, the protests culminated in a People’s Congress, and congressional elections will be held this year. Swaziland’s ranking in the Global Corruption Index has slightly deteriorated, falling from 134 out of 142 countries in the 2011/12 to 135 out of 144 countries in 2012/13 rankings. The main challenges faced by businesses are an inefficient bureaucracy, corruption, and access to finance. 8. Morocco Morocco is actively pursuing administrative reforms with the aim of implementing the good governance principles endorsed in the new 2011 constitution, in particular those dealing with the functioning of government, regional and local authorities and other public bodies. “Three priorities underpin the action plan of the ministry of public service and modernization of the administration: improve the quality and effectiveness of public services; pay greater attention to public opinion; and modernize the management of human resources.” 7. Senegal The new president and government elected in 2012 have taken measures to improve governance, according to African Economic Outlook. They have given special attention to education and health policies, and president Macky Sall restored a limit of two five-year presidential terms when he was elected. 6. Mali Mali has made important progress in governance in the past few years. The Mo Ibrahim Index of African Governance for Mali increased from 52.9 in 2010 to 55.0 in 2011. Justice is still a major concern for transition authorities, and they plan to continue human rights and anti-corruption reforms. 5. Tunisia Tunisia’s political transition has taken longer than expected, with postponed elections and ongoing instability. Although the private sector is benefiting from a more open economy since the revolution, the economy is yet to reap the rewards of this greater openness because of spreading corruption. Still, though the country still struggles with corruption, it remains attractive to investors. 4. South Africa South Africa ranks below many African countries on the Corruption Perception Index, another popular measure of corruption, but the country is working hard to combat fraud. The treasury issued new regulations in 2012 to combat corruption, requiring departments to submit annual tender programs, limit variations to orders and disclose all directives. In addition, the Congress of South African Trade Unions launched the first independent Corruption Watch to monitor and expose corruption hot spots. 3. Ghana Ghana comes in as the third least corrupt country in Africa. Improved macroeconomic management and enduring political stability, including the successful inauguration of President John Mahama in January 2013, has cemented the country’s reputation as a mature democracy. 2. Namibia Namibia, Africa’s second-least corrupt country, has benefited from prudent economic policies. They rank among the top countries for doing business within Africa in 2013, and are consistently ranked among the top in good governance. Forty-nine illegal Nigerian immigrants who were picked up in the Volta region on Friday in Ghana have been repatriated to their home country, GhanaWeb reports. The immigrants mostly Fulanis include 6 men, 18 women and 24 children. The Volta Regional Minister Helen Ntosu who confirmed the repatriation told Starr News a thorough screening was conducted by a combined team of medics and security personnel before they were sent back. The immigrants who claimed to be Fulanis from Oyo state in Nigeria were travelling to Chinderi, the capital of Krachie-Nchurumu but were deserted with their belongings at the ferry crossing area in Dambai by the driver who drove them from Nigeria.
