The Federal Government has directed network service providers to reverse the unilateral 10 per cent upward tariff adjustment for some voice and data services by them on their networks to forestall the hardship it might impose on Nigerians. This was disclosed in a statement issued on Wednesday by the Director of Public Affairs of the Nigerian Communications Commission (NCC), Reuben Mouka, stressing that the reversal has become necessary as the commission will carry out further consultations with all industry stakeholders on the best approaches that will protect and uphold the interest of both the consumers and the service providers. Part of the statement reads: “The attention of the Nigerian Communications Commission (NCC) has been drawn to media reports of unilateral implementation of the recently approved 10 per cent upward tariff adjustments for some voice and data services by the service providers, on their networks. “The consideration for 10 per cent approval for tariff adjustments for different voice and data packages was in line with the mandates of the Commission as provided by the Nigerian Communications Act, 2003, and other extant Regulations and Guidelines, as this was within the provisions of existing price floor and price cap as determined for the industry. The decision was also taken after a critical and realistic review and analysis of the operational environment and the current business climate in Nigeria, as it affects all sectors of the economy. “Furthermore, even though the tariff adjustment was proposed and provisionally approved by the Management, pending the final approval of the Board of the Commission, in the end it did not have the approval of the Board of the Commission. As a result, it is reversed.” The NCC spokesperson said that the Minister of Communications and Digital Economy, Prof. Isa Ali Ibrahim Pantami, has maintained that his priority was to protect the citizens and ensure justice to all stakeholders involved. As such, anything that will bring more hardship at this critical time will not be accepted. According to the statement, this was why the minister also obtained the approval of President Muhammadu Buhari for the suspension of the proposed 5 per cent excise duty, in order to maintain a conducive enabling environment for the telecom operators. “Much as there is an increase in the cost of production, the provision of telecom services is still very profitable and it is necessary that the subscribers are not subjected to a hike in charges. “In view of the above, the Commission, through a letter sent on the 12th of October 2022, has already directed the affected Mobile Network Operators (MNOs) to reverse the upward tariff adjustment. The Commission will carry our further consultations with all industry stakeholders on the best approaches that will protect and uphold the interest of both the consumers and the service providers. “The Commission will continue to entrench very transparent processes and procedures for rates determination in the industry. The process is usually carried out with wide industry consultation. It will be a failure on the part of the National Agency for Food and Drug Administration and Control (NAFDAC), if the pediatric Cough Syrup or other deadly drugs find their way into Nigeria, Nigerians have said, even as they have tasked the agency to be more proactive in carrying out its function of ensuring only safe drugs are in circulation. On 5th of October 2022, the World Health Organisation (WHO) issued a global alert for over four (4) cough syrup brands – warning they could be linked to acute kidney injuries and the death of children in The Gambia in July, August, and September. These suspected medical products: Promethazine Oral Solution, Kofexmalin Baby Cough Syrup, Makoff Baby Cough Syrup and Magrip N Cold Syrup, were manufactured by an Indian company, Maiden Pharmaceuticals, which had failed to provide guarantees about their safety. From reports of parents to health authorities revealed how their children were unable to pass urine after being given the syrups. As their condition worsened, efforts to save their lives were fruitless resulting in the deaths of over 66 children. A mother of two in Lagos State, Mrs Helen Ifeanyi told me that many mothers believe in orthodox drugs, adding that it is pathetic to know that children could die as a result of consuming some of the drugs manufactured by popular companies like the Maiden Pharmaceuticals. Since 70 per cent of drugs consumed in Nigeria are either imported from India or China, Mrs Ifeanyi however tasked NAFDAC, to be more proactive in carrying out its duties of preserving the wellbeing of Nigerians. In the same vein, a banker, Mr Stanley Moses, has tasked the Agency to strictly carryout its pharmacovigilance plans, to ensure that only safe drugs are in circulation, adding that, “it will be a failure on the part of NAFDAC, if the Chloroquine syrup saga that happened in 1990 in Nigeria; Paracetamol syrup disaster at University College Hospital (UCH) Ibadan and Jos University Teaching Hospital (JUTH) in 1990, and the ‘My Pikin’ saga in 2008, repeats itself again. In response, the director general, NAFDAC, Prof Mojisola Christianah Adeyeye said the Pediatric Cough Syrup Saga is a worrisome development which once again beams a searchlight on the essence of effective regulation and control of medical products. She assured that NAFDAC is leaving no stone unturned in ensuring that these products do not cause harm to our people. Atiku’s call for northern president horrible, thoughtless: Festus Keyamo Mr Keyamo described Mr Abubakar’s conduct as “the height of desperation and daredevilry”. Festus Keyamo, spokesperson for the All Progressives Congress (APC) presidential campaign, has berated the presidential flagbearer of the Peoples Democratic Party (PDP), Atiku Abubakar, for asking northerners not to vote southern candidates. Sharing the video on Twitter in which Mr Abubakar asked northerners to vote for a president of northern extraction and not for Igbo or Yoruba presidential candidates, Mr Keyamo called Mr Atiku a thoughtless and desperate politician. “Watch! This is the height of desperation and daredevilry on the part of Atiku!,” Mr Keyamo said. “This is so horrendous, so horrible and so thoughtless for Atiku Abubakar to use ethnicity to campaign, saying the north does not need a Yoruba or Igbo candidate. My God! Atiku needs to quit the race today!” A former vice president between 1999 to 2007, Mr Abubakar had said “It (Northern Nigeria) doesn’t need a Yoruba candidate or an Igbo candidate. This is what the northerners need. So I believe I stand before you as a pan-Nigerian of Northern origin.” Mr Abubakar prides himself as a unifier. However, this charge that the north must vote a northerner goes contrary to the public image of a unifier that he’s portrayed over the years. At 75, Mr Abubakar will contest the 2023 presidential election against several contestants, including candidates of the APC and the Labour Party, Bola Tinubu and Mr Obi respectively, who are of southern extraction. Ahead of the 2023 general elections, former and incumbent governors are already positioning themselves to emerge the president of the 10th Senate. No fewer than 28 serving and former governors in the All Progressives Congress (APC) and Peoples Democratic Party (PDP) are in the senatorial race for their constituencies. While the North has 18 serving and former governors competing for the seat, the south has 11 serving and former governors. The former and serving governors contesting in the 2023 Senatorial election are: Adams Oshiomhole (Edo), Aliyu Wamakko (Sokoto), Abdulaziz Yari (Zamfara), Kabiru Gaya (Kano), Abubakar Bagudu (Kebbi), Chimaroke Nnamani (Enugu), Tanko Al-makura (Nasarawa), Danjuma Goje (Gombe), Simon Lalong (Plateau), Gbenga Daniel (Ogun), Sani Bello (Niger), Samuel Ortom (Benue) and Theodore Orji (Abia). Others are: Ifeanyi Ugwuanyi (Enugu), Darius Ishaku (Taraba), Ibrahim Gaidam (Yobe), Seriake Dickson (Bayelsa), Okezie Ikpeazu (Abia), Saminu Turaki (Jigawa), Gabriel Suswan (Benue), Ibrahim Shekarau (Kano), Dave Umahi (Ebonyi), Adamu Aliero (Kebbi), Aminu Tambuwal (Sokoto), Sam Egwu (Ebonyi), Ibrahim Dankwambo (Gombe), Godswill Akpabio (Akwa Ibom) and Orji Kalu (Abia). There are 109 senators in the Nigerian Senate, including the Senate President. In the current National Assembly whose life will expire on June 11, 2023, there are 14 former governors serving as senators, representing districts from the north and south of the country. LEADERSHIP’s checks however revealed that the top contenders for the Senate Presidency are Sokoto State governor, Aminu Tambuwal, on the platform of the Peoples Democratic Party (PDP), and Abia State governor, Orji Uzor Kalu who is currently the Senate Chief Whip. Also eyeing the seat is Governor Dave Umahi of Ebonyi State even though he is a first timer. Kalu and Umahi are of the All Progressives Congress (APC). LEADERSHIP gathered that Tambuwal’s Senate presidency ambition was part of his trade-off to step down for the PDP presidential candidate, Atiku Abubakar, during the May presidential primary. It was also learnt that his emergence as director general of the PDP Presidential Campaign Council was strategic to enable him retain his place should PDP win the presidency in 2023. Tambuwal is not new to the National Assembly. He was a former Speaker of the House of Representatives before he contested and won the governorship seat in Sokoto State. Rivers State governor, Nyesom Wike, during one of his rants against the party, hinted at Tambuwal’s positioning for the top legislative seat ahead of the election. In the APC, it was gathered that the serving Senate chief whip and former governor, Orji Uzor Kalu, who currently represents Abia North, fancies his chances of emerging the chief lawmaker in Nigeria. It was learnt that besides leveraging on his friendship with the APC presidential candidate Bola Tinubu, Kalu has positioned himself to push the Tinubu presidency in the South East in the hopes that the region would get the Senate top seat. He is also hoping to build on his legislative experience as a ranking and principal member in the 9th Senate. The Ebonyi State governor, Dave Umahi, is also said to be eyeing the top position. Although he does not have much legislative experience, he is said to be poised to fight for the seat once his party, APC, zones it to the South East. Another contender for the top seat is Senator Kabiru Gaya of the APC from Kano State. He is the incumbent senator representing Kano South and is regarded as one of the longest serving lawmakers. They’re turning Red Chamber into a retirement home – CSOs Meanwhile, political parties and Civil Society Organisations (CSOs) have disagreed over the fielding of 28 former governors as senatorial candidates by APC and the PDP. While the CSOs said former governors are mostly rushing to the red chamber to expand or protect their business connection, the political parties fielding candidates said it is purely a party affair, adding that Nigerians can decide what they want in the election. Speaking in an exclusive interview with LEADERSHIP, the chairman, Inter-party Advisory Council (IPAC), an umbrella body of all the political parties in Nigeria, Yabagi Sani, said fielding candidates does not mean an outcome of the election. “I can’t say who Nigerians will choose. I cannot dictate to the parties who they should field as a candidate. It is purely about people that will elect them. If they elect them, fine. If Nigerians elect them to go to the Senate, fine. If you elect them, you will have to make do with what you have,” Sani added. But the CSOs decried the fielding of 28 former governors in just two political parties adding that if they succeed in the election, the red chamber would lose vibrancy. The CSOs who spoke to LEADERSHIP are Transparency International (TI), the Civil Society Legislative Advocacy Centre (CISLAC), and the Transition Monitoring Group (TMG). Speaking through their leader, Awwal Musa Rafsanjani, the CSOs said: “Actually, going by the figures of the election where the former governors have occupied seats in the Senate, they didn’t show more vibrancy and dedication. “The Senate has become much more like a place for retirement for governors. It has become more of a place where people who are politically irrelevant find their ways. “We do not think having former governors in the Senate is progress. It appears that they are looking for these positions for political relevance and continuation of building their network and connection, not really for legislative purposes, ” he said. Speaking further, Rafsanjani said: “In some instances, they have failed in their states; coming to the National Assembly does not mean they are coming to do better than what they were doing in the states.” Sam Egwu and Dave Umahi (Ebonyi) In Ebonyi State, while the first civilian governor of the State, Dr. Sam Egwu, would be contesting to represent the people of Ebonyi North Senatorial Zone under the platform of the PDP for the third term, his counterpart, the outgoing governor of the state, Chief David Umahi will be contesting to represent the people of Ebonyi South Senatorial Zone under the platform of the APC. Abdul’Aziz Yari (Zamfara) Following the reconciliation of the state governor, Hon. Bello Matawallle, with the former Governor Abdul’Aziz Yari, a senatorial ticket for the Zamfara West was given to him. Yari was the sole candidate of the APC in Zamfara West ahead of the primaries. Yari served two terms as the governor of Zamfara State from 2011 to 2019. He was at the House of Representatives. He contested for the senatorial ticket in 2019 and won but the Supreme Court voided the victory of APC in Zamfara State. Gbenga Daniel (Ogun) Former governor of Ogun State, Otunba Gbenga Daniel is the Senatorial candidate of the APC for Ogun East Senatorial district. Daniel, a two-term governor, whose tenure spanned year 2003 till 2011, is being fielded by the Ogun State chapter of APC after taking the party’s Senatorial ticket from the incumbent, Senator L’ekan Mustapha. Theodore Orji, Orji Kalu and Okezie Ikpeazu (Abia) LEADERSHIP checks indicated that while the former Abia State governor and Senator Theodore Orji (Abia Central) of the PDP will be stepping down after two consecutive terms at the Red Chamber, his predecessor on the executive seat, Orji Uzor Kalu (Abia North) of the same APC is seeking to return there. In the same vein, his successor, Okezie Ikpeazu (Abia South), who is of the same party with him and was elected into the office in 2015 is seeking to move to the Upper House at the end of his second term on May 29, 2023. Kalu served as the first governor of the state in the 4th Republic from 1999-2007 as PDP member and was elected into the Senate in 2019. His successor, Orji has been there earlier from 2007 till date. Samuel Ortom And Gabriel Suswam (Benue) Senator Gabriel Suswam, Benue governor between 2007 and 2015, currently represents Benue North East Senatorial District, popularly called zone ‘A. He was also a former House of Representatives member. The incumbent Benue Governor Samuel Ortom is also contesting for Senate in the 2023 elections. He is contesting the North-West (Zone ‘B’) Senatorial district. Adamu Aliero Senator Mohammad Adamu Aliero was two-time governor of Kebbi State between 1999 and 2007. He was in the Senate briefly in 2007 representing Kebbi Central senatorial district until he was appointed minister of FCT, Abuja, by late Umaru Musa Yar’Adua’s administration. After death of president Yar’Adua he came home and contested Senate again in Kebbi central senatorial under PDP in 2011-2019. Simon Lalong (Plateau) State Governor Simon Lalong will complete his second term in office in May next year. The governor is the Plateau South Senatorial candidate of the ruling party the APC in next year’s election. Chimaroke Nnamani (Enugu) Former governor of Enugu State, Dr. Chimaraoke Nnamani, has been given a nod by the PDP to contest the Senatorial election for Enugu East Senatorial Zone in the 2023 general elections. After serving two tenures as governor of Enugu State between 1999 and 2007, Nnamani won the senatorial seat under the PDP. He was senator from 2007 to 2011. He was replaced by Senator Gilbert Nnaji of the PDP. Nnamani returned to the Senate in 2019 and will be returning to the Senate for a 4th tenure if he wins in 2023. Governor Ifeanyi Ugwuanyi is also contesting Enugu North senatorial seat. Attahiru Bafarawa and Aliyu Wamakko (Sokoto) Out of the two former governors of Sokoto state, Alhaji Attahiru Dalhatu Bafarawa and Alhaji Aliyu Wamakko respectively and the incumbent, Alhaji Aminu Waziri Tambuwal, only Bafarawa never nursed the ambition of retiring into the Senate; instead, he aimed higher, contesting for the Presidency in 2017 under Democratic People’s Party, DPP. While Bafarawa now assumes the role of an elder statement, the duo of Wamakko and Tambuwal will still be on the ballot as Senatorial candidates for APC (Sokoto North) and PDP (Sokoto South) respectively. Alhaji Aliyu Wamakko, who succeeded Bafarawa after completing two terms as governor, is currently a two-term Senator and will be aspiring for the third term come next year’s election. Danjuma Goje and Ibrahim Dankwambo (Gombe) Senator Danjuma Goje, representing Gombe central, was a two-term governor of Gombe State from 2003 to 2011. He is currently serving his third term in the red chamber of the National Assembly. Ibrahim Dankwambo was a one-time accountant general of the federation and governor of Gombe State from 2011 to 2019. Dankwambo is contesting against the sitting senator representing the zone, Sa’idu Alkali, who defeated him in the last election in 2019. Sani Bello (Niger) In Niger State, incumbent Governor Alhaji Abubakar Sani Bello has picked the ticket of the party for Niger North (Zone C) senatorial zone, defeating the incumbent Senator Sabi Abdullahi. Adams Oshiomhole (Edo) Former Governor Adams Oshiomhole is the APC Edo North Senatorial Candidate. He was a former APC national chairman and Labour leader. Tanko Al-Makura (Nasarawa) Senator Tanko Al-Makura served as a governor between 2011 and 2019 under the Congress for Progressive Change (CPC) which subsequently merged into the APC in Nasarawa State. Al-Makura is seeking to represent Nasarawa South senatorial district. Saminu Turaki Jigawa Senator Ibrahim Saminu Turaki was Jigawa State governor between 1999 and 2007 under the defunct All Nigerian Peoples Party (ANPP). He had also served in the Senator representing Jigawa South West between 2007 and 2011 on PDP’s platform. He rejoined PDP in 2019 and contested for the Senatorial seat but lost to the APC candidate. The federal government has ordered buyers of two underpriced public properties in Lagos to pay the differentials of the real values of the properties as at 2001. The minister of Works and Housing, Mr Babatunde Fashola, disclosed this yesterday to State House Correspondents after the week’s Federal Executive Council (FEC) meeting, presided over by President Muhammadu Buhari, at the Presidential Villa, Abuja. According to him, the council arrived at the decision following a memorandum he presented to the Council, in which he revealed that the government was short-paid in the transaction on the properties seized by officials of the National Drug Law Enforcement Agency (NDLEA). He said the properties, a four-bedroom bungalow on Adeniyi Jones Lagos, and another five-bedroom duplex on Amadasun Street in GRA, Ikoyi, Lagos, sold for N2 million and N5 million respectively were seized by the NDLEA in the course of narcotic prosecution. He said the government now wants the buyers to pay the sum of N18 million for the bungalow and N21 million for the five-bedroom duplex being the cost at which they were valued in 2001. He said, “They were properties sold as a result of prosecution for narcotics by NDLEA. So, they were proceeds of drug crimes, but the valuation process followed the NDLEA Act instead of the Financial Regulations Act. So essentially, those policy proposals were approved by the government. “The addresses of the properties, the first one is a four-bedroom bungalow with two room boys’ quarters at Adeniyi Jones in Ikeja Lagos, and the other one was a five-bedroom duplex with two room boys’ quarters at Amadasun Street, GRA Ikoyi, so they were sold for N5m and N2m respectively in 2001. “At that time, the valuation we got was that if they were properly valued, they should have been sold for N18m and N20m respectively.” He noted that the NDLEA Act of the time gave precedence to the directives from the Ministry of Justice and regulations were made according to powers under the Act. “But they did not take cognizance of the procurement law and the financial regulations of the time. “So, we are now saying, going forward, the financial regulations must take precedence. So, those are all proposals that will come as a new law when the Ministry of Finance finishes with them so that you cannot have different regulations for the disposal of assets that have been forfeited to the government. They must be subject to one superior procedure,” he added. Fashola also disclosed that the government approved a policy recommendation to extend the usage life of government assets such as plants, equipment, land, property, and machinery. He said the new recommendation will ensure proper disposal while saving government expenditure. “The purpose of the policy memorandum was to seek better enforcement of the financial regulations of the government, especially the revised 2009 regulations with regards to valuation process for plants, equipment, land, property and machinery, and also how they are disposed of when they reach the end of life. “This policy is premised on Executive Order 11 that enthrones maintenance as a conscious government policy. Nigerian National Petroleum Company Limited (NNPCL) has disclosed it loses 470,000 bpd to oil theft, amounting to $700 million monthly. It said the impact of crude oil theft has affected its performance, especially with the security challenges that hindered oil production in some terminals. Speaking with some journalists during a tour of the facilities of the NNPCL, Bala Wunti, the group general manager, National Petroleum Investment Management Services (NAPMS), said the pipelines, particularly those around Bonny terminal, cannot be operated due to the activities of criminals. He explained that, “if you’re producing 30,000 barrels a day, every month, you get 1,940 barrels. So what it means is that you can take it to 270 every four days, calculate it in a month; you will have seven cargos on a million barrels, that’s seven million barrels. “When you multiply seven million barrels by $100 that is $700 million lost per month, adding that about 150,000 barrels expected are differed, we are not producing due to security challenges. It’s not going on across the whole of the Niger Delta, there are trunk lines that are more impacted on, I think the Bonny trunk line ranks highest. “Our major challenge as a country is our capability to respond and that is as a result of several factors, the terrain as well as some incapacity that we have.” On the support of the technology in monitoring the illegal activities around the oil facilities in the creeds, he said, “I was in the Saudi Arabia infrastructure twice, and I know what they have. It’s a digital control system; it’s different from our own. The Federal Government has vowed to penalise foreign airlines selling tickets to Nigerians in Dollars, insisting that such practice is a violation of Nigerian laws. Minister of Aviation, Senator Hadi Sirika, disclosed this to State House correspondents after the weekly Federal Executive Council (FEC) meeting, presided over by President Muhammadu Buhari at the Presidential Villa in Abuja on Wednesday. According to him, the Nigerian Civil Aviation Authority (NCAA) had been instructed to swing into action by protecting the interest of Nigerians against the malpractices by the erring airlines, warning that no violator, no matter how highly placed, would be spared if caught in the act. He said findings at government’s disposal, revealed that some of the airlines were refusing Naira and charging their ticket fares in Dollars in violation of the country’s laws, while some others have blocked local travel agencies from accessing their websites for transactions, choosing to release expensive tickets. He said, “I want to use this opportunity to say that reports are reaching us that some of the airlines are refusing to sell tickets in Naira. That is a violation of our of local laws, they will not be allowed. The high and the mighty amongst them will be sanctioned if they’re caught doing that. “NCAA had been directed to swing into action and once we find any airline violating this, we will definitely deal with them. Also, they blocked the travel agents from access. They also made only the expensive tickets available and so on and so forth. “Our regulators are not sleeping, we have a very vibrant Nigerian Civil Aviation Authority. Once they found any airline guilty, that airline will be dealt with because we need to protect our people. It is according to our agreements, to what we have signed and this is according to international convention. “So going forward, they should desist from doing things that are outside of the law. They should also desist from writing us and putting things in social media. They should go through diplomatic channels if they want response from federal government,” the Minister warned. The Minister disclosed that the foreign airlines made over $1.1billion from Nigeria in 2016, when the Muhammadu Buhari administration cleared the $600 million debt it inherited from the previous government, saying if it was retained in the country through Nigerian official airline, it would have created jobs. Sirika recalled that the airlines remitted over $600 million to their home countries in 2016 while over $265 million has also been released this year out of about $484 million due to them. He said the government was trying to keep the airlines happy by ensuring that their money does not pile up again, saying that while the country needs their services, the airlines needed the Nigerian market. The Minister warned them to refrain from using the social media to press home their demands instead of resorting to the diplomatic channels. Meanwhile, Sirika has described as irresponsible, embarrassing and lies, a report in a national daily, that the Nigeria Air project has already gulped over N14.6 billion of government’s funds despite having only five per cent stake in the proposed national carrier. According to him, government has only spent N651 million (N352 million and N299 million) for what he called transactional advisory services approved by the Federal Executive Council (FEC), but yet to be disbursed as the consultants were yet to finish their work. Sirika, while giving update on Nigeria Air, said “So Nigeria Air is on course, we are going to come very soon to Council for approval of the full business case. And the activity is a Public Private Partnership, which is guided by the ICRC regulations, Infrastructure Concession Regulatory Commission. “We have diligently followed that. And I want to seize the opportunity to say that we have been reading newspaper reports, especially those that I have maximum respect for, like The Guardian, which put out a sensational article on the front page that the federal government of Nigeria has spent N14 billion on national carrier and they did nothing. “This is absurd. This is unbecoming of a paper of that caliber, to dish out lies on purpose to mislead the public. The entire amount of money spent on national carrier is around the transaction advisory services. “And we came here with a memo with approval, which we dished out to the press as to the quantum of money to be spent. It was N352million in today’s rate. And another contract of N299 million. That’s it. “I’m very embarrassed with this statement, it is not factual, it’s not true, it’s meant to mislead people. Federal Government is committed to establishing this career, we’ve gone very far. We’ve found partner. We are negotiating, we will come to council and get the full business report approved and then we will come here declare,” Sikira stated. On alleged secrecy around the project, the minister said: “There’s also accusation as to secrecy in what we’re doing. Nigeria, I’m very proud to say is the first country and maybe perhaps the only to put up a portal where all public private partnership activities are being uploaded on daily basis. People should not be pen lazy, not to research, not to ask questions in view of the Freedom of Information Act in place. “Every single query to me on my desk, using Freedom of Information Act, I had always obliged. There’s nothing secret about government work anymore and we’re not keeping anything in secrecy. “If anybody wants anything to do with a national carrier or any other project on civil aviation, you should go to our own website, to the website of ICRC and to the portal, everything is uploaded there. “We have project delivery team in place by law, Project Steering Committee in place by law, and they’re all members of very many ministries and agencies and parastatals including Labour. “The Law didn’t say we should include Labour. But for maximum transparency, for fairness, we included Labour in this activity, and they participated fully. “So there’s nothing secret about it. If you want anything come and ask us don’t just be pen lazy and go out there and write what you want. It is not accepted by us and by government. And they will deliver this Nigeria Air for the benefit of people. “Nigeria is 215 million people at the center of Africa, equal distance on own location with traveling public, rising middle class, propensity to fly this high. Nigeria is certainly the candidate for national carrier, it will happen and it will ease our transport needs.” On the importance of a national airline to the country’s economy as well as that of the continent, the minister said: “Now, do you understand that the African continent under the AU agenda 2063, is looking for integration and interconnectivity? To go to Niami in Niger Republic, you have to fly to Paris and fly back. That is the case of Africa. We want to integrate Africa, we want to connect Africa. And certainly we cannot do it by road, by rail, or by sea. By sea, most of the countries are landlocked. By rail, the quantum amount of money to spend to interconnect Africa and to maintain it is huge, and prohibitive. It can happen but much later. By road is also worse. “So the easiest, the fastest, the most efficient way to do it is to develop civil aviation, of which we are doing. And that’s why we’re working on the single African Air Transport market in Africa. The Federal Operations Unit (FOU), Zone A, of the Nigeria Customs Service (NCS), on Tuesday, said its operatives intercepted 20 drums of carbide (an explosive device) worth N33,398,400, between Abeokuta and Ijebu-Ode axis of Ogun State in August, 2022. Briefing newsmen in Lagos at the unit base, the Acting Comptroller, FOU Zone A, Hussein Ejibunu, said his officers also seized some military uniforms along Ijebu-Ode Road in Ogun State under the same period. According to Ejibunu, “While welcoming you to this briefing on our activities in the preceding month, it is important we reiterate that we are not unaware of the likely increase of smuggling activities as we gravitate towards the yuletide period, when smugglers’ desperation is on the increase. “Our strategies are constantly being reworked, in our efforts to think ahead of economic saboteurs towards defeating their game of concealment, false declaration, underpayment of duty, and trying to bring in dangerous items like illicit drugs. “On the seized 20 drums of carbide, it is instructive to emphasise that such importation raises concerns of national security. This is because it is a chemical used in the manufacture of improvised explosive devices (IEDs) and could cause danger to life and property . “Allowing things like this chemical into the society uncontrollably could create serious security challenge for the country. Carbide is flammable, reactive, and can cause explosion hazards when mixed with other chemicals and exposed to water or moisture. It forms flammable acetylene gas that could be used to endanger lives by lawless persons. “This is aside other health hazards, the chemical on exposure can irritate the mouth, nose, and throat if not properly handled. Inhaling calcium carbide can irritate the lungs. Higher exposures may cause a build-up of fluid in the lungs and could lead to emergency medical situations. “Its importation is, therefore, strictly controlled from the office of the National Security Adviser (NSA). “As we battle with smugglers, our eagle eyes are not letting go of duty evasion too. In doing this, we are constantly encouraged by the manpower, logistics, expansion of the government warehouse, and other motivating supports being provided for us by the Comptroller-General of Customs, Col. Hameed Ibrahim Ali (rtd), and members of the service management team. “Seizures made within the month of August 2022, were gotten from Idiroko, Oyo axis, Seme Road, Ijebu-Ode Road and the Ports corridors. “10 suspects were arrested in connection with some of the seized goods, and are at various stages of investigation and prosecution, as we remain resolute to make them face the full wrath of the law.” Among other seized goods are: “1 x 40ft containing flavour seasoning, falsely declared as auto spare parts. “1 x 40ft containing auto interior accessories, falsely declared as filters/pneumatic transmission. “1 x 40ft containing vegetable oil and foreign parboiled rice, falsely declared as used vehicles. “1 x 20ft containing 21 pallets of tiles, falsely declared as PVC floor tiles/floor bricks. “1 x 20ft containing Padi Bitters, falsely declared as olive nuts. “1 x 20ft containing unprocessed wood, falsely declared as aluminum ingots. “1 x 20ft containing bales of used clothes and shoes, with a used fake seal/Dangote truck. “20 drums of carbide without an end user certificate. “5,593 (50kg) bags of foreign parboiled rice, equivalent to nine trailer truckloads. “56,725 litres of premium motor spirit, 375 bales of used clothes. “242 parcels of Indian hemp and 41 pieces of military camouflage bags. “Aggregate duty paid value (DPV) of the seized goods is N579,412,549. “In our efforts to prevent loss of government revenue to duty underpayments, undervaluation of imported items, and wrong harmonised system (HS) code classification, we recovered a total of N46,298,422.50. “These seizures are a reflection of our commitment to duty and non-compromise in the discharge of our functions, aimed at protecting the nation’s economy and preventing importation of prohibited and harmful products from entering our markets. “It is our hope that these seizures, recoveries, and arrests would serve as deterrent to other smugglers and duty evaders. Let me warn again, that the Federal Operations Unit, Zone A will not stop making life unbearable for smugglers. We are already intensifying our efforts to continually seize smuggled items, arrest suspected perpetrators and ensure they face diligent prosecution or hand them over to sister agencies where necessary, as enshrined in our laws and standard operating procedures. “I want to once again warn that any attempt to violate the provisions of Customs and Excise Management Act (CEMA) CAP C45 2004 LFN, which is our enabling legislation, will be met with total resistance on the part of smugglers and duty evaders. Our 24-hour round-theclock patrols are constantly rejigged for efficiency. “Our enforcement capability is supported always by impeccable intelligence, resulting to the successes we have recorded so far.
