Those quality and quantity engineers had gone to do the real deal before he was invited to check the progress. Infact, like in Lagos now. If you are handed a contract, you must accommodate quality assurance engineers under the state authority to work with you. Likewise done in Abuja and even in the East....remember we have permanent secretary who are seasoned civil service professionals in their field. Under them, you have a whole lots of departments specialising in all aspect of that departments...

Therefore, Wike don't need to be an engineer or a contractor before checking the progress of a contracted construction. Do you even know how many experts that comes from FCT ministry to supervise that contract everyday and update the minister weekly?
