At this slow pace - we are looking at week of zero economic activity - while it cost less than 10K dollars to get this done.

You are far much behind. Both candidates are at 49% each. Remember Ruto strongholds leads in submitting their results compared to Raila's. If you look at the top five counties that has submitted their presidential results, four are from Rift Valley and one from Nyeri.
