Long texts ahead!!!
This is a sample of the Letter of Explanation addressing my initial refusal..I hope this helps

LETTER OF EXPLANATION
In response to my previous study permit refusal: “I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status”.
I am aware that securing an admission to pursue a master’s degree program is definitely going to require some financial obligations. In order to prove that I will be able to meet up with my financial responsibilities, I have attached with this application the following documents:
1. Proof of supervisor funding ($20,000/year)
2. Proof of International graduate bursary stated on acceptance letter ($2,400/year)
3. Money in my savings account of 8,000Euros($12,093)
4. Letter and declaration of co-sponsor from uncle stating that he will be responsible for miscellaneous expenses that I might incur during my study.
Cost of studies : $16,118 (For first year)
Living costs : $10,000 (For one year)
Funds available : $34,500
PS: The conversion rate of 1 Euro = 1.5117CAD$ on 9th August, 2018.
Regarding my home tie, I have no reason not to return to my home country, Nigeria after my program. As I have stated in my statement of purpose, the cancer mortality rate of my people is high due to poorly skilled scientists and research experts in the field of oncology. So also the technology for early cancer detection is lacking. Thus, the knowledge and research methodologies gained in the course of my program will be channeled to carrying out collaborative research in institutes like National Agency for Food and Drug Administration and Control (NAFDAC), Nigerian Institute of Medical Research (NIMR) & National Center For Genetic Resources & Biotechnology (NACGRAB) and also my home undergraduate university, so that I can contribute my own quota to the development of better prophylactic, managerial and even therapeutic strategies against these deadly cancer diseases.
Another reason is the fact that there are assets that I and my sister have inherited from my late father in Nigeria which requires that I have to be there to properly manage them. Please find attached in this application the following documents proving this:
……
I also have my own landed property situated at …. And as such, I cannot leave all these assets to waste away. Please find attached in this application the following document to prove this:
1. Deed of contract document...
As earlier stated, there is a shortage of trained research experts in the field of oncology in my country; therefore, the cutting-edge research skills and methodologies acquired during my intended course of study will be highly applicable in the health and research sector. I have also seen opportunities from different research institutes especially my home university,.. and NAFDAC where I have a year work experience as a …Moreover, I am eager to work with these institutes as they are reputable institutions that are in line with my career goals. Please find attached in this application the following document to support this claim:
1. Company recommendation letter
2. My NYSC certificate
Lastly, at the completion of my program, I desire to return to my beloved family members (my sister, my mum and grandparents) as I am actively bonded to them especially my grandparent since I spent most of my childhood years with them.
Thank you for your time in considering my application and going through all the documents.
Sincerely,
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 10:36am On Aug 20, 2018

Congrats to you bro..I guess you can submit your passport at any VFS like jnyuwa02 suggested. Cheers man

Naijaforeigner:
I applied on July 10. Thanks boss.

Please all the gurus in the house help me, can I submit my request letter in any Canadian embassy in the world?

I plan on leaving the UK tomorrow or Friday unfailingly or I should just post my passport with my request letter to the UK?

My UK visa expires next week Wednesday, if I submit my passport and I don’t get it on or before next week Wednesday, I would get a UK ban.

Please has anyone done it before?
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 6:57pm On Aug 11, 2018
Hello guys, I need your kind opinion on this please.
Following my previous refusal that I might leave Canada after my stay based on Personal assets and financial status, do you think its a good idea to still include in my new application that my uncle will provide me with accommodation and miscellaneous expenses incurred as this might have been considered for the visa delay initially.
Althoough, I ought to have requested for my gcms which will clearly state why but resumption time is really near.
Kindly share your thought on this please. Thanks
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 8:05am On Aug 10, 2018
When does your Uk school resume..I mean the intending master program and how long does it take to get Uk study visa from Nigeria ??

Naijaforeigner:
Thanks bro.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 5:52am On Aug 10, 2018
I believe you would get your response soonest bro but pls make your contingencies right.
It is well by God’s grace

Naijaforeigner:
Thank you, coming back to the UK is very easy for me. However, what I am scared of is the money I have now for studies in UK, what if I don't have access to it when next I want to come back to UK (God forbid I don't get the Canada visa)? It costs nothing less than 9M to school in UK (fees + maintenance funds). Mum is the one sponsoring and she cannot guarantee the availability of funds if I decide to come back. Thats my biggest fear, if not, I would have packed my bags right now and be on my way to Naija.

I will make a decision on what to do by next week Tuesday unfailingly. Fingers crossed I would have gotten a response from CIC. Thanks for your advice and the link.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 8:24pm On Aug 09, 2018
The visa decision is near..success to you bro

Naijaforeigner:
No change. Eligibility review (since last week Friday) and background processing still ongoing. I checked just 1 minute ago.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 9:18am On Aug 09, 2018
Hello @jnyuwa02, I will like to send my new SOP and LOE to you so you can help proof-read them before I refire.
I will really appreciate your time and effort please.

jnyuwa02:
You can take the chance and apply without Gcms notes. Some have done that in the past and succeeded. Given resumption is close as a matter of fact, I will recommend you do so because many times GSMS and refusal forms often are in line and touch on the same things. You will need a strong SOP convincing and assuring the Canadian government that you intend to depart Canada after your studies. Yes refusal “based on personal assets and financial status” is absolutely a refusal based on ties. These ties don’t have to be in Nigeria. They can be anywhere as long as they are outside of Canada. No they don’t require you to apply in Nigeria. Where you are currently applying is fine.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 6:53am On Aug 09, 2018
Hello everyone, sequel to my previous refusal on not being able to astisfy the VO that I will leave after my stay based on personal assets and financial status, I couldnt wait to order the gcms note since resumption is really near. I have been able to gather my landed property and dad's property documents and also a new SOP and LOE (To tackle the refusal ground). I will very much apprecialte it if the gurus in the house can kindly help vet my SOP and the LOE before I make my re-application.
@Jnyuwa02, @Frankrobbn1, @blaqnony (since you stated that you are a good writer), other gurus that can help me pls.
Thank you for your time and assistance in advance.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 6:26am On Aug 09, 2018
Congrats to you bro.

blaqnony:
Very long post! I applied on the 1st of May. I applied for a Masters of Law in University of Saskatchewan.

The documents I used are:
The normal CIC forms.
I got a 20k scholarship from U of S. Though I got later got bursary and offer as Graduate Teaching Assistant which I didn't include in my application and never bothered to send to CIC.
A sponsorship letter from my employer stating that firm intends to take care of my flight ticket and other miscellaneous not covered by my scholarship.
Admission Letter.
My Employment Letter.
Police Clearance Certificate
Transcript and all my academic certificates.
Letter of Purpose and Explanation especially emphasizing why I must do my program in Canada as such program in research is not done in Nigeria and not even in the US. I think my strongest ñoint was my statement of purpose and explanation. At least I can write well.

NB: I didn't include personal assets, statement of account or even that of a family member. No paystubs. While filling the form, I didn't include the end dates for all my employment history, including the present one. I sent about 14 mails to different Canada embassy offices, and about 6 webforms when I was waiting for them to send me a medical request. I even told them that I am running out of time to make my travel plans.

Did Biometrics on the 3rd of May, updated the same day. Then my trouble began. Lol. Long wait was really a serious trouble. Friends that applied were getting updated nothing for me and thats where the real problem started. My BP got so high. Finally on 24th of July, I got medical request. I couldn't go for medicals till 1st of August for some reasons. I later went and everything went right except that my BP was high. 152/90. I was never a known hypentensive. It all boiled down to high BP garnered over the wait period for my approval. The doctor asked me to wait for sometime. I repeated it, the same thing. I was asked to do 3 more tests, Electric Cardiograph, Echocardiogram, and Serum Creatinine Test , and then get a cardiologist report which cost me a lot. On Friday I got the report from the same hospital.

Just yesterday I did a mail to the hospital to enquire why they haven't sent the medical report, they generated it yesterday night and sent to them. Then today, my medicals was updated as passed ND in less than 1 hour an approval and request of original passport.

In all it was about God, I did countless fasting and praying, sowing of seeds and all that. Especially when the reports I was getting here were not favourable.

Bye and large, I think it is most appalling to see us trying to compare our application with others. That alone is enough to increase your BP and can even cost you your success in medicals or at least extra expenses for further tests that is even costlier than the medicals itself. Quit worrying, your worries can't change anything. Rather it can even kill your hopes of having your studies abroad.

Please those going to U of S can you hit me up! All the gurus in the house thanks for all you do here. I quite appreciate Hardy and Nyjunwa for sharing the email addresses I sent mails to. 15 weeks no be beans o. grin We expect more approvals here soon.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 7:46am On Aug 08, 2018
Sorry about the delay bro..Please try to re-package and put in another application

dubaiboy1:
Well guys , it has been fun while it lasted ... My application was refused ...

I applied on July 19.. Paper route..

These are the reasons for my refusal:

You have not satisfied me that you would leave Canada at the end of your stay. In reaching this
decision, I considered several factors, including:

*** purpose of visit
*** employment prospects in country of residence
*** current employment situation

Other reasons:

*** Upon a complete review of the application, previous academic and employment history and the
reasonableness of undertaking the proposed studies in Canada, I am not satisfied you are a bona
fide student & would depart Canada at end of authorized stay

Good luck to you guys.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 3:04pm On Aug 07, 2018
Thanks for your concern, I am putting those in place now.
It will end in praise

geotherm:
I will suggest you reapply but not without a landed document or document that show you have a property in Nigeria. No matter what your explanation is, you need those documents. You have no time anymore the earlier the better.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 7:41am On Aug 07, 2018
I hope this also helps..

Dear visa representative,
Thank you for taking time to process my visa application. I am a study permit applicant from Nigeria with application number '....' and UCI number '...'. I will like to enquire the progress of my application as the processing time is beyond 10 weeks which is stated on the cic website as the average processing time for applicants from Nigeria. This is so that I can conclude with my travel plans accordingly. I will be looking forward to hearing from you soon so as to make further preparations.
I am indeed grateful for your time and consideration.
Kind regards,

Biakwa:
@Naija,

Good day, please can we get a simple format and to which emails, I also need to start reminding them as mine is also 10 weeks now.

Thanks
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 5:29am On Aug 07, 2018
Funny enough, I have thought about this many times myself. I guess its no dumb question

mybusinesss:
I add like to ask a dumb question please. Forgive me but aren't you legally allowed to work for a certain period of time in Canada after your studies? Why then would a VO be concerned about one not returning back to his home country after studies?
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 9:58pm On Aug 06, 2018
Thank you for your contribution..I will surely consider this.
It will end in praises

Chebe01:
I would suggest you reapply and perhaps try and submit a more detailed SOP on how another masters will benefit your career trajectory and add value to the one you're about to complete. You should also add in your justification, issues like the dearth of people with apposite qualifications in your field in Africa and how you hope to head home afterwards to help train professionals in your field, etc. When you live outside your "home country" and in your case; as a student, they need to be convinced that the masters is not another ploy to go to another country as your current programme is ending.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 8:50pm On Aug 06, 2018
You are quite right, the resumption is near.
Thanks alot, I will try to repackage and put in a new application by the end of the week and ofcourse with necessary documentations.
Do you mind reviewing my SOP please when I have it prepared ?
I will appreciate it if other gurus can also help me with that please. I'll cry out when that time comes tho.
Many thanks @jnyuwa02

jnyuwa02:

I just discovered that gcms takes one month and school resumes 5th September. Late enrollment begins on 21st August
Scared that I will not meet up. Plus Do you think "refusal based on personal assets and financial status" has to do with showing ties to my country of residence? Like if they require me to go apply from Nigeria rather than from Belgium ?

jnyuwa02:
Order for GCMS first.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 2:31pm On Aug 06, 2018
Could you kindly provide me with the link to do this please

dubaiboy1:
My little token : order the GCMS note first
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 2:30pm On Aug 06, 2018
Yes today..from the embassy in Paris
Canada day was on 1st July tho.

Biakwa:
My brother this your app tight hoha...The gurus will deliberate more
But my point is this,do you say they responded today 6th?someone on this forum said will be on holiday today as today is Canada Day hmmmm
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 2:18pm On Aug 06, 2018
Thanks..Like I said bro, it will end in praise

Naijaforeigner:
Damn this is scary. All the best bro as you refire.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 2:17pm On Aug 06, 2018
The school fees is actually 16kCAD$ but I have funding of 20kCAD$, bursary of 2,400CAD$ and savings of 8k Euros. I still do not understand the financial status constraint. Moreso, I will like to ask if its recommended that I repackage and re-fire immediately or I order the GCMS note first.
Thank you for your time.

jnyuwa02:
You scaled the financial prong which usually the first assessment. It appears your scholarship from the school is enough to cover your full expenses. Having done so, the assessment then moves to your purpose of visit and whether you would leave Canada. That is where you stumbled. You need to work on demonstrating ties outside of Canada. Talk about your loving family you intend to return to, if you are married. Talk about your career prospect in Nigeria and how your future plans intertwines with that.
TravelRe: Canadian Student Visa Thread Part 14 by Wheyme: 1:22pm On Aug 06, 2018
Thanks for your response. I do not have a job in Nigeria but my family resides there. I have a landed property that I pay installmentally and yet to complete the payment and also have the papers to my late father's property (Although the document is in his name). Do you think the finance is also a problem here ?

jnyuwa02:
The problem you are faced now with is showing cogent reasons why the VO should beleive you would return to Nigeria. It’s your thesis to handle now before your course thesis to come. Do you have any jobs or property or close family in Nigeria? As a matter of fact anywhere outside of Canada? Your course of studies and it’s lucrativeness in Nigeria and your desires to come back home and devote your passions? You might have to dwell on these in your next application as it’s the final hurdle to cross. Best of luck!
