I don't think bank would refund the money..They told my uncle the same old crap story when excess money was deducted while paying with his card last year.

The rule stated that yous passport must be 6 months valid before bringing it to embassy for interview and with this rule you cant use it, it is better you go and renew it maybe with 27k or 28k and you will get it that same day and the fill a new ds160 to correct the information and then go to your appointment page and update it to your new ds160 confirmation code
