Delta State Governor, Dr. Ifeanyi Okowa, has confirmed the death of the second COVID-19 case in the State. The governor disclosed this on Thursday evening in a post on his verified Twitter handle.

He said the deceased who had tested positive to the pandemic had underlining illness. This now brings to two the number of confirmed cases of COVID-19 in Delta State .

The patient presented himself late to one of our hospitals with severe symptoms including difficulty in breathing and was given the necessary attention by healthcare professionals. Shortly after the specimen was taken, he passed away. However, his test results came back positive today.

In order to mitigate against the spread of the virus, we are fast-tracking our contact tracing to ensure that all those that came in contact with the deceased patient are properly isolated and tested immediately.

Again, it is important that as we work to protect the citizens and residents of our state, families and friends of individuals that are exhibiting the primary symptoms of the #COVID19 virus, do not keep it from the authorities. If you see something; say something.

Security Personnel assigned to enforce compliance to border closure by the Delta State Government have been urged not to compromise in their assignment so as to free the State of the deadly coronavirus.

The Executive Director, Finance and Administration on the Board of the Delta State Oil Producing Areas Development Commission, DESOPADEC, Hon. John Nani, gave the advice while monitoring compliance to the border ciosure at the tvo common boundaries between Edo and Delta States in Jesse, Ethiope West Local Government Area.

On Sunday, March 29, 2020, the order by the Delta State Governor, Dr Ifeanyi Okowa for the closure of all land borders in the State took effect.

One of the borders in the State is the Ologbo end of Edo and Delta States. With the enforcement at the border, there came the allegation that travellers had resorted to going through the border points at Okueka and Boboroku in Jesse Community with security agents being compromised.

This allegation prompted the Executive Director, Finance and Administration DESOPADEC, Hon John Nani in company of the Ethiope West Local Government Chairman, Hon Solomon Golley to visit the two border points.

Hon Nani reminded the Policemen stationed at the borders of the need to strictly enforce the order by the state government in order to contain the spread of the COVID-19 in the state. The virus he stressed is no respecter of persons hence all hands must be on deck to combat it.

After the visit, Hon. Nani and Hon Golley expressed satisfaction with the level of compliance urging the security agents to be up and doing.

A 15-member medical team from China has arrived at the Nnamdi Azikiwe International Airport, Abuja, on a chattered Air Peace aircraft. The medical personnel who landed around 5:15 pm were received by the Chinese Ambassador to Nigeria, Dr Zhou Pingjian; Executive Director, China Civil Engineering Construction Corporation, Mr Jacques Liao, senior officials of the Ministries of Foreign Affairs, Health and others.

The personnel, who are experts in infectious diseases, respiratory illness, intensive care, cardiology, neurology, general surgery and anesthesiology, were all wearing face masks as they filed out of the aircraft. They will spend 30 days in the country.

The visit of the medical team had been mired in controversy with the Nigerian Medical Association and various groups opposing the initiative.

But the CCECC which facilitated the visit said the Chinese doctors were coming to treat its staff, adding that they would be coming with their drugs, and equipment to carry out COVID-19 tests on the company’s workers in the country.

Liao, in a statement on Tuesday, also disclosed that the medical team would be coming with 16-ton test kits, ventilators, disinfection machine, disposable medical masks, drugs, infrared thermometer and other items ordered by the Federal Government.

He noted, “All members of the working team have tested negative for COVID-19 and shall commence their stay in Nigeria by spending 14 days in quarantine.

“The primary purpose of the team is to provide CCECC employees with critical and necessary healthcare assistance. They are also coming with adequate personal protective equipment and medical items for the employees.”

Five Nigerians have tested positive for coronavirus in China, according to Dailymail.co.uk. Four of them had recently visited the same eatery, ‘Emma Food’, multiple times, announced the Guangzhou Health Commission on Tuesday.

The restaurant owner, alongside her daughter and another child, later tested positive for the contagion. Wuhan, the former epicentre, on Wednesday saw all travel restrictions lifted after 76 days.

Seven people who tested positive for the coronavirus have been linked to the same restaurant in China, sparking fears. The Nigerian citizens with the infections were detected between March 28 and March 30, after screening 3,779 travellers from high-risk countries living in the city.

The coronavirus epidemic erupted in China after dozens of people suffering ‘mysterious viral pneumonia’ were linked to the same seafood market in Wuhan. Guangzhou is situated 1,028 kilometres (638 miles) south of the former epicentre.

Yuexiu District, where the restaurant is located, has imposed strict measures in a response to the new cluster of infections, according to the press.

The new cases have raised an alarm in Guangzhou which has so far reported 466 coronavirus cases. A total of 197 people who had close contact with the patients were isolated and tested. The owner of Emma Food, known by her surname, Zhuang, was put under quarantine on April 1.

The owner’s daughter, aged 8, and her three-year-old playmate both were diagnosed with the deadly disease on the next day. The Emma Food restaurant has been closed for inspection. Other restaurants in the district have been forced to shut down for 14 days, Chinese media report.

China sealed off the city of Wuhan on January 23, when it became apparent the deadly COVID-19 virus had started there. But at 00.50am on Wednesday, trains carrying people out of the city began running, and major highways also began opening up as China’s lockdown on Wuhan was lifted.

Democrat Joe Biden and President Donald Trump finally spoke by phone Monday, both sides confirmed, ending days of teasing and squabbling between the presidential election rivals to discuss the national coronavirus upheaval.

The call marked a rare moment of unity for the country seven months before election day and during frightening health and economic crisis.

“We had a really wonderful warm conversation,” centred on the pandemic, Trump said at a regular briefing by his coronavirus task force.

“He gave me his point of view and I fully understood that,” Trump said, adding they spoke for about 15 minutes. “I appreciate his calling.”

Biden’s communication director confirmed the two men had “a good call.”

Biden “shared several suggestions for actions” the administration can take “to address the ongoing coronavirus pandemic,” Kate Bedingfield said on Twitter.

He also “expressed his appreciation for the spirit of the American people in meeting the challenges facing the nation,” she added.

The idea of a telephone call between Trump and Biden, who is self-isolating at home as much of the country, had been in the air for days.

Last week, Trump said he’d “love to speak with” Biden, adding, “I always found him to be a nice guy.”

On Thursday, Biden responded that he was “happy to hear he’ll take my call.”

But if Republican Trump sat all weekend by the phone, he was left disappointed — and by Monday morning the pair were back to trading barbs.

“Whatever happened to that phone call he told the Fake News he wanted to make to me?” Trump complained on Twitter.

Gone was the “nice guy” description — the tone was back to Trump’s default mode when it comes to Biden, whom he has claimed to be losing his mental faculties, smeared with corruption allegations, and nicknamed “Sleepy Joe.”

Mocking Biden’s suggestion that the Democrats may have to hold their nominating convention online if coronavirus remains a threat this summer, Trump insinuated Biden was dodging having to appear in public.

Hitting back on Twitter, Biden told Trump that whether the Democratic convention is safe to stage or not will “depend on you stepping up and doing what needs to be done to handle this pandemic.”

Despite the bickering, the two men still had each other’s numbers.

The President, Major-General Muhamadu Buhari (retd.), has given approval for the withdrawal of $150m from the Sovereign Wealth Fund for distribution to the three tiers of government.

The Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, disclosed this on Monday, in Abuja during a media briefing on the fiscal policy measures to tackle the impact of the coronavirus pandemic on the economy.



She said the amount would be withdrawn from the stabilisation fund component of the Sovereign Wealth Fund.

The fund is currently being managed by the Nigerian Sovereign Investment Authority, Real-Time24 reports.

Zainab said the need to withdraw the amount was to cushion the negative impact of the drop in revenue on the federation account.

She said, for instance, that since January, revenue inflow into the account has been on a decline – a situation that has affected the amount distributed to the three tiers of government by the Federation Account Allocation Committee.

The finance minister also said the government would be approaching international finance institutions such as the World Bank, International Monetary Fund, African Development Bank among others to seek an additional fund to tackle the economic impact of the COVID-19 pandemic on Nigeria.

Buhari had last month set up a Special Ministerial Task Force to seek ways and advise on the general economic outlook, stimulus plans, and packages to save the Nigerian economy.

The task force headed by Ahmed is made up of the Minister of State, Budget and National Planning, Clem Agba; Minister of State for Petroleum, Timipre Silva; Governor of Central Bank of Nigeria, Godwin Emiefele, and the Group Managing Director of NNPC, Mele Kyari.

The worldwide outbreak of COVID-19 pandemic and the international oil price fall had led to an urgent call by many countries to find ways to keep their different economies from recession.



The coronavirus pandemic had led to unprecedented disruptions to global supply chains, sharp drop in global crude oil prices, turmoil in global stock and financial markets, lockdown of large swaths movements of persons in many countries among others.

These outcomes have had severe consequences on households’ livelihoods and business activities, resulting from a drop in global demand, declined consumer confidence and slowdown in production.

Anti-corruption advocacy group, Socio-Economic Rights and Accountability Project, has called on the Federal Government to use electronic transfer for the payment of N5,000 to the poor people, rather than making physical payment.

The group said transferring the N5,000 electronically would be more cost-effective than the distribution of cash.

It also demanded that the Federal Government provide it with the details of schoolchildren who are benefiting from the school feeding programme, which the government said was still running despite the lockdown in some states.

SERAP made these demands in a Freedom of Information request sent to the Minister of Humanitarian Affairs, Disasters Management and Social Development, Ms Sadia Umar-Farouk.

In a separate FoI request to the Governor of the Central Bank of Nigeria, Mr Godwin Emefiele, SERAP also demanded the “spending details of public funds and private sector donations to provide socio-economic benefits to the country’s poorest and most vulnerable people, including details of beneficiaries of any cash payments, cash transfers, food distribution and other benefits during the lockdown in Abuja; Lagos and Ogun states because of COVID-19.”

In the letter to Umar-Farouk, SERAP said, “Rather than making physical cash payments to the country’s poorest and most vulnerable people, we urge you to begin electronic cash transfers to all beneficiaries through individuals’ Bank Verification Numbers, already available through the banks. This would be cost-effective at this time of crisis, provide immediate and significant benefits, as well as give individuals and families the freedom to spend the money on goods and services that best meet their particular needs.”

20 Malian soldiers were killed in an apparent jihadist attack Monday, local politicians and a military official said, in the latest bout of violence in the war-torn West African state.

Militants attacked a military base in the northern town of Bamba early on Monday morning, according to a local government official, who called the assailants “terrorists” and said at least 20 soldiers had died.

Another local official gave a similar account, explaining that the militants arrived on motorbikes and in cars.

“Investigations are still ongoing on the ground because the death toll must be higher than the 20 deaths announced,” the official said.

Mali has been struggling to contain a jihadist revolt that first broke out in the north in 2012, and which has since spread to the centre of the country and to neighbouring Burkina Faso and Niger.

Thousands of Malian soldiers and civilians have died in the conflict to date, despite the presence of thousands of French and United Nations troops in the country.

It was not immediately clear who carried out Monday’s attack.

A Malian army official stationed in northern Mali confirmed that an attack had taken place in Bamba but said that there had been losses on both sides.

He added that the army did not have a clear idea of enemy losses, however, because the militants took their casualties with them when they left the area.

Another military official told AFP that reinforcements had been dispatched to the area.
