nduchucks: So lets examine this defense presented by Senator Ike Ekweremadu:
(1) 7th senate session terminated 4th of June
(2)Within 5days, between 4th and 9th of June, Senate Standing Rule/Order was modified to allow for the process where Ekweremadu emerged as the Deputy President.
(3) Ekweremadu now claims that the rules were modified by bureaucracy.
Ladies and gentlemen, Senator Ekweremadu must believe that we are all fools. He and his cohorts will produce this "bureaucracy" who modified the rules, else they will pay their due price for this crime. If this is Ekweremadu's defense, then I'm afraid he is a goner.
Ekweremadu would have us believe that none of the senators reviewed the rules before the 7th senate session began or at the beginning of the session as customarily done. This is a sign of gross irresponsibility and possibly criminal activity. The days of abusing the Nigerian people and insulting the intelligence of Nigerians with these 419acts with impunity are over.
Very high price will be paid for this crime. I didn't even understand your argument or point here...kindly explain better plzzzz |

amakasul: FAAC is the sole authority to approve payment or withdrawal from ECA, not GEJ.
Since FAAC has denied granting any approval, any depletion of ECA was therefore unauthorised misuse of public funds.
Okonjo-Iweala, being a financial officer, knew better than to pander to illegal order of GEJ.
Given your avid support for GEJ, you are the last person to speak on the matters of Nigeria's missing billions of dollars.
Furthermore, the suspects are capable of speaking for themselves. I love your grammar but detest your points because they are far from reality and constitutionality... What's the constitutional function of NEC? What's the constitutional function of FAAC? What's the constitutional stance on ECA? |

Are these people exporting homosexuality and gay marriage now that you call Christians? Forget even about that and ponder why the rich heritage of Jesus has been turned into a joke to an extent that they're now referred to as "nominal Christians." “Let me just explain here that every National Assembly, that is every Senate or House has its Standing Rule/Order as every Standing Rule/Order normally has a life span of four years. So, if you go to the Office of the Clerk to the National Assembly now, you are likely to find Standing Rules/Orders of 1999, 2003, 2007, 2011 and the current 2015. “From the point of the valedictory session of the 7th Senate on 4th June, Senator Ike Ekweremadu, Distinguished Senator David Mark and the rest of other members of the 7th Senate ceased to be senators until the 9th of June, when the 8th Senate was inaugurated; and as usually done, the new senators received new Standing Rule/Order 2015. |

By Joseph Erunke DEPUTY Senate President, Ike Ekweremadu, yesterday, dissociated himself from the amendment of the 8th Senate Standing Rules, saying he was no longer a senator when the rules were made. Senator Ekweremadu spoke through his Special Adviser on Media, Uche Anichukwu, on a Ray Power Radio morning programme, tagged: “Political Platform”, where he responded to questions on the alleged forgery/amendment of the Senate Standing Rule, 2011. He washed his hands off the allegation, saying at the time the said Senate Standing Rule/Order 2015 was made, he had ceased being the Deputy Senate President and so was no longer a principal officer to have contributed to the making of the document in question. He said the making of a new Rule/Order for a new Senate or House was entirely the business of the National Assembly bureaucracy and asked those striving to frame him up to look elsewhere. He said: “Let me just explain here that every National Assembly, that is every Senate or House has its Standing Rule/Order as every Standing Rule/Order normally has a life span of four years. “The making of that 2015 edition of the Senate Rule/Order is the business of the bureaucracy of the National Assembly. What the 8th Senate can do, which its predecessors have sometimes done is to amend as suitable. And the process of the amendment is spelt out in the that document. “So, if you say that the current Senate or Ekweremadu or whoever altered the Standing Rule that brought them to power, it is just like saying that former President Olusegun Obasanjo forged the 1999 Constitution upon which he was inaugurated as a president. You know it wasn’t his making and the governors that came that time too, it wasn’t their making. What happens is if Nigerians don’t like what is contained in the 1999 Constitution, they try to amend it. It’s the same with the Rules/Orders of the National Assembly. But you cannot even amend it until you are inaugurated as a Senator or Member. So, haven been inaugurated, anybody not comfortable with any part of the Standing Rule/Order 2015 upon which the Senate was inaugurated can follow the laid down procedure in the Rule within the lifespan of the Senate. “So, you can see that what they call an amendment is a new document with a life of its own. It couldn’t have been done by any member of the 8th Senate. It is just impossible for it to have been made by Ekweremadu. I guess it is all politics” Asked whether his principal did not work behind the scene to influence the alleged changes in the Senate Rule, Mr Anichukwu said: “How could he have worked behind the scene to amend it because from the 4th of June, when the 7thSenate ended, he ceased to be a senator, just like every other senator. “You could remember that after the valedictory session on that day, Ekweremadu and Senator David Mark left without their usual official cars. That showed they were no longer senators or occupying their offices in the Senate. So, how could he have worked from behind the scene? And do not forget that even the main matter they are contesting is not Ekweremadu’s eligibility. They claim the old Rule for the 7th Senate prescribed open ballot in which you mention the name of the person you want to vote in as the Senate President or Deputy President of the Senate, while the Clerk to the National Assembly used the open secret ballot system in which your name is called, you are given a piece of paper to write down the name of your preferred candidate and drop in the box in the full glare of everyone and on live TV watched all over the world. No one has complained that the election was rigged. Even Senator Ali Ndume crossed over to Ekweremadu and gave him a very warm congratulatory embrace” He explained further: “There is an important point I want to make here, how a new Senate or House is inaugurated is entirely the business of the National Assembly bureaucracy. “Remember that in the 6th Senate, Senator George Akume ran against Senator David Mark for the position of the Senate President. You would remember that some people said no, he was not qualified to run for that office going by the old Rule because he was a new Senator. But the then CNA, Mr. Ogunyomi, said no, ‘this is how I want to run it.” When told that some people, especially from the opposition APC felt that his principal took a seat that rightly belonged to the APC, Mr Anichukwu said the seat did not belong to any political party. He said: “Going by Section 50 (1) of the 1999 Constitution, that Office doesn’t belong to anybody or party. It belongs to Nigerians. That is why APC lawmakers became Speakers in Plateau and Benue State Assemblies last June even when the APC was in minority. By the way, are some people trying to tell Nigerians that if the PDP had won majority in the National Assembly, which is an independent arm of government, and head both chambers, the President Buhari Administration would cease to function?”[\b] http://www.vanguardngr.com/2015/07/senate-rules-ive-no-hand-in-alteration-ekweremadu/ |

The dude insisted foreign currency has to be changed into Naira before it can be invested and i said not necessarily Yes...he is kinda right...our economy is denominated in naira and whatever transactions in shares and equity is done in same naira...Foreign investors don't really need physical cash to do their investments here...They simply get their currency mostly in dollars wired which is converted into our currency and invested accordingly... I think your confusion stems from mixing up activities in money market with that of capital market... Fx is same as forex and same as foreign exchange trading...and this is done commonly in dollars with NO geographical limitation unlike in shares which is the subject of the original post and primarily traded in Nigerian Stock Exchange... it has geographical limitation in the sense that activities there are regulated and subject to economic policies of Nigeria... |

WombRaiders: The Quran contains at least 109 verses that call Muslims to war with nonbelievers for the sake of Islamic rule. Some are quite graphic, with commands to chop off heads and fingers and kill infidels wherever they may be hiding. Muslims who do not join the fight are called 'hypocrites' and warned that Allah will send them to Hell if they do not join the slaughter.
Muhammad was a military leader, laying siege to towns, massacring the men, raping their women, enslaving their children, and taking the property of others as his own. On several occasions he rejected offers of surrender from the besieged inhabitants and even butchered captives. He actually inspired his followers to battle when they did not feel it was right to fight, promising them slaves and booty if they did and threatening them with Hell if they did not. Muhammad allowed his men to rape traumatized women captured in battle, usually on the very day their husbands and family members were slaughtered. It is important to emphasize that, for the most part, Muslim armies waged aggressive campaigns, and the religion's most dramatic military conquests were made by the actual companions of Muhammad in the decades following his death. The early Islamic principle of warfare was that the civilian population of a town was to be destroyed (ie. men executed, women and children taken as slaves) if they defended themselves and resisted Islam. Cc. MalcoImX...Passingshot... how true is this? |

ocelot2006: I'm afraid you're the one that needs to open his eyes. Which East-West road or Benin-Ore road did OBJ fix? PLEASE STOP PEDDLING LIES.
So lets get a few things straight:
1) GEJ was responsible for the MASSIVE REHABILITATION AND EXPANSION of our rail network. OBJ built a line or 2 and THAT WAS IT.
2) the Benin-Ore-Shagamu road was LONG ABANDONED by the OBJ administration. I should know cos in Sept 2007 I and my mother, along with hundreds of travellers, had to use a detour bush track through a village cos the road had deteriorated to a level that it wasnt motorable again. That SAME ROAD was totally fixed by the GEJ administratiOkigwe-Umuahia-Abd by OBJ but rehabilitated by GEJ are the East-West road, Okigwe-Umuahia-AbA road, Enugu-Abakiliki-Ogoja road, Yola-Numan-Jalingo road, Jalingo-Wukari-Zaki Biam-Gboko road, Otukpo road, Ikot Abasi-Ogoni road.
3) As at 2002/2003 I visited the Egbin Power station as part of a field trip for engineering students. I vividly recall that while Marubeni Japan was hard at work, the OBJ administration could only fix TWO out of SIX turbines at the thermo power plant. There were a few pluses though: OBJ brought in then ENRON(now AES) with their 7 gas powered plants on 7 barges. He equally initiated the NIPP program, even though he built about 2-3 power stations with ZERO gas supply. Overall power generated NEVER exceeded1,200MW, despite the BILLIONS OF NAIRA pumped in. Under GEJ's watch, GEJ not only added new phases to the existing power plants built by OBJ, he also built and commissioned FAR MORE power plants than his predecessors COMBINED, provided our gas supply syatem via the Gas Revolution initiated by his govt, modernized and expanded our Transmission grid with new substations and power lines constructed (you can see part of these lines along the road linking Abuja city to the airport), was responsible for the construction of new distribution substations and massive distribution of transformers, unbundled and privatiEd PHCN, outsourced MGT of TCN to a reputable Canadian Utility Firm (Manitoba Power). Overall it paid off cos it was under the GEJ administration that power generated peaked at almost 5,000MW (the HIGHEST level recorded in this nation's history). Even when power level dropped to +2300MW due to sabotage of the gas pipelines, it was still far higher than what OBJ produced. You enjoy additional hours of power supply not because of OBJ, but because of GEJ.
Do keep in mind that while all these occured, same GEJ administration was fighting a raging Insurgency. All these are NOT paid for with air.
So PLEASE get your "facts" straight before you post. Thanks bro...I wanted to take on that obailala: and he ran saying he has no strength for me but he has strength to spew lies and jargons...even basic issues as election were not allowed under Obj...PDP got its negative reputation thanks to Obj impunity... |

hush15: This figures reflect actual sales, not benchmark. The difference between sales and benchmark gives what you call excess crude sales.
what actually happens is that budget is built around expected or what we call projected sales which in turns is what is used to derive the benchmark price.
It is possible that Obasanjo saved more cos his bench is somehow much lower than the actual sales. The excess is saved in the ECA account since it is not touch as the benchmark sales already covered the budget with a little extra already. We all know that the cost of governance has increased in the last 10 years plus
For Jonathan, the margin between the benchmark price and the actual price may not be much depending on the budget proposed. |

AZeD1: Mr Barcanista, i truly understand you have to earn your pay (Man must wack) but your article is a big pile of trash. The whole controversy surrounding the $2 billion withdrawal is who authorized it NOI in her last press release yesterday said GEJ authorized it for the payments of subsidy, and we know that GEJ cannot unilaterally approve withdrawals from the ECA so why didn't she get approval from the appropriate quarters?
If you decide to go down the route of the ECA account is illegal so no approval was needed , then you should also remember that existing laws stated that all monies accrued to Nigeria be shared by the 3 tiers of government and so by using that money to pay marketers GEJ and NOI breached their law. From where should subsidy payments come from? |

joseph1832: Barcanista you are indeed a political prostitute and no! I will not keep quiet!. Doesn't the embolden signify that the sharing of money from the ECA by PMB was meant for the payment of salaries, not for the state governors to share and nobody knows what happened to the money shared?.
If you ask me, this is a very justifiable course for the sharing of the ECA because as one of your carpetbaggers said, "the ECA is meant for a rainy day". So please, since you were so kind in providing this link that shows that PMB really know what he is doing, kindly provide the link to the suit/case numbers filed by the state governors suing the FG to share the ECA during Yar'Adua and GEJ administration.

Bevista: When there is a collusion of fraud, there is generally going to be a conspiracy of silence. It does not mean that there is no infraction of the law. If all the governors and the presidency are on the same page, they can perpetuate illegality without anyone complaining.
Have you not watched many legislative sessions where NASS members complained about spending by ministries and parastatals without appropriation? The CBN and the NNPC are typical examples. How did the presidency spend over N1.6T in 2011 for subsidy payments without appropriation.
Finally, you can make your point politely without referring to my comment as 'misyarning'. 1)If you don't want people to dish out insult to you, while do so to others or you think it is your right to insult these leaders?... 2)There's provision for supplementary budget in our constitution...and it is meant to capture such extra expenses not budgeted for at the beginning of a fiscal year... 3)CBN act and NNPC act allows them do independent expenses and remit balance to federation account...they are not breaking any law whatsoever...Forget the emotional conviction done on the media and championed by politicians and some smart by half individuals...especially as recently championed by Oshomole and co... 4)Whatever that's spent without appropriation maybe due to urgency of such need(remember it is not a day exercise) is usually ratified through supplementary budget just as your 2011 example was ratified through same...thankz |
