The Enugu State House of Assembly has passed the Prohibition of Open Grazing and Regulation of Cattle Ranching Bill into law. This is coming two days after the House held a public hearing on the Bill. The passage the Bill followed the consideration of the Report of Public Hearing presented by Chairman of the joint Committee, Hon. Mrs Amaka Ugwueze and Emma Ugwuerua Ph.D and Okwu Chinedu Co chairmen of the Committee. The bill which was sponsored by the leader of the House, Rt. Hon. Ikechukwu Ezeugwu, would forestall farmers/herders clashes as well as killing and raping of women by herdsmen. The Speaker of the House, Rt. Hon. Edward Ubosi, had, during the public hearing, said that the anti-open grazing bill is not targeted at anybody or group but to promote peaceful co-existence in the state. Two Katsina State House of Assembly members on Monday burst into tears at a plenary deliberating over the issue of insecurity afflicting many Local Government Areas of the state. The Deputy Speaker of the house, Alhaji Shehu Dalhatu-Tafoki, had earlier presented a motion of urgent public importance over the level of insecurity in the state at the plenary presided over by the Speaker, Alhaji Tasi’u Maigari. According to Dalhatu-Tafoki, (APC Faskari), despite the efforts of the federal, state governments and the security agencies, the security problem was increasing everyday in the state. He, therefore, called on the concerned government authorities and the security agencies to re-strategise their approach to tackling the rampant activities of bandits in Katsina. Dalhatu-Tafoki noted that the issue of insecurity in Katsina State was worsening by the day, with more people being killed everyday as more Local Government Areas were being affected. “There is a serious need for the security outfits in the state to increase their outposts across the state, especially the most insecurity affected areas. “The outposts in those areas are not enough, they cannot overpower the bandits, despite the huge amounts of money being spent on them,” he said. He also called on the general public to continue to pray for the return of peace all over the state. In his contribution, Alhaji Haruna Goma (APC Dandume), representing Dandume constituency, said recently no fewer than 11 persons were killed in two communities of Dandume, while many were abducted. While narrating the incident, the lawmaker burst into tears, saying that government should come to their aod before members of the community end up being massacred. Similarly, the member representing Funtua constituency, Alhaji Abubakar Mohammed, (APC Funtua), also shed tears as he narrated how for the past 40 days, bandits attacked their communities daily, killing scores and kidnapping many. Also, the lawmaker representing Katsina constituency said the insecurity challenge was beyond imagination, as about 32 out of the 34 LGAs in the state were now affected, adding that even within Katsina metropolis, people were being kidnapped. He called on the government to review its expenditure on security as there was no visible improvement. Alhaji Jabir Yusuf (APC Batsari), representing Batsari constituency, described the recent killing of 12 people in Duba, a community in Batsari, as unfortunate. After the long deliberations by the lawmakers, the assembly unanimously adopted the motion and called on all relevant authorities to look into the issue in the interest of those affected. The house also resolved to hold a meeting with the National assembly members from Katsina and also the state executive arm, to discuss the issue of insecurity. The lawmakers also resolved to invite all heads of security agencies in the state and also the state’s committee on security, for solutions to the problem. The Federal Government said Monday that the latest increase in the pump price of petrol, also known as Premium Motor Spirit, PMS, was informed by the announcement by an American pharmaceutical company, Pfizer, of its recent breakthrough in the discovery of a vaccine against COVID-19. The Minister of State for Petroleum Resources, Mr Timipre Sylva, who gave this explanation, spoke on a day the Nigeria Labour Congress, NLC, warned the government that there was a limit to what the citizens could tolerate if the abysmal increases in the price of refined petroleum products and other essential goods and services continued. The minister told State House correspondents after a routine visit to President Muhammadu Buhari at Aso Villa in Abuja that the announcement of a COVID-19 vaccine by Pfizer triggered a slight increase in the price of crude oil in the global market. He said: “What happened recently was because of the announcement of a vaccine for COVID-19 by Pfizer. With that, crude oil prices went up a little bit. “If you have been following crude oil prices, you would have seen that crude oil prices went up a little bit as a result of this announcement. So, when crude oil prices go up a little bit, then you will see that (it will) instantly reflect on the price of petrol, which is a derivative of crude oil.” According to him, the pump price of petrol is directly determined by the price of crude oil in the global market. He stated that it was not the first time the government would give the same explanation whenever the pump price of petrol changed in the country, adding that government took the decision to deregulate the sector in order to ensure its optimum performance. “When the price of crude oil goes up, then it means that the price of the fixed stock has gone higher; it will also affect the price of the refined product and that is why you see that product prices are usually not static, it depends on the price of crude oil which goes up and down. “That is why we say, deregulate so that as the price goes up or down, you begin to go up and down as well as the pump. Before now, we fixed it – which was not optimal for us as a country,” Sylva said. Meanwhile, President of NLC, Comrade Ayuba Wabba, said in a statement in Abuja Monday that the recent arbitrary increase in the price of petrol has cast in very bad light the good faith labour had with regard to government’s explanations that it lacked funds to continue bankrolling the subsidy payments. It pointed out that such would sooner than later cripple the entire economy, throw the country into severe economic crisis and cause loss of jobs. The statement read: “There is no doubt that there is great disquiet in the land over the extraordinary level of inflation in the country. The recent increase in the pump price of the Premium Motor Spirit, PMS, has only exacerbated the current level of pain and anguish in the country. “The recent increase in the pump price of PMS is clearly against the spirit and content of what Organized Labour agreed with the government at the last negotiations over the last fuel price increase. It has also cast in very bad light our utmost good faith with regard to government explanations that it lacks funds to continue bankrolling the so-called subsidy payments as such would sooner than later cripple the entire economy, throw the country into severe economic crisis and cause loss of jobs in millions. “While we await the full recovery of our refineries as contained in our agreement with the government, Nigerians cannot be made to bleed endlessly for the failures of successive government to properly manage our refineries, ensure value for money for the numerous Turn Around Maintenance (TAM) which were poorly and barely executed and the horrifying lack of interest in prosecuting public officials and private business people who have profited from the rot in our petroleum sector and the collective misery they have imposed on the general population. “The truth is that we would not have been in this precarious situation if the government had been alive to its responsibilities. There is a limit to what the citizens can tolerate if this abysmal increases in the price of refined petroleum products and other essential goods and services continue. “While we fix our refineries, there are a number of options open to the government to stem the tide of high prices of refined petroleum products. One is for the government to declare a state of emergency in our downstream petroleum sector. “As a follow up to this, the government should enter into contract refining with refineries closer home to Nigeria. This will ensure that the cost of supplying crude oil is negotiated away from the prevailing international market rate so that the landing cost of refined petroleum products is significantly reduced. “Government should also demonstrate the will to stamp out the smuggling of petroleum products out of Nigeria. We need to see big-time petroleum smugglers arraigned in the court of law and made to pay for their crimes against the Nigerian people. “Government has the resources available to it to ensure this economic justice to Nigerians. The question in the minds of many Nigerians is if the government is willing to go headlong against major financiers of the major political parties known to the public as the architects of the current national woe.” Vanguard News Nigeria ![]() |

JAMO84:I am afraid it's on point.. had the 4 refineries been working at maximum capacity as promised by this administration, there would be no need exporting crude oil outside our shores to be refined and fuel still purchased from those refineries at international market rate with scarce hard currency for local consumption.. doesn't make economy sense at all.. |
