HealthRe: Brain Drain: Nigeria Left With 24,000 Doctors – NMA by wizzybobo(op): 7:26am On Oct 20, 2022
Chai.
This is heart breaking. Soon only 5000 doctors will be left in Nigeria going by this current trajectory.
HealthBrain Drain: Nigeria Left With 24,000 Doctors – NMA by wizzybobo(op): 7:25am On Oct 20, 2022
Nigeria has about 24, 000 actively licensed physicians caring for its over 200 million population as result of brain drain in the country, the Nigeria Medical Association (NMA) has said.

NMA President, Ojinmah Uche, stated this yesterday in Abuja during a policy dialogue on Nigeria’s health sector brain drain and its implications for sustainable child and family health service delivery, organised by the National Institute for Policy and Strategic Studies in collaboration with the Partnership for Advancing Child and Family Health at Scale project of the development Research and Projects Centre (dRPC).

He said this gives a horrible true ratio of approximately 1 doctor to 10,000 patients ratio.

He said, “Only one doctor is incredibly available to treat 30,000 patients in some states in the South; while states in the North are as worse as one doctor to 45,000 patients. In some rural areas, patients have to travel more than 30 kilometers from their abodes to get medical attention where available thus Nigeria making access to healthcare a rarity.”

Ojinmah said based on the World Health Organisation established minimum threshold, a country needs a mix of 23 doctors, nurses and midwives per 10,000 population to deliver essential maternal and child health services.

He blamed brain drain on poor funding of the health sector, stressful medical education, non-existent house job slots, difficulty in gaining employment, poor remuneration, unnecessary and unhealthy inter-professional rivalry, insecurity, among others.

The Director-General of the National Institute for Policy and Strategic Studies Kuru, Ayo Omotayo, said Nigeria currently has the third highest number of foreign medical doctors working in the United Kingdom after India and Pakistan.

The Minister of Health, Osagie Ehanire, represented by  Sydney Ibeanusi, Director of Trauma, Emergency and Disaster Response, said the emigration of trained and highly skilled health workforce was of great concern as it put further strain on the already challenged health system.

He said some other things to consider to repatriate the acquired knowledge and skill by the migrating workforce are bonding of healthcare persons trained in the public health institutions, increasing the tuition fee in public health institution relative to those in the private institution and provision of grants for trainee which must be paid back after graduation before they will be allowed to emigrate.

PoliticsICPC Secures Convictions Of 3 Civil Servants For Job Scam by wizzybobo(op): 7:03am On Oct 20, 2022
Independent Corrupt Practices and Other Related Offences Commission (ICPC) has secured the conviction of three civil servants and a businessman for defrauding one Alhaji Bala Rabiu of N900,000 for fake immigration jobs purportedly secured for six of his children.

ICPC spokesperson, Azuka Ogugua said the convicts, Jibrin Babagana, a businessman, Mohammed Rabiu Isa, a civil servant with the State Ministry of Education, Sabo Abdullahi and Ado Abdul of the State Ministry of Justice, were sentenced to two years imprisonment each by Justice Nasiru Saminu of the Kano State High Court 13, sitting at Bompai, Kano, Kano State, on each of the four-count charge preferred against them.

One of the charges reads: “That you, Jibrin Babagana, Mohammad Rabiu, Sabo Abdullahi and Ado Abdu sometime in August 2018 at Kano agreed among yourselves to issue fake letters of employment into the Nigeria Immigration Service to the children of Alhaji Bala Rabiu knowing that such letters were fake thereby committing an offence contrary to Section 97 of the Penal Code Laws of Kano State”.

The defendants pleaded guilty to the charges, while their counsel, Mr S. G. Gani, pleaded with the court to temper justice with mercy as the defendants were first time offenders and family men with children.

The ICPC counsel, Fatima Rabiu Musa, confirmed that the defendants had no previous offences record with the Commission.

Justice Saminu thereafter sentenced the defendants to two years imprisonment or a fine of N300,000 on each count. The sentences are to run concurrently.

PoliticsFederal Govt Directs Service Providers To Reverse Upward Tariff Adjustment by wizzybobo(op): 5:08am On Oct 20, 2022
The Federal Government has directed network service providers to reverse the unilateral 10 per cent upward tariff adjustment for some voice and data services by them on their networks to forestall the hardship it might impose on Nigerians.

This was disclosed in a statement issued on Wednesday by the Director of Public Affairs of the Nigerian Communications Commission (NCC), Reuben Mouka, stressing that the reversal has become necessary as the commission will carry out further consultations with all industry stakeholders on the best approaches that will protect and uphold the interest of both the consumers and the service providers.

Part of the statement reads: “The attention of the Nigerian Communications Commission (NCC) has been drawn to media reports of unilateral implementation of the recently approved 10 per cent upward tariff adjustments for some voice and data services by the service providers, on their networks.

“The consideration for 10 per cent approval for tariff adjustments for different voice and data packages was in line with the mandates of the Commission as provided by the Nigerian Communications Act, 2003, and other extant Regulations and Guidelines, as this was within the provisions of existing price floor and price cap as determined for the industry. The decision was also taken after a critical and realistic review and analysis of the operational environment and the current business climate in Nigeria, as it affects all sectors of the economy.

“Furthermore, even though the tariff adjustment was proposed and provisionally approved by the Management, pending the final approval of the Board of the Commission, in the end it did not have the approval of the Board of the Commission. As a result, it is reversed.”

The NCC spokesperson said that the Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim Pantami, has maintained that his priority was to protect the citizens and ensure justice to all stakeholders involved. As such, anything that will bring more hardship at this critical time will not be accepted.

According to the statement, this was why the minister also obtained the approval of President Muhammadu Buhari for the suspension of the proposed 5 per cent excise duty, in order to maintain a conducive enabling environment for the telecom operators.

“Much as there is an increase in the cost of production, the provision of telecom services is still very profitable and it is necessary that the subscribers are not subjected to a hike in charges.

“In view of the above, the Commission, through a letter sent on the 12th of October 2022, has already directed the affected Mobile Network Operators (MNOs) to reverse the upward tariff adjustment. The Commission will carry our further consultations with all industry stakeholders on the best approaches that will protect and uphold the interest of both the consumers and the service providers.

“The Commission will continue to entrench very transparent processes and procedures for rates determination in the industry. The process is usually carried out with wide industry consultation. It is through these processes that price floors and price caps for data and voice services are benchmarked, regularly reviewed, and determined from time to time.

“The Commission will continue to abide by this time-tested process and international best practice to ensure efficient pricing mechanisms for the telecommunications industry in Nigeria,” the statement added.

PoliticsKatsina High Court Recovers Over ₦900 Million From Anchor Borrowers Scheme by wizzybobo(op): 11:21pm On Oct 18, 2022
Katsina State High Court, has recovered over N900 million from Anchor Borrowers Programme (ABP) loan defaulters across the State, through its Alternative Dispute Resolution (ADR) centres set up across the state

The State Chief Judge, Justice Musa Danladi stated this while addressing journalists in the State, he said the funds were recovered from those that refused to repay their loans due to some skepticisms.

Stressing further that  the alternative dispute resolution window has succeeded in the recovery of over 90 per cent of the Anchor Borrowers loans granted by the CBN to the beneficiaries in the state.

“The state government stood as a guarantor for Anchor Borrowers. Somehow, people think they should not pay. And if they don’t pay, it is the government’s money that will be deducted directly from the source by the CBN because the government has already committed itself.

“And we said let’s use this alternative dispute resolution mechanism because people have confidence that when they pay to the court their money is secured.

“Over N900 million was recovered in a very short time without anybody having any ill-feeling. This would not have been possible within the short time of the recovery through the formal litigation process,” he said.

PoliticsI’ll Champion Indivisible, Prosperous Nigeria, Tinubu Tells Northern Leaders by wizzybobo(op): 6:01am On Oct 18, 2022
Presidential candidate of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, on Monday, reeled out his blueprint for the country, saying his administration would bring out workable policies to ensure that insecurity is nipped in the bud in the North and across the country.

Tinubu, who spoke during an interaction with northern leaders under the aegis of the Arewa Joint Committee at Arewa House, Kaduna, noted that he would transform Nigeria just like he did upon assumption as Lagos State governor.

The former Lagos State governor noted that the whole country is endowed with resources that can be harnessed for greater economic development.

He praised past leaders of the country, including Nigeria’s late Premier of Northern region, Sir Ahmadu Bello, Nigeria first and only Prime minister, Tafawa Balewa, Chief Obafemi Awolowo and Chief Nnamdi Azikiwe for being visionary leaders who gave their all to nation-building.

Before addressing the Northern leaders, Tinunu had earlier visited the tomb of the late Saudauna of Sokoto, who he prayed for, for his invaluable sacrifice to the North and country.

Riding on the wings of the heroes of Nigeria’s independence and history, Tinubu said he would continue to give his best even as president to ensure the country remains indivisible, achieving greatness together as one.

He noted: “As I said when I chaired the Sardauna Memorial Lecture, last year, I have a solemn feeling of responsibility and duty to our country every time I am here. Standing here evokes memories of a great leader and a father of this nation, the Late Sir Ahmadu Bello, the late Sardauna of Sokoto. The contributions of the Sardauna to nation-building remain a reference point for us all. He was a visionary builder of men and institutions.

“The dream of Sardauna, and indeed that of our other great leaders such as Chief Obafemi Awolowo, Dr Nnamdi Azikiwe and our first and only prime minister, Sir Abubakar Tafawa Balewa was for one indivisible and prosperous nation built on shared values of patriotism, equity, justice and brotherhood.

“It is therefore no coincidence that at Independence this vison was clearly laid out and encapsulated in our first National Anthem. It says: ‘Though tribes and tongue may differ, in brotherhood we stand.’

“This is a strong statement which acknowledges our diversity, and, therefore, existence of different perspectives and interests, and how that should not stand on the path of our unity as brothers.

“The framers of this anthem, God rest their souls, will cringe to know that 62 years after, someone would come to this hallowed platform to campaign on the basis of tribe or where others come from.

“The dream of those forefathers, ladies and gentlemen, was for a nation ‘Where no man is oppressed’, a nation ‘with peace and plenty’, and these – unity in diversity, peace and prosperity – are the fulcrum of my mission in this contest. They also form the bulk of my address to you this afternoon, in line with the areas the organisers wanted me to address,” Tinubu said.

On his plans for Nigeria as president, the Jagaban Borgu promised to consolidate on the investments of the President Muhammadu Buhari administration in all sectors of the nation to build on the successes recorded.

“Our economic plan would utilize the vast natural resources we have, through strategic investment in infrastructure which will lead to the diversification of the economy and wealth creation across the entire country.  We will pay attention to modern economic drivers such as the digital economy, creative industries, sports and entertainment sectors for the benefit of our young people.

“The APC Federal Government has taken several measures to build infrastructure and improve the ease of doing business across the country. This has been complemented by the efforts of some of our states to attract investments in diverse sectors of the economy,” he added.

Tinubu also stated that under his leadership, the Nigerian government will be business-friendly, adding that he would focus on tackling underinvestment and effective management.

He continued: “We shall support private businesses in our country and attract foreign direct investment to create jobs, re-industrialise our country and accelerate economic development. Nigerian businesses in sectors like banking and cement have successfully ventured out of the country to build thriving subsidiaries.

“We will build a strong domestic economy, expand the capacity of our domestic market to support growth and encourage export capacity in the areas of our competitive advantage. We have the endowments to be a prosperous country. I will lead a renewed push to move us from the status of a nation of potential into a country of actual accomplishments as an economic dynamo.”

Tinubu also promised to focus on using his experience of building human capital, which made Lagos one of the largest economies in Africa to grow the nation’s economy to an enviable height.

“Using my experience of building human capital, industries, and institutions, which has led to Lagos being one of the largest economies on the continent, I will reposition our existing industries and make them a competitive source of industrialization and growth not just for the North but the entire country. It is time to fetch water from a dry well and I, Bola Ahmed Tinubu, have done it before and I will do it. We will find a way where there are no roads!

“I will ensure that we take advantage of our resources to convert cotton to textile, plants to pharmaceutical products, groundnut to edible oil, cassava to ethanol and starch, etc., thereby building competitive advantage for our farmers through value addition.

“I will attract investments and create the enabling environment that will ensure the resurgence of our moribund industries and continue the infrastructural revolution of this administration on the railways and highways all over the country and invest in our inland waterways for safer and efficient transportation to complement this industrialization vision,” he said.

Tinubu further noted that the North has a greater advantage in agriculture and under his presidency, the region will emerge as the hub of agribusiness in Africa through huge investment in the sector in collaboration with the private sector.

He said, “Agriculture is of special interest to me. It is both an economic and existential issue for every country.

“Experience in the last seven years has shown the potentials of agriculture in solving the problem of unemployment and boosting our GDP. For example, recent investment in the rice value chain has led to the springing up of rice mills across the country with attendant wealth creation and a reduction in our import bill.

“The North has greater advantage in this regard due to its large and abundant arable land. My vision is for the region to be the hub of agribusiness in sub-Saharan Africa.

“We will improve investment in our livestock value chain. Specifically, subsectors like the dairy industry that has the potential of adding billions of dollars into our economy will receive significant attention.

“In collaboration with the private sector and governments at sub-national levels, we will make available high yield seeds and inputs, invest heavily in post-harvest storage and processing facilities so that we can significantly increase the value of what we produce. To ensure optimizing the full value of their produce, we will utilize Commodity Exchanges to guarantee return on investments, and enhanced wealth for the farmers.

“We will make available funds for research and development to provide the right inputs that will ensure greater yields, and tackle climatic challenges bedevilling farmers such as flooding and desertification through enhancement of national drainage architecture and investment in shelter belts.

“Financing is critical to our vision for the agricultural sector. I assure you; I will attract the much-needed investment and re-engineer financing institutions to provide impactful interventions for maximal output.”

On his plans for education and helping reduce the out-of-school children in the North, the APC presidential standard bearer said, “Education is the most effective weapon against poverty. Comparative with other countries, education in Nigeria suffers from funding deficit on account of our population and limited resources. I will provide the required leadership and mobilize investment for the development of the sector. We will work with both states and local governments to reform and retool the system. These reforms will give special attention to the welfare and training of our teachers and lecturers as necessary catalyst for the better system we desire.

“We will work with stakeholders to evolve creative solutions to the funding needs of our higher education that will bring terminal end to challenges of funding and the attendant perennial industrial actions. To ease financing for basic education and expand access, we will cut down on the counterpart fund required by states to access UBEC grants to an affordable percentage.

“Millions of our children are currently roaming the streets instead of being in classrooms.  My administration will invest heavily in infrastructure to allow for proper integration of these children into our conventional schools.

“Thankfully, the current APC government has rolled out several initiatives, in partnership with development partners, to provide alternative access to education and vocation to this particular demographic.”

The event was attended by leaders from Northern Nigeria across party lines, academics, civil society and youth organisations.

With Tinubu at the event are APC Governors from the North, including the Kaduna State governor, Nasir El-Rufai; Plateau State governor, Simon Lalong, who is the director general of the Tinubu-Shettima Presidential Campaign Council; Governors of Nasarawa State, Abdullahi Sule; Yobe State governor, Mai Bala Buni, and Zamfara, Bello Matawalle.

Former APC national chairman and deputy director general of the campaign council, Adams Oshiomhole, and Hadiza Bala Usman, deputy director general of the campaign council, were also at the event.

HealthRe: Deadly Cough Syrups: Stakeholders Urge NAFDAC On Pharmacovigilance by wizzybobo(op): 5:23am On Oct 18, 2022
NAFDAC is a toothless bulldog. Gone are the glory days of NAFDAC when iron lady was in charge.
HealthDeadly Cough Syrups: Stakeholders Urge NAFDAC On Pharmacovigilance by wizzybobo(op): 5:21am On Oct 18, 2022
It will be a failure on the part of the National Agency for Food and Drug Administration and Control (NAFDAC),  if the pediatric Cough Syrup or other deadly drugs find their way into Nigeria, Nigerians have said, even as they have tasked the agency to be more proactive in carrying out its function of ensuring only safe drugs are in circulation.

On 5th of October 2022, the World Health Organisation (WHO) issued a global alert for over four (4) cough syrup brands – warning they could be linked to acute kidney injuries and the death of children in The Gambia in July, August, and September.

These suspected medical products: Promethazine Oral Solution, Kofexmalin Baby Cough Syrup, Makoff Baby Cough Syrup and Magrip N Cold Syrup, were manufactured by an Indian company, Maiden Pharmaceuticals, which had failed to provide guarantees about their safety.

From reports of parents to health authorities revealed how their children were unable to pass urine after being given the syrups. As their condition worsened, efforts to save their lives were fruitless resulting in the deaths of over 66 children.

A mother of two in Lagos State, Mrs Helen Ifeanyi told me that many mothers believe in orthodox drugs, adding that it is pathetic to know that children could die as a result of consuming some of the drugs manufactured by popular companies like the Maiden Pharmaceuticals.

Since 70 per cent of drugs consumed in Nigeria are either imported from India or China, Mrs Ifeanyi however tasked NAFDAC, to be more proactive in carrying out its duties of preserving the wellbeing of Nigerians.

In the same vein, a banker, Mr Stanley Moses, has tasked the Agency to strictly carryout its pharmacovigilance plans, to ensure that only safe drugs are in circulation, adding that, “it will be a failure on the part of NAFDAC, if the Chloroquine syrup saga that happened  in 1990 in Nigeria; Paracetamol syrup disaster at University College Hospital (UCH) Ibadan and Jos University Teaching Hospital (JUTH) in 1990, and the ‘My Pikin’ saga in 2008, repeats itself again.

In response, the director general, NAFDAC, Prof Mojisola Christianah Adeyeye said the Pediatric Cough Syrup Saga is a worrisome development which once again beams a searchlight on the essence of effective regulation and control of medical products. She assured that NAFDAC is leaving no stone unturned in ensuring that these products do not cause harm to our people.

Resident media consultant, NAFDAC, Sayo Akintola told me that, “The Pre-Shipment Clean Report of Inspection and Analysis of imported medicines and other NAFDAC Regulated Products from India and China has been overhauled by the DG,  to prevent substandard and falsified products from getting into the country.

“With this the DG has literally taken the battle against circulation of substandard falsified medicines to the countries of origin, thereby heavily reducing the incidence of illicit drugs in Nigeria,” Akintola added.

PoliticsAtiku’s Call For Northern President Horrible, Thoughtless: Festus Keyamo by wizzybobo(op): 7:09am On Oct 16, 2022
Atiku’s call for northern president horrible, thoughtless: Festus Keyamo

Mr Keyamo described Mr Abubakar’s conduct as “the height of desperation and daredevilry”.

Festus Keyamo, spokesperson for the All Progressives Congress (APC) presidential campaign, has berated the presidential flagbearer of the Peoples Democratic Party (PDP), Atiku Abubakar, for asking northerners not to vote southern candidates.

Sharing the video on Twitter in which Mr Abubakar asked northerners to vote for a president of northern extraction and not for Igbo or Yoruba presidential candidates, Mr Keyamo called Mr Atiku a thoughtless and desperate politician.

“Watch! This is the height of desperation and daredevilry on the part of Atiku!,” Mr Keyamo said. “This is so horrendous, so horrible and so thoughtless for Atiku Abubakar to use ethnicity to campaign, saying the north does not need a Yoruba or Igbo candidate. My God! Atiku needs to quit the race today!”

A former vice president between 1999 to 2007, Mr Abubakar had said “It (Northern Nigeria) doesn’t need a Yoruba candidate or an Igbo candidate. This is what the northerners need. So I believe I stand before you as a pan-Nigerian of Northern origin.”

Mr Abubakar prides himself as a unifier. However, this charge that the north must vote a northerner goes contrary to the public image of a unifier that he’s portrayed over the years.

At 75, Mr Abubakar will contest the 2023 presidential election against several contestants, including candidates of the APC and the Labour Party, Bola Tinubu and Mr Obi respectively, who are of southern extraction.

Mr Abubakar has since 1993 sought five times and failed to be Nigeria’s president; failing at party primary level three times and twice in the main elections.

PoliticsOpposition Parties Storm US, UK Embassies Over Plot To Sack INEC Chairman by wizzybobo(op): 6:51am On Oct 15, 2022
The leadership and representatives of the opposition coalition led by the Peoples Democratic Party, Labour Party, Action Alliance and other opposition parties stormed the UK High Commission, US and EU embassies to present evidence of compromise of the voters’ register and petition against a plot to sack the chairman of Independent National Electoral Commission (INEC) and deactivate the BVAS.

The opposition leaders sought a global hunt down of the conspirators and their families with visa ban, assets freeze and arrest where possible.

They urged firm action against people who have held Nigeria and its 20 million citizens down and perpetrated themselves in office through rigging, denying the people of their democratic choice, looting the common treasury and acquiring property across the globe.

According to the opposition leaders,  if their properties are seized, they will learn their lessons.

They further called on all the foreign missions to keep a closer eye on Nigeria’s transition process, saying the plot to destabilise INEC could throw Nigeria into a crisis that is capable of conflagrating, truncating democracy and shattering West African regional peace.

Addressing newsmen after the round of visits, the spokesperson of the opposition coalition CUPP which is the umbrella body of opposition parties in Nigeria, Ikenga Imo Ugochinyere (Ojeozi Ideato), High Chief Peter Ameh from Labour Party, Kenneth Udeze of Action Alliance Party, Rt.Hon.Jeff Ojinika of the Labour Party, and Kabiru Yusuf of the Arewa Consultative group said the move was aimed at engendering peaceful, acceptable, credible, free and fair elections.

Politics2023: Serving, Ex-governors Scheme For 10th Senate Presidency by wizzybobo(op): 7:22am On Oct 04, 2022
Ahead of the 2023 general elections, former and incumbent governors are already positioning themselves to emerge the president of the 10th Senate.

No fewer than 28 serving and former governors in the All Progressives Congress (APC) and Peoples Democratic Party (PDP) are in the senatorial race for their constituencies.

While the North has 18 serving and former governors competing for the seat, the south has 11 serving and former governors.

The former and serving governors contesting in the 2023 Senatorial election are: Adams Oshiomhole (Edo), Aliyu Wamakko (Sokoto), Abdulaziz Yari (Zamfara), Kabiru Gaya (Kano), Abubakar Bagudu (Kebbi), Chimaroke Nnamani (Enugu), Tanko Al-makura (Nasarawa), Danjuma Goje (Gombe), Simon Lalong (Plateau), Gbenga Daniel (Ogun), Sani Bello (Niger), Samuel Ortom (Benue) and Theodore Orji (Abia).

Others are: Ifeanyi Ugwuanyi (Enugu), Darius Ishaku (Taraba), Ibrahim Gaidam (Yobe),  Seriake Dickson (Bayelsa), Okezie Ikpeazu (Abia), Saminu Turaki (Jigawa), Gabriel Suswan (Benue), Ibrahim Shekarau (Kano), Dave Umahi (Ebonyi), Adamu Aliero (Kebbi), Aminu Tambuwal (Sokoto), Sam Egwu (Ebonyi), Ibrahim Dankwambo (Gombe), Godswill Akpabio (Akwa Ibom) and Orji Kalu (Abia).

There are 109 senators in the Nigerian Senate, including the Senate President.

In the current National Assembly whose life will expire on June 11, 2023, there are 14 former governors serving as senators, representing districts from the north and south of the country.

LEADERSHIP’s checks however revealed that the top contenders for the Senate Presidency are Sokoto State governor, Aminu Tambuwal, on the platform of the Peoples Democratic Party (PDP), and Abia State governor, Orji Uzor Kalu who is currently the Senate Chief Whip. Also eyeing the seat is Governor Dave Umahi of Ebonyi State even though he is a first timer. Kalu and Umahi are of the All Progressives Congress (APC).

LEADERSHIP gathered that Tambuwal’s Senate presidency ambition was part of his trade-off to step down for the PDP presidential candidate, Atiku Abubakar, during the May presidential primary.

It was also learnt that his emergence as director general of the PDP Presidential Campaign Council was strategic to enable him retain his place should PDP win the presidency in 2023.

Tambuwal is not new to the National Assembly. He was a former Speaker of the House of Representatives before he contested and won the governorship seat in Sokoto State.

Rivers State governor, Nyesom Wike, during one of his rants against the party, hinted at Tambuwal’s positioning for the top legislative seat ahead of the election.

In the APC, it was gathered that the serving Senate chief whip and former governor, Orji Uzor Kalu, who currently represents Abia North, fancies his chances of emerging the chief lawmaker in Nigeria.

It was learnt that besides leveraging on his friendship with the APC presidential candidate Bola Tinubu, Kalu has positioned himself to push the Tinubu presidency in the South East in the hopes that the region would get the Senate top seat.

He is also hoping to build on his legislative experience as a ranking and principal member in the 9th Senate.

The Ebonyi State governor, Dave Umahi, is also said to be eyeing the top position. Although he does not have much legislative experience, he is said to be poised to fight for the seat once his party, APC, zones it to the South East.

Another contender for the top seat is Senator Kabiru Gaya of the APC from Kano State. He is the incumbent senator representing Kano South and is regarded as one of the longest serving lawmakers.

They’re turning Red Chamber into a retirement home – CSOs

Meanwhile, political parties and Civil Society Organisations (CSOs) have disagreed over the fielding of 28 former governors as senatorial candidates by APC and the PDP.

While the CSOs said former governors are mostly rushing to the red chamber to expand or protect their business connection, the political parties fielding candidates said it is purely a party affair, adding that Nigerians can decide what they want in the election.

Speaking in an exclusive interview with LEADERSHIP, the chairman, Inter-party Advisory Council (IPAC), an umbrella body of all the political parties in Nigeria, Yabagi Sani, said fielding candidates does not mean an outcome of the election.

“I can’t say who Nigerians will choose. I cannot dictate to the parties who they should field as a candidate. It is purely about people that will elect them. If they elect them, fine.

If Nigerians elect them to go to the Senate, fine. If you elect them, you will have to make do with what you have,” Sani added.

But the CSOs decried the fielding of 28 former governors in just two political parties adding that if they succeed in the election, the red chamber would lose vibrancy.

The CSOs who spoke to LEADERSHIP are Transparency International (TI), the Civil Society Legislative Advocacy Centre (CISLAC), and the Transition Monitoring Group (TMG).

Speaking through their leader, Awwal Musa Rafsanjani, the CSOs said:

“Actually, going by the figures of the election where the former governors have occupied seats in the Senate, they didn’t show more vibrancy and dedication.

“The Senate has become much more like a place for retirement for governors. It has become more of a place where people who are politically irrelevant find their ways.

“We do not think having former governors in the Senate is progress. It appears that they are looking for these positions for political relevance and continuation of building their network and connection, not really for legislative purposes, ” he said.

Speaking further, Rafsanjani said: “In some instances, they have failed in their states; coming to the National Assembly does not mean they are coming to do better than what they were doing in the states.”

Sam Egwu and Dave Umahi (Ebonyi)

In Ebonyi State, while the first civilian governor of the State, Dr. Sam Egwu, would be contesting to represent the people of Ebonyi North Senatorial Zone under the platform of the PDP for the third term, his counterpart, the outgoing governor of the state, Chief David Umahi will be contesting to represent the people of Ebonyi South Senatorial Zone under the platform of the APC.

Abdul’Aziz Yari (Zamfara)

Following the reconciliation of the state governor, Hon. Bello Matawallle, with the former Governor Abdul’Aziz Yari, a senatorial ticket for the Zamfara West was given to him.

Yari was the sole candidate of the APC in Zamfara West ahead of the primaries. Yari served two terms as the governor of Zamfara State from 2011 to 2019.

He was at the House of Representatives. He contested for the senatorial ticket in 2019 and won but the Supreme Court voided the victory of APC in Zamfara State.

Gbenga Daniel (Ogun)

Former governor of Ogun State, Otunba Gbenga Daniel is the Senatorial candidate of the APC for Ogun East Senatorial district.

Daniel, a two-term governor, whose tenure spanned year 2003 till 2011, is being fielded by the Ogun State chapter of APC after taking the party’s Senatorial ticket from the incumbent, Senator L’ekan Mustapha.

Theodore Orji, Orji Kalu and Okezie Ikpeazu (Abia)

LEADERSHIP checks indicated that while the former Abia State governor and Senator Theodore Orji (Abia Central) of the PDP will be stepping down after two consecutive terms at the Red Chamber, his predecessor on the executive seat, Orji Uzor Kalu (Abia North) of the same APC is seeking to return there.

In the same vein, his successor, Okezie Ikpeazu (Abia South), who is of the same party with him and was elected into the office in 2015 is seeking to move to the Upper House at the end of his second term on May 29, 2023.

CrimeUS Court Postpones Sentencing Of Fraudster Hushpuppi To November 7 by wizzybobo(op): 6:47am On Oct 04, 2022
The US Central District Court in California has again postponed the sentencing of Ramon Abbas, a Nigerian Instagram celebrity, popularly known as Hushpuppi, who has pleaded guilty to multi-million-dollar fraud charges.

Hushpuppi was apprehended in Dubai, the United Arab Emirate (UAE) in June 2020, and subsequently taken to the US, where he pleaded guilty to the charges in July 2021.

According to the notice from the US authorities, the trial judge, Otis Wright, has fixed November 7, 2022 as the date to sentence Hushpuppi.

“COUNSEL ARE NOTIFIED, the Sentencing is CONTINUED to November 7, 2022 at 11:30 a.m. as to Defendant Ramon Olorunwa Abbas,” the court’s announcement shifting the sentencing reads.

The sentence hearing was initially moved by Judge Wright from February 14 to July 11, 2022 before shifting it to September 21 and now November 7.

Hushpuppi, in July 2021, agreed to plead guilty to the multi-million-dollar fraud charges slammed against him by the American government.

He has been in prison since his arrest in Dubai and rendition to the US in June 2020.

In a dramatic twist, Mr Abbas, who initially maintained his innocence, entered into a plea bargain agreement with the US authorities in July 2021, in the hope of getting a lighter punishment.

He pleaded guilty to Count Two which is “Conspiracy to Engage in Money Laundering,” an offence that attracts a maximum imprisonment of 20 years among other punishments including full restitution, his plea agreement with the U.S. government states in part.

Despite pleading guilty, Mr Abbas will not be freed from paying restitution.

“Defendant understands that the defendant will be required to pay full restitution to the victim(s) of the offence to which the defendant is pleading guilty.

“Defendant agrees that, in return for the USAO’s compliance with its obligations under this agreement, the court may order restitution to persons other than the victim(s) of the offenses to which defendant is pleading guilty and in amounts greater than those alleged in the count to which defendant is pleading guilty.”

Not being an American citizen, he will be deported after completing his jail term and paying up the amount to be restituted.

The maximum penalty for the offence which Mr Abass hopes will be reduced at his sentencing include: “20 years’ imprisonment; a 3-year period of supervised release; a fine of $500,000 or twice the gross gain or gross loss resulting from the offense, whichever is greatest; and a mandatory special assessment of $100.”

In June 2020, the 39-year-old known for flaunting his opulent lifestyle on social media was arrested in Dubai by special agents including the Emerati police officers and Federal Bureau of Investigation (FBI) operatives.

PoliticsGov Emmanuel Urges Prayers To Avert Violence In 2023 by wizzybobo(op): 5:41am On Oct 03, 2022

PoliticsFG Orders Buyers Of Seized Lagos Properties To Pay 2001 Price by wizzybobo(op): 7:08am On Sep 15, 2022
The federal government has ordered buyers of two underpriced public properties in Lagos to pay the differentials of the real values of the properties as at 2001.

The minister of Works and Housing, Mr Babatunde Fashola, disclosed this yesterday to State House Correspondents after the week’s Federal Executive Council (FEC) meeting, presided over by President Muhammadu Buhari, at the Presidential Villa, Abuja.

According to him, the council arrived at the decision following a memorandum he presented to the Council, in which he revealed that the government was short-paid in the transaction on the properties seized by officials of the National Drug Law Enforcement Agency (NDLEA).

He said the properties, a four-bedroom bungalow on Adeniyi Jones Lagos, and another five-bedroom duplex on Amadasun Street in GRA, Ikoyi, Lagos, sold for N2 million and N5 million respectively were seized by the NDLEA in the course of narcotic prosecution.

He said the government now wants the buyers to pay the sum of N18 million for the bungalow and N21 million for the five-bedroom duplex being the cost at which they were valued in 2001.

He said, “They were properties sold as a result of prosecution for narcotics by NDLEA. So, they were proceeds of drug crimes, but the valuation process followed the NDLEA Act instead of the Financial Regulations Act. So essentially, those policy proposals were approved by the government.

“The addresses of the properties, the first one is a four-bedroom bungalow with two room boys’ quarters at Adeniyi Jones in Ikeja Lagos, and the other one was a five-bedroom duplex with two room boys’ quarters at Amadasun Street, GRA Ikoyi, so they were sold for N5m and N2m respectively in 2001.

“At that time, the valuation we got was that if they were properly valued, they should have been sold for N18m and N20m respectively.”

He noted that the NDLEA Act of the time gave precedence to the directives from the Ministry of Justice and regulations were made according to powers under the Act.

“But they did not take cognizance of the procurement law and the financial regulations of the time.

“So, we are now saying, going forward, the financial regulations must take precedence. So, those are all proposals that will come as a new law when the Ministry of Finance finishes with them so that you cannot have different regulations for the disposal of assets that have been forfeited to the government. They must be subject to one superior procedure,” he added.

Fashola also disclosed that the government approved a policy recommendation to extend the usage life of government assets such as plants, equipment, land, property, and machinery.

He said the new recommendation will ensure proper disposal while saving government expenditure.

“The purpose of the policy memorandum was to seek better enforcement of the financial regulations of the government, especially the revised 2009 regulations with regards to valuation process for plants, equipment, land, property and machinery, and also how they are disposed of when they reach the end of life.

“This policy is premised on Executive Order 11 that enthrones maintenance as a conscious government policy. And we think that because of that, government assets should last longer than the life cycle usually prescribed in the existing financial regulations, such as four years and nine years for other classes of machinery.

PoliticsWe Are Losing $700m Monthly To Oil Theft – NNPCL by wizzybobo(op): 7:30am On Sep 12, 2022
Nigerian National Petroleum Company Limited (NNPCL) has disclosed it loses 470,000 bpd to oil theft, amounting to $700 million monthly.

It said the impact of crude oil theft has affected its performance, especially with the security challenges that hindered oil production in some terminals.

Speaking with some journalists during a tour of the facilities of the NNPCL, Bala Wunti, the group general manager, National Petroleum Investment Management Services (NAPMS), said the pipelines, particularly those around Bonny terminal, cannot be operated due to the activities of criminals.

The GGM said the number of barrels stolen on a daily basis is very huge, saying about 270 barrels that were to be loaded in Bonny would no longer going to be loaded because of theft.

He explained that, “if you’re producing 30,000 barrels a day, every month, you get 1,940 barrels. So what it means is that you can take it to 270 every four days, calculate it in a month; you will have seven cargos on a million barrels, that’s seven million barrels.

“When you multiply seven million barrels by $100 that is $700 million lost per month, adding that about 150,000 barrels expected are differed, we are not producing due to security challenges.

We Are Open For Forensic Audit On Fuel Supply – NNPC

“The Shell Petroleum Company (SPDC) trunk line, TNP transnational pipeline cannot be operated and this has been like this since March the 3rd that we put in this. Just take your calculator, 150,000, it means if you want to arrive at 1 million barrels per day, it means every week as a minimum, basically for one week alone, it’s four cargo and four cargo is four million barrels. Four million barrels formula bar or $100 is $400 million. So you can do your calculations by yourself, take whatever price you want, take this to multiply by the number of days that have been shortened since March 3rd,” he said.

He noted that Forcados is not completely secure due to some challenges, but assured that they were addressing it, and in two weeks it may be fixed.

“But we also have Brass about 100,000 barrels, which is operated by Agip and is also facing insecurity and vandalism.

“Illegal siphoning of crude oil from oil facilities by criminal individuals and groups, impacted negatively on revenue to all stakeholders, lamenting that the quantity of oil delivered into these federal oil terminals in the country has been limited by the activities of pipe vandals and organised crooks,” he lamented.

He said the impact of vandal activities caused low crude oil production, interrupted gas supply, countrywide interruption of distribution of petroleum products, refineries’ downtimes, increasing instability in the oil and gas market, “but I will tell you the major thing that affects us.

“Nigeria will suffer for it; the revenues are impacted, so we can only appeal to them to rein in themselves, the oil theft situation is regrettable. It’s not going on across the whole of the Niger Delta, there are trunk lines that are more impacted on, I think the Bonny trunk line ranks highest.

“Our major challenge as a country is our capability to respond and that is as a result of several factors, the terrain as well as some incapacity that we have.”

On the support of the technology in monitoring the illegal activities around the oil facilities in the creeds, he said, “I was in the Saudi Arabia infrastructure twice, and I know what they have. It’s a digital control system; it’s different from our own. Digital control system, it’s like you have the control system of all your assets in one place.

“This is beyond the digital control system; it’s also a security system and we are doing it and to tell you that this was built-in by our in-house software engineers because of the security sensitivities to it because they are customized, the moment you give to somebody who creates that. So we use a combination of technology to integrate and synchronize and create what we are now confident and comfortable with.”

In the effort of the corporation to meet its financial tasks the corporation maintained industry data on crude and all NGS production and lifting and most importantly, we ensured energy security, ensuring bulk supply of petroleum products to the nation and remit 100 per cent of this to the federation.

Speaking on the synergy with other government agencies, Wunti explained that the Nigerian Midstream and Downstream Petroleum Regulatory Authority, former DPR, and then the regulatory commission issue what they call Bill of Quantity and they also handle vessel clearance and export permits while the Federal Ministry of Trade and Industry, handles the issuance of export permits.

“We also relate with the Nigerian Customs Service which also helps with the export permit and to also clear all the vessels; and the Central Bank of Nigeria, processes all Nigerian Export Proceeds forms, Nigerian export supervision scheme. So, these are all the agencies we deal with, it’s not an NNPC thing, we have to work through all these agencies before a ship can come in and sail,” Wunti added.

The GGM NAPMS mentioned some of the government agencies at the terminals to include: Nigerian Midstream and Downstream Petroleum Regulatory Authority, former DPR and then the Regulatory Commission; the Nigerian Customs at the terminal, NNPC terminal representatives, pre-shipment inspection agents, the Nigerian Immigration officials, Nigerian Ports Authority and the Nigerian Port Health Authority.

”Then recently, the Navy wanted to be at the terminal. In fact, we are trying to deploy them anytime from now. They also want to be at the terminals to see what is going on, because a lot of back and forth has been going on in the recent past, blaming the Navy. So, they now said they want to be there to participate physically in what’s going on.

”You can see what is happening, that it’s not just an NNPC thing, it is all government agencies working together to make sure that each ship that comes at any point in time has all the clearances,” he said.

TravelBlocked Funds: Federal Govt To Penalise Airlines Selling Tickets In Dollars by wizzybobo(op): 6:33am On Sep 08, 2022
The Federal Government has vowed to penalise foreign airlines selling tickets to Nigerians in Dollars, insisting that such practice is a violation of Nigerian laws.

Minister of Aviation, Senator Hadi Sirika, disclosed this to State House correspondents after the weekly Federal Executive Council (FEC) meeting, presided over by President Muhammadu Buhari at the Presidential Villa in Abuja on Wednesday.

According to him, the Nigerian Civil Aviation Authority (NCAA) had been instructed to swing into action by protecting the interest of Nigerians against the malpractices by the erring airlines, warning that no violator, no matter how highly placed, would be spared if caught in the act.

He said findings at government’s disposal, revealed that some of the airlines were refusing Naira and charging their ticket fares in Dollars in violation of the country’s laws, while some others have blocked local travel agencies from accessing their websites for transactions, choosing to release expensive tickets.

He said, “I want to use this opportunity to say that reports are reaching us that some of the airlines are refusing to sell tickets in Naira. That is a violation of our of local laws, they will not be allowed. The high and the mighty amongst them will be sanctioned if they’re caught doing that.

“NCAA had been directed to swing into action and once we find any airline violating this, we will definitely deal with them. Also, they blocked the travel agents from access. They also made only the expensive tickets available and so on and so forth.

“Our regulators are not sleeping, we have a very vibrant Nigerian Civil Aviation Authority. Once they found any airline guilty, that airline will be dealt with because we need to protect our people. It is according to our agreements, to what we have signed and this is according to international convention.

“So going forward, they should desist from doing things that are outside of the law. They should also desist from writing us and putting things in social media. They should go through diplomatic channels if they want response from federal government,” the Minister warned.

The Minister disclosed that the foreign airlines made over $1.1billion from Nigeria in 2016, when the Muhammadu Buhari administration cleared the $600 million debt it inherited from the previous government, saying if it was retained in the country through Nigerian official airline, it would have created jobs.

Sirika recalled that the airlines remitted over $600 million to their home countries in 2016 while over $265 million has also been released this year out of about $484 million due to them.

He said the government was trying to keep the airlines happy by ensuring that their money does not pile up again, saying that while the country needs their services, the airlines needed the Nigerian market.

The Minister warned them to refrain from using the social media to press home their demands instead of resorting to the diplomatic channels.

Meanwhile, Sirika has described as irresponsible, embarrassing and lies, a report in a national daily, that the Nigeria Air project has already gulped over N14.6 billion of government’s funds despite having only five per cent stake in the proposed national carrier.

According to him, government has only spent N651 million (N352 million and N299 million) for what he called transactional advisory services approved by the Federal Executive Council (FEC), but yet to be disbursed as the consultants were yet to finish their work.

Sirika, while giving update on Nigeria Air, said “So Nigeria Air is on course, we are going to come very soon to Council for approval of the full business case. And the activity is a Public Private Partnership, which is guided by the ICRC regulations, Infrastructure Concession Regulatory Commission.

“We have diligently followed that. And I want to seize the opportunity to say that we have been reading newspaper reports, especially those that I have maximum respect for, like The Guardian, which put out a sensational article on the front page that the federal government of Nigeria has spent N14 billion on national carrier and they did nothing.

“This is absurd. This is unbecoming of a paper of that caliber, to dish out lies on purpose to mislead the public. The entire amount of money spent on national carrier is around the transaction advisory services.

“And we came here with a memo with approval, which we dished out to the press as to the quantum of money to be spent. It was N352million in today’s rate. And another contract of N299 million. That’s it.

“I’m very embarrassed with this statement, it is not factual, it’s not true, it’s meant to mislead people. Federal Government is committed to establishing this career, we’ve gone very far. We’ve found partner. We are negotiating, we will come to council and get the full business report approved and then we will come here declare,” Sikira stated.

On alleged secrecy around the project, the minister said: “There’s also accusation as to secrecy in what we’re doing. Nigeria, I’m very proud to say is the first country and maybe perhaps the only to put up a portal where all public private partnership activities are being uploaded on daily basis. People should not be pen lazy, not to research, not to ask questions in view of the Freedom of Information Act in place.

“Every single query to me on my desk, using Freedom of Information Act, I had always obliged. There’s nothing secret about government work anymore and we’re not keeping anything in secrecy.

“If anybody wants anything to do with a national carrier or any other project on civil aviation, you should go to our own website, to the website of ICRC and to the portal, everything is uploaded there.

“We have project delivery team in place by law, Project Steering Committee in place by law, and they’re all members of very many ministries and agencies and parastatals including Labour.

“The Law didn’t say we should include Labour. But for maximum transparency, for fairness, we included Labour in this activity, and they participated fully.

“So there’s nothing secret about it. If you want anything come and ask us don’t just be pen lazy and go out there and write what you want. It is not accepted by us and by government. And they will deliver this Nigeria Air for the benefit of people.

“Nigeria is 215 million people at the center of Africa, equal distance on own location with traveling public, rising middle class, propensity to fly this high. Nigeria is certainly the candidate for national carrier, it will happen and it will ease our transport needs.”

On the importance of a national airline to the country’s economy as well as that of the continent, the minister said: “Now, do you understand that the African continent under the AU agenda 2063, is looking for integration and interconnectivity? To go to Niami in Niger Republic, you have to fly to Paris and fly back. That is the case of Africa. We want to integrate Africa, we want to connect Africa. And certainly we cannot do it by road, by rail, or by sea. By sea, most of the countries are landlocked. By rail, the quantum amount of money to spend to interconnect Africa and to maintain it is huge, and prohibitive. It can happen but much later. By road is also worse.

“So the easiest, the fastest, the most efficient way to do it is to develop civil aviation, of which we are doing. And that’s why we’re working on the single African Air Transport market in Africa. And so therefore, Nigeria was there before we started the Yamoussoukro decision and declaration and it rose through Single Africa Air Transport market to boost civil aviation.

“The key thing there is to have a very robust carrier, private, nonprofit, whatever kind of carrier that can match the kinds of carriers that come into Nigeria. 95% of the airlines that do activity in Africa, are not African, we are exporting the money out there.”

PoliticsCustoms Seizes Explosive-making Chemical, Military Wares In Ogun by wizzybobo(op): 7:11am On Sep 07, 2022
The Federal Operations Unit (FOU), Zone A, of the Nigeria Customs Service (NCS), on Tuesday, said its operatives intercepted 20 drums of carbide (an explosive device) worth N33,398,400, between Abeokuta and Ijebu-Ode axis of Ogun State in August, 2022.

Briefing newsmen in Lagos at the unit base, the Acting Comptroller, FOU Zone A, Hussein Ejibunu, said his officers also seized some military uniforms along Ijebu-Ode Road in Ogun State under the same period.

According to Ejibunu, “While welcoming you to this briefing on our activities in the preceding month, it is important we reiterate that we are not unaware of the likely increase of smuggling activities as we gravitate towards the yuletide period, when smugglers’ desperation is on the increase.

“Our strategies are constantly being reworked, in our efforts to think ahead of economic saboteurs towards defeating their game of concealment, false declaration, underpayment of duty, and trying to bring in dangerous items like illicit drugs.

“On the seized 20 drums of carbide, it is instructive to emphasise that such importation raises concerns of national security.

This is because it is a chemical used in the manufacture of improvised explosive devices (IEDs) and could cause danger to life and property

. “Allowing things like this chemical into the society uncontrollably could create serious security challenge for the country.

Carbide is flammable, reactive, and can cause explosion hazards when mixed with other chemicals and exposed to water or moisture. It forms flammable acetylene gas that could be used to endanger lives by lawless persons.

“This is aside other health hazards, the chemical on exposure can irritate the mouth, nose, and throat if not properly handled. Inhaling calcium carbide can irritate the lungs. Higher exposures may cause a build-up of fluid in the lungs and could lead to emergency medical situations.

“Its importation is, therefore, strictly controlled from the office of the National Security Adviser (NSA).

“As we battle with smugglers, our eagle eyes are not letting go of duty evasion too. In doing this, we are constantly encouraged by the manpower, logistics, expansion of the government warehouse, and other motivating supports being provided for us by the Comptroller-General of Customs, Col. Hameed Ibrahim Ali (rtd), and members of the service management team. “Seizures made within the month of August 2022, were gotten from Idiroko, Oyo axis, Seme Road, Ijebu-Ode Road and the Ports corridors. “10 suspects were arrested in connection with some of the seized goods, and are at various stages of investigation and prosecution, as we remain resolute to make them face the full wrath of the law.” Among other seized goods are: “1 x 40ft containing flavour seasoning, falsely declared as auto spare parts. “1 x 40ft containing auto interior accessories, falsely declared as filters/pneumatic transmission. “1 x 40ft containing vegetable oil and foreign parboiled rice, falsely declared as used vehicles. “1 x 20ft containing 21 pallets of tiles, falsely declared as PVC floor tiles/floor bricks. “1 x 20ft containing Padi Bitters, falsely declared as olive nuts. “1 x 20ft containing unprocessed wood, falsely declared as aluminum ingots. “1 x 20ft containing bales of used clothes and shoes, with a used fake seal/Dangote truck. “20 drums of carbide without an end user certificate. “5,593 (50kg) bags of foreign parboiled rice, equivalent to nine trailer truckloads. “56,725 litres of premium motor spirit, 375 bales of used clothes.

“242 parcels of Indian hemp and 41 pieces of military camouflage bags. “Aggregate duty paid value (DPV) of the seized goods is N579,412,549.

“In our efforts to prevent loss of government revenue to duty underpayments, undervaluation of imported items, and wrong harmonised system (HS) code classification, we recovered a total of N46,298,422.50.

“These seizures are a reflection of our commitment to duty and non-compromise in the discharge of our functions, aimed at protecting the nation’s economy and preventing importation of prohibited and harmful products from entering our markets.

“It is our hope that these seizures, recoveries, and arrests would serve as deterrent to other smugglers and duty evaders. Let me warn again, that the Federal Operations Unit, Zone A will not stop making life unbearable for smugglers.

We are already intensifying our efforts to continually seize smuggled items, arrest suspected perpetrators and ensure they face diligent prosecution or hand them over to sister agencies where necessary, as enshrined in our laws and standard operating procedures.

“I want to once again warn that any attempt to violate the provisions of Customs and Excise Management Act (CEMA) CAP C45 2004 LFN, which is our enabling legislation, will be met with total resistance on the part of smugglers and duty evaders. Our 24-hour round-theclock patrols are constantly rejigged for efficiency.

“Our enforcement capability is supported always by impeccable intelligence, resulting to the successes we have recorded so far.

Nigerians should be assured that we are not in any way going to relent in the discharge of our functions.”
