With this definition, card readers won't work without a server.

If you don't have server, what then is the essence of card readers? How does each independent card readers verify voters if the are not linked to a server? If you don't have server, how did you register people for the temporary voters card? If you don't have server, how were you able to retrieve information for a lost voters card? INEC is confused.
