One of those phones rebranded into Tecno.

After these are confirmed the phones are then manufactured with the stipulated specifications and sold. That's how they come into EU or US and get listed.

Gsm journalists, writers, reviewers then get a copy from these agencies to know what each individual companies are about to release to the public. Or where GSM technology is headed.

So they don't list Tecno because Tecno isn't applying to FCC or the EU body about its models. They can't meet International standards and specifications.
