Barely a year into the second tenure of the President Muhammadu Buhari-led administration, politics of the 2023 general election has commenced among the political class. One major issue dominating discourse in the polity is religion. There is no doubt that religion plays a dormant role in determining a lot of things in this country, including who leads it. Hence, political watchers monitoring issues and events towards 2023 have observed that politicians are in a fix on how the populace would react to a political party presenting her with a presidential candidate and vice-presidential candidate of the same religious background. It is a fact that since the return of democracy in 1999, Nigeria has always traded the Muslim-Christian or Christian-Muslim presidential tickets. Pundits are however in a dilemma of the feasibility or workability of a Muslim-Muslim or Christian-Christian presidential ticket for the forthcoming 2023 presidential election. Former Vice President Atiku Abubakar has said the COVID-19 pandemic is a test from God. Atiku in a statement on Saturday by His Media Office to mark the Eid-El-Fitr said it was incumbent on the people to show their commitment both in action and in prayers to ensure that the world is healed of the deadly virus in the earliest possible time. Atiku, the presidential candidate of the Peoples Democratic Party (PDP) in the 2019 elections also said it was incumbent on governments at all levels, that in planning for the post Covid-19 era, the welfare of the people should be of paramount priority. "The current situation of the Covid-19 pandemic is a test from Allah and, having fasted as we are enjoined as Muslims, let us continue to remember that it is part of our faith to protect all lives and to abide by regulations from those in authority, especially during a time of great uncertainty like this. "Those protocols about avoidance of crowded places, social distancing and regular washing of hands are for our own benefits and the benefits of humankind in general. "People in leadership positions all over the world should learn from countless examples of how Prophet Muhammed (SAW) and his immediate disciples took the welfare of the people as priority in administration of a state. "This time calls for sacrifice in leadership. This is no time for extravagance and living in luxury. This year’s Eid-il-fitr celebration is already a special one. But I wish all Nigerian Muslims and their counterparts across the world a more special celebration, filled with pleasant moments as we pray together and enjoy the day with our families," the party said. https://thestreetjournal.org/2020/05/lockdown-wont-go-longer-than-necessary-buhari/ THE STREET JOURNAL Visit www.thestreetjournal.org

Youths in Ibi-Ade in Ogun Waterside council area on Thursday, May 21st took to the streets to protest against police officers responsible for the death of a pregnant woman. It is alleged that officers enforcing the COVID-19 lockdown delayed the woman from getting to the hospital in time for delivery. This angered the youths who threatened to burn down the divisional police headquarters in the town. An eyewitness said the woman was already bleeding but the motorcycle conveying her was delayed for hours before the officers allowed the motorcyclist to continue. The woman died shortly after arriving at the hospital from suspected blood loss. This development sparked outrage in the community and it took the intervention of the traditional ruler, Alarege of Ibi-Ade, Oba Kola Rahimi and some notable personalities in the community to help pacify the youths. Festus Ogun spoke to one of the newsmen saying, “The true situation is that the woman was in labour and she was already bleeding profusely and being taken to the hospital. “On the way to the hospital, the motorcycle carrying her was stopped by officers of the Nigeria Police Force, she was delayed for hours and it was that delay that led to her death.” However, the spokesman of the State Police Command, Abimbola Oyeyemi denied the allegations, stressing that the police officers were not responsible for the death of the pregnant woman. He said: “The officers stopped them and asked questions; they said that the woman is bleeding, so the officers asked them to go to the hospital. About 10 or 15 minutes later, the woman died during labour. Maybe she had lost a lot of blood before they decide to take her to the hospital. ” She hasn’t even given birth before she died. So, those people came back and said that the policemen that stopped them at the checkpoint delayed them from getting to the hospital earlier, saying that they killed her. How is that possible?” https://thestreetjournal.org/2020/05/woman-in-labour-dies-after-police-delayed-her-at-check-point-residents-protest/ THE STREET JOURNAL Visit www.thestreetjournal.org |
A young banker identified as Kelvin Rhima has committed suicide and his body was found dangling from a ceiling fan by neighbours on Tuesday night, May 19th, in his mini apartment in Lagos. His neighbours who noticed he had not come outside since the previous night and the door to his house was locked from inside. After they knocked tirelessly without any response, they peeped through his window and found his body hanging from the ceiling. A neighbour, Barry Olarenwaju spoke to reporters saying, “When we didn’t see him on Tuesday morning outside, we felt he was sleeping inside, but when it was getting late we got worried because there was no padlock at his entrance to indicate that he had gone out. "We tried to open the door because it was locked from inside, that was when we began to bang on the door. By the time we went to the window he was seen dangling and his tongue stuck out. From the look of things, it was obvious that it was on Monday he died because the corpse had begun to bloat.” Another neighbour who pleaded anonymity said: "Immediately we discovered the corpse, we raised alarm. It was a battle before getting policemen to come to the scene to access the situation. We went to Area G on Tuesday night to inform them about the situation and they asked us to go to Pen Cinema division, which we did." “Ironically, when the police came, they wanted to detain all the tenants we had to pay N2,000 each so that we won’t be implicated in a matter we don’t know anything about. After which they still abandoned the corpse with the excuse that the mortuary was filled up. They only took pictures.” Meanwhile, the deceased left a suicide note for his father and girlfriend which the police has since retrieved. https://thestreetjournal.org/2020/05/banker-commits-suicide-leaves-note-for-father-and-girlfriend/ THE STREET JOURNAL Visit www.thestreetjournal.org

The Deputy National Chairman of the All Progressives Congress (APC), Lawal Shuaibu has blasted the National Chairman of the Party, Adams Oshiomole. According to Shuaibu, the current lawlessness being experienced in the Party lies on how Oshiomole emerged as the Party's Chairman. Shuaibu expressed his displeasure in a statement titled: ‘APC and its Future, let us Exercise Caution’. Shuaibu expressed worry that Oshiomhole might be the ''end of APC,'' adding that the party is yet to learn its lesson despite a supreme court verdict which voided its victory in Zamfara elections. The vice-chairman said that members of the party disregarding his call for Oshiomhole to resign was an act that led the principles and the rule of law upon which the party was founded “to be subject to arbitrary administration without dictates of the law”. Shuaibu said: “The ruling party which ought to be a model for others in the upholding of the rule of law is now the nest of lawlessness. The entire legal framework governing the party administration in Nigeria today, the Nigerian constitution, the party constitution, the electoral act and INEC regulations and guidelines are more honoured by the party in breaches than obedience. “Interestingly, all the issues I raised in my said letter have come to pass. Till date, the party, founded on the principles of constitutionalism and rule of law, is now subject of arbitrary administration, without regard for the dictates of the law. “The ruling party which ought to be a model for others in the upholding of the rule of law, is now the nest of lawlessness. The entire legal framework governing the party administration in Nigeria today, the Nigerian constitution, the party constitution, the electoral act and INEC regulations and guidelines are more honoured by the party in breaches than obedience. “To buttress my above assertion, the following few examples will drive the point home. By (Article 9.1(ii) and 9.4 (i) of the APC Constitution as amended, pages 6 and every member will be registered at his ward when his or her name is entered in the register by the ward executives.“My understanding of this provision is that power in the party is exercised bottom up! What this means is that every member of the party is answerable to his constituency. Being a party member, therefore, is a constitutional issue embedded in the membership register. “Also, the constitution of the party stipulates a mandatory meeting of the national executive committee (NEC) every three months (Article 25 B (i) of the APC constitution as amended.). This regular meeting is not only targeted at keeping the members abreast of developments but ensuring collective responsibility of decision taken by the combined effect of the above provision and Article 18 of the APC Constitution as amended). “NEC is the main decision-making organ after the convention and shall meet every three months. The power to set up standing or ad-hoc committees of the party is vested in the same NEC.” He further accused Oshiomole of imposing himself on the Party and appointing himself as Chairman. He questioned the legality of Oshiomole chairing screening committees and deciding who runs for governorship and senatorial elections under the platform of the party. According to Shuaibu, Waziri Bulama who was appointed as the party’s acting National Secretary on Monday, May 18, was not democratically elected. “It is this refusal to convene NEC to perform its role that has led the party to the comatose state it is now. My fear is, it is being repeated now for Ondo and Edo. “The APC constitution in Article 20 (a) made it unambiguously clear, that all party posts prescribed or implied by this constitution shall be filled by democratically conducted elections at the respective convention (in the case of NWC or NEC) or congress (in the case of executive committees at state, local government or ward levels) et al,” he said. “There is nowhere in that same constitution where it was envisaged that an officer of the party could be appointed by the chairman nor the NWC. “Not even NEC has the power to appoint any national officer of the party in any capacity. Let me ask this simple question, what is difficult in organising a midterm convention to elect the officers in line with the constitution so that even the officers will have confidence that they are elected like all other officers. “The constitution of the party in Article 25 (A) (1) page 89 stipulates that there shall be a convention every two years. “We had a convention in 2018 and another one is due in 2020. What is the hurry in appointing an acting national secretary when we have the duly elected deputy national secretary who has been acting in that capacity since December 2018 in line with Article 14.4 of the constitution on page 58?” “The acting national secretary is a nullity and liable to be challenged by the opposition. Are we deaf and blind? Or is the chairman finally out to bury the party? “What are the leaders of the party doing in the midst of this anarchy? Are they all equally fed up with the seeming collapsing party in the hands of a politically injured person that seems to be nursing political revenge? “The leaders need to take a stand so that the followers know whether the party is now either a jungle or that entity of our collective dream at the inception. “Majority of the members of the party are already perplexed, disillusioned and some even weighing their options. A stitch in time, I believe, saves nine! “Article 2 of the APC constitution, provides that subject to the provisions of the constitution of the federal republic of Nigeria, 1999 (as amended) and any other laws for the time being in force in the federal republic of Nigeria, the provisions of this constitution shall be supreme, provided that where any rule, regulation or any other enactment shall, to the extent of its inconsistency, be null and void and of no effect whatsoever. This document leaves no room for any form of aberration or brigandage." Mr Shuaibu further stressed that transparency of the forthcoming Edo and Ondo governorship elections had already been marred by the violation of Article 20 (v) on page 76 of the APC constitution. https://thestreetjournal.org/2020/05/trouble-in-apc-again-as-deputy-chairman-lawal-shuiabu-blasts-oshiomole/ THE STREET JOURNAL Visit www.thestreetjournal.org

On Tuesday, the mission and activities carried out by the 15 Chinese experts who came into Nigeria to support the fight against COVID-19 was revealed by the Minister of Interior, Rauf Aregbesola Aregbesola while responding to journalists at the Presidential Task Force (PTF) briefing on COVID-19 said the experts are in Nigeria on the bill of China Civil Engineering Construction Corporation (CCECC) to assist in building and equipping isolation centres. “Indeed 15 Chinese nationals came into Nigeria on 8th of April. They are here on the bill of the CCECC, a Chinese company doing some works for us in Nigeria in conjunction with some Nigerian companies they agreed to support us in the effort to respond to the pandemic. “At Idu isolation centre in Abuja, they participated in retrofitting and equipping the isolation centre. They equally worked on the Dome project, that was handled by the NNPC Construction in conjunction with ThisDay. “So, those are the locations in which they came to work. Both in retrofitting the Iju facility and installing critical essential medical equipment,” the Minister explained. He added that the Chinese experts came into Nigeria on a 30-day visa issued in Beijing and they are still in the country because there is a restriction on travel occasioned by the COVID-19 pandemic. The Street Journal had earlier reported that the Minister of Health, Dr. Osagie Ehanire on Thursday, May 14, told reporters not to question him over the whereabouts of Chinese medical experts who came into Nigeria to support the fight against COVID-19 stating that the medical personnel “are not guests of the Federal Government but CCECC, a construction company.” THE STREET JOURNAL Visit www.thestreetjournal.org

A U.S. court has granted Nigeria permission to request documents from VR Capital Group Ltd., the part owner of a company that received a $9.8 billion arbitration award the government is trying to overturn. Nigeria is currently in a legal tussle to overturn a $9.8 billion judgement awarded against it for a breach of agreement in a gas project. The government recently secured court permission to access the account statements of some former public office holders including former President Goodluck Jonathan and his wife, Patience; former ministers of petroleum, Diezani Alison-Madueke and Rilwanu Lukman. According to Bloomberg, U.S. District Judge Paul Engelmayer ordered in New York on May 14 that Nigeria can subpoena information from London-based hedge fund VR Capital, four subsidiaries and three of its directors. The Economic and Financial Crimes Commission plans to use the data in its probe of British Virgin Islands-registered Process & Industrial Developments Ltd. and allegedly corrupt government officials. A Cayman Islands-registered unit of VR Capital acquired a 25% interest in P&ID about two years ago and will have conducted due diligence on the firm that is “highly relevant” to the ongoing investigation, according to a court filing submitted by Attorney General Abubakar Malami on May 12. The successful court application is part of Nigeria’s efforts to show that a 2010 gas-supply contract with P&ID was a sham designed to fail by the company and government officials. P&ID denies any wrongdoing, saying that Nigeria invented the allegations to evade its legal obligations. Nigeria wants VR Capital to hand over documents concerning the company’s purchase of P&ID shares as well as the contract and arbitration proceedings, according to court filings. VR Capital can still seek to quash the subpoena. Nigeria’s “efforts to seek information on a crime that never occurred from a party that was never involved with P&ID until years after the alleged events is prima facie evidence that it has no case at all,” London-based iNHouse Communications, representing P&ID, said by email. “The claim that P&ID deliberately concealed documents by destroying them is totally false.” The dispute between the government and P&ID became a crisis for Africa’s biggest oil producer in August, when a U.K. judge ruled P&ID could enforce a 2017 arbitration tribunal’s decision that Nigeria breached the gas-supply contract. The resulting award now totals $9.8 billion including interest and is equivalent to about 30% of the country’s foreign reserves. An investigation by the EFCC has already resulted in criminal charges in Nigeria and will form the basis of the government’s appeal against the ruling. The contract and arbitration award are P&ID’s “sole assets,” according to Nigeria’s filings to the District Court for the Southern District of New York. The company was supposed to build a gas-processing plant, while the government was to supply the raw material. “The only thing P&ID engineered was a fraudulent arbitration claim,” the country said. VR Capital, which has offices in New York, London and Moscow, is an asset manager that focuses on distressed securities and “event-driven/special situations investments,” according to its website. Malami described the firm as a “vulture fund” in December in a statement to a U.K. court. P&ID said the hedge fund has given it assistance toward enforcing the arbitration award. To reduce the risk of contracting covid-19, people are advised to wear face masks when in public or in the midst of other people. However, experts have warned that people who have asthma or other lung conditions should not wear a face mask because it could make it difficult for them to breathe. This is because the coronavirus is a respiratory virus, meaning it infects people when it is breathed in and attaches to cells inside the airways and the lungs. Masks can make it more difficult to draw air into the lungs and this may trigger asthma for some patients and can also cause anxiety which changes people's breathing patterns. The problem, however, for such people is that they are also at a higher risk of becoming seriously ill if they do catch the virus, and may be more likely to spread it when they're infectious. Experts say people should wear a mask if they comfortably can, to protect themselves and others around them, but not risk their own health in the process.

President Muhammadu Buhari's agenda to fight corruption tooth and nail intensifies after he got wind of series of information insinuating numerous corrupt practices by officials under the presidency. Recently, Mr. President ordered that the Permanent Secretary in the Federal Ministry of Science and Technology, Dr. Mohammed Umar Bello, be queried for abuse of office and embezzlement of billions while he was a Permanent Secretary in the Federal Ministry of Agriculture and Rural Development. The query letter signed by the head of service of the federation, Dr. Folasade Yemi-Esan, on May 11, 2019, and addressed to Dr. Bello reads: The attention of the President has been drawn to the acts of serious misconduct against you in your former post as the Permanent Secretary in the Federal Ministry of Agriculture and Rural Development on which he has given further directive. Specifically, it was alleged that : a.) In spite of the budgetary release of N98,405,763,678.68 in 2018 (which represents 99.44 of 2018 appropriation), you did not take necessary action to pay the eligible contractors which led to the Ministry having an outstanding contractual liability in the sum of N48,429,543,895.72; b.) Under the leadership as the accounting officer, the Ministry utilised the entire 2019 first-quarter release of N7,737,208,135.18 to pay for the 2018 contracts that were fully funded in 2018 which constitutes virement without authority. c.) as Accounting Officer, you oversaw the transaction for the purchase of a building for the use of the ministry at the sum of N7,044,746,264.06 without the conduct of the mandatory statutory structural and mechanical integrity tests; and prior approval of the FCDA Public Building Department, the building was eventually found to be an uncompleted carcass requiring billions of naira to complete and make safe for occupation. d) Under your watch as the Accounting Officer of the Ministry, you procured seven deep drilling rigs for a borehole at an average cost of N300,000,000.00 without recourse to the Federal Executive Council. e.) In April 2019, you gave out the seven rigs procured at over N1.3bn to some individuals under fraudulent agreements, without the approval of the minister and one of the rigs linked to you is yet to be returned despite several written reminders f.) You misapplied the intervention funds approved for the purchase of strategic grains and the establishment of the rural grazing area settlements in violation of extant Financial Regulations; two of such misapplications are: I. the use of N2,026,838,775.25 to pay contractors and executive programmes from the funds released for emergency procurement of strategic grains which is unrelated to the purpose of the funds. II. The use of N3,527,300,419.06 for the payment of questionable contracts awarded under the 2018 appropriation from the rural grazing area settlement scheme which is not related to the purpose of the funds. 3. The above allegations are acts of serious misconduct as provided in PSR 030401 and 030402 and if proven, can lead to dismissal from service. 4. If you desire to submit any representations why disciplinary action which might include dismissal should not be taken against you, they should be submitted to me within 72 hours of receipt by you of this letter, failure to submit them within this time limit will be taken to mean that you do not wish to make any, and appropriate sanction will be invoked against you. You will acknowledge receipt of this letter in the copy attached hereto. Dr. Folasade Yemi-Esan Head of Service of the Federation The Street Journal had earlier reported that the president ordered the Economic and Financial Crimes Commission (EFCC) and the Department of State Services (DSS) to immediately commence a full investigation into the activities of three of the ministers serving under him after receiving petitions from civil society and members of the public. It will also be recalled that Buhari invited the anti-corruption agencies to probe Food Vendors after the Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar-Farouk, said the government is spending N4,200 per household as a monthly COVID-19 intervention for 3,131,971 households, totalling N13,154,278,200. This is all happening even as the President is investigating circumstances that led to the removal of Alhaji Bolaji Miftah Are, a commissioner-nominee from Lagos State in the board of the Federal Character Commission (FCC) whose death was falsely speculated. Professor Ibrahim Agboola Gambari, the newly appointed Chief of Staff to President Muhammadu Buhari, has resumed official duties today, Monday, May 18, The Street Journal reports. Professor Gambari was appointed as the new Chief of Staff on Tuesday, May 12, 2020. His appointment came after the former Chief of Staff, Late Abba Kyari died on the 17th of April as a result of complications arising from the novel coronavirus. In a statement made during a meeting with officials of the Office of the Chief of Staff to the President today, May 18. The Chief of Staff said he was ready and willing to work with them if and only they are willing and ready to work with him. Professor Gambari said he would like individuals who were hardworking, responsible and loyal to be on his team, noting that working with individuals with lackadaisical and nonchalant attitudes was not part of his agenda. Professor Gambari said he would only work with those whose loyalty would be directed to President Buhari, just as he had promised to serve President Buhari dutifully. It would be recalled that Gambari said he would not be answerable to anybody except the President, which he took the oath of office to serve. The Street Journal had earlier reported that Professor Gambari said his primary allegiance would be to President Muhammadu Buhari and not the public. Gambari who showed gratitude to President Buhari for deeming him worthy to serve in the new capacity added that he would put in his utmost best to serve the President. “I thank the President of the Federal Republic for giving me the opportunity to serve him and of course, the country,” he said. Gambari who reiterated his loyalty to President Buhari said, “we have not started, I’ll have to find out. I don’t report directly to the nation, I report to the President”. He said his loyalty, competence and support was what he had to offer the President adding that his guiding principle as Chief of Staff would be “to serve the President to the best of my ability.” On assumption of his official duties, the Chief of Staff directed the officials that all Memos which were directed to President Muhammadu Buhari must pass through him. He stressed that under no circumstance should any document be given to the president. He noted that any document that would find its way to the table of the President must be have been accessed, evaluated and duly signed and stamped by him. Professor Gambari further explained that the presidential directive that was in place during the time of his predecessor, Late Abba Kyari will still stand. This presidential directive was that all the Ministers appointed by President Buhari must have to pass through the Office of the Chief of Staff, and also all appraisal reports from their various ministries must be directed to the Chief of Staff. This means that all of Nigeria's Ministers do not have direct access to the President, however, they must pass through Professor Gambari before they can relay any information to President Buhari. The Street Journal believes that this will not go own well the ministers because we had exclusively reported that the ministers were lobbying for one amongst them to become President Buhari's Chief of Staff. However, Professor Gambari's appointment came as a shock to them. According to The Street Journal’s investigation, the reason the Ministers were making this move was for the purpose of achieving “better synergy”. It also stated that the ministers believed that a Chief of staff to the president from their fold would be “able to fast-track decision making on issues”. The report quoted a top “source” as follows “… their argument is that it will enhance synergy between the President and his cabinet since the Ministers now report to the Chief of Staff…” Findings from this report suggested that the Ministers were not altogether satisfied with the way things went under the Late Chief of Staff. Of course, no functionary can be scored 100 per cent but the Ministers’ current disposition raises further scepticism over the performance of the late Abba Kyari on whom many Nigerians have written several testimonials – both good and bad – since his death. It is important to note that based on our investigation, none of President Buhari's aides or political allies were privy to the nomination of Professor Ibrahim Gambari as a possible replacement for the Late Abba Kyari. According to our source, the choice of Professor Ibrahim Agboola Gambari was suggested to Mr President by Asiwaju Bola Tinubu and Mallam Mamam Daura, who many believe are the cabals running President Buhari's government. Following the successful completion of the meeting, all officials of the Office of the Chief of Staff assured Professor Gambari of their ultimate support and promised that their loyal will go to the president alone and nobody else. Gambari's appointment came with several congratulatory messages including good wishes from former Senate President, Dr. Bukola Saraki, former Vice President, Atiku Abubakar and many others. A felicitation worthy of note was that from Lekan Fadina, a former general manager of the Nigeria Stock Exchange (NSE). Mr Fadina described the new Chief of Staff as a well-groomed diplomat whom he has known for about three decades. “He is widely known, respected within the diplomatic and international community for his outstanding performances. He is an outstanding scholar who has delivered many papers on various topics. He has spoken in different fora about international relations, Nigeria unity, harnessing Nigeria great potentials, diversification of Nigeria economy, cultural diversity, religion and authority. “He believes that every Nigeria has the right as the other person and as such respect for one’s right and maintenance of a disciplined society. He frowns at the abuse of public office and to him, service to humanity is the greatest service of man. “He believed that leaders must show by examples and deal with the people with fairness. He believes in conversation, sharing knowledge and intellectual discourse as an instrument of involving participation from the bottom of the pyramid," Mr. Fadina said. While there are several reports that out of all political appointees of President Buhari, Professor Gambari is the only the one who has the most impressive Curriculum Vitae, it is important for us to take a look at his portfolio. Mr. Gambari who was born in Ilorin, Kwara State on November 24, 1944, is a Nigerian scholar and diplomat. He attended King's College in Lagos and subsequently attended the London School of Economics where he obtained his B.Sc. Economics degree in 1968 with specialisation in International Relations. Gambari later obtained his M.A. (1970) and Ph. D. (1974) degrees from Columbia University, New York, USA in Political Science /International Relations. Gambari began his teaching career in 1969 at City University of New York before working at University of Albany and later taught at Ahmadu Bello University, in Zaria, Kaduna State, the second-largest university in Africa. From 1986 to 1989, he was a visiting Professor at three universities in Washington, D.C.: Johns Hopkins School of Advanced International Studies, Georgetown University and Howard University. He has also been a research fellow at the Brookings Institution also in Washington D.C. and a Resident Scholar at the Bellagio Study and Conference Center, the Rockefeller Foundation-run centre in Italy. He was accorded, honoris causa, the title of Doctor of Humane Letters (D.Hum.Litt.) from the University of Bridgeport. He is a member of the Johns Hopkins University's Society of Scholars. He was decorated with the title of Commander of the Federal Republic (CFR) by the Government of Nigeria. The new chief of staff was Minister for External Affairs between 1984 and 1985. He later assumed the position of the Permanent Representative of Nigeria to the United Nations and Chairman of the United Nations Special Committee on Peacekeeping Operations from 1990 -1999. In 1999, Prof. Gambari became the President of the Executive Board of UNICEF until the year 2000 when he was appointed Under-Secretary-General of the United Nations, Special Adviser on Africa till 2005. He later became the Under-Secretary-General of the United Nations for Department of Political Affairs from 2005 to 2007. Gambari was also appointed by the secretary-general of United Nations Ban Ki-moon and the chairperson of the African Union Commission as Joint African Union-United Nations Special Representative for Darfur. He was appointed the Special Adviser on the International Compact with Iraq and Other Issues for the Secretary-General of the United Nations. On March 4, 2013, Ibrahim Gambari was named by the Kwara State Governor, AbdulFatah Ahmad, as the pioneer Chancellor of the Kwara State University, making him the ceremonial head of the university who presides over convocations to award degrees and diplomas and also supports the vision and mission of the university in all respects, including fundraising, social, economic and academic goals. As a university that continues to gain credence as a community development university with world-class standards, the selection of Gambari, with his outstanding intellect and exposure was expected to give the institution additional international boost and recognition. Gambari is also co-chairman of the Albright-Gambari Commission. Professor Gambari’s life demonstrates a life of service, both in Nigeria and the international arena, and his reasoned interventions that seek to end conflicts in Nigeria, Africa and the rest of the world. His exemplary lifestyle, scholarship, integrity, diplomacy and knowledge-based efforts to groom the youth, who represent the future, are worthy of emulation. He is generally spoken of as a selfless mentor, a guru and a golden man with a golden heart worth celebrating. One of his key contributions to our understanding of Nigeria’s foreign policy is the theory of concentric circles, which he developed. An approach that places the interests of Nigeria first. The centre of the circles has Nigeria’s security, territorial integrity and political independence. The second circle embraces the West African region with the ECOWAS countries, and the third circle is Africa, while the final one is the rest of the world. No wonder Dele Giwa once opined, “Emotions have no place in diplomacy. It is the stuff of the cunning and the amoral and even the intensely intellectual. The timid don’t get involved in diplomacy. When they do, their countries suffer”. Professor Gambari has deep religious beliefs and values; excellent interpersonal relationships, administrative sagacity and intellectual fecundity gelled together to produce an Institution in his person. He will often say; one thousand friends are not enough but one enemy is one too many. Professor Gambari has always asked questions like how is the government engaging NGOs, Civil Society Groups and ‘non-state” actors in this change mantra? Is there a national conversation held to reduce the huge and growing costs of governance at the local, state and federal levels? His key principle is that one should only place in authority, people that have shown a consistent commitment to the nation and its interests. Many believe that for President Buhari and his team to have selected Professor Gambari out of several other nominees, they must have had in mind, it means that he has a lot of knowledge and experience the president needs to drive the ''Change Agenda'' in Nigeria. The Republic of Madagascar has asked Nigeria to pay 170,000 Euros for the quantity of its COVID-19 cure drugs sent to the Federal Government, it was learnt at the weekend. Guinea Bissau President Umaro Sissoco Embalo, who visited President Muhammadu Buhari at the State House in Abuja on Saturday, brought the drugs allocated to Nigeria by Madagascar. However, the quantity of the consignment sent to Nigeria through Guinea Bissau could not be ascertained. This is coming days after the Presidential Task Force (PTF) on COVID-19 revealed that the herbal syrup was an offer by the Madagascan President. A source, quoted by The Nation said: “For our consignments in Guinea Bissau, Madagascar has asked Nigeria to pay over €170,000 (N78, 200,000). We have received the invoice because the African country has made us to realise that the drugs are not being given out free. “We are being asked to pay for the drugs yet to be validated. Since the AU directed the supply of the drugs to African countries, we may have no choice than to pay for it. “This payment may, however, be one-off because mass importation of the drugs from Madagascar will not be cost effective. By the time we take into account the cost of freight, the amount will be too high. “This is why we are looking at local options available to us as a nation. “Some researchers have told us that we have richer herbs to contain COVID-19. In fact, a shop in Wuse 2, Abuja has been discovered to be selling Artemisia Tea with high potency than COV drugs. “As a nation, we will leave all options open and look inwards. But, we will subject Madagascar herbal drugs to verification or validation. “The Presidential Task Force (PTF) on COVID-19 is also thinking of asking the National Agency for Food and Drug Administration and Control (NAFDAC) and the National Institute for Pharmaceutical Research and Development (NIPRD) to relax the protocols and hasten the validation of local drugs for COVID-19.: The NAFDAC and NIPRD are awaiting the samples from Madagascar for validation as Buhari has maintained that Nigeria would take the drug through intensive test to determine its suitability. A highly-placed source in NIPRD said: “We are yet to get the samples for testing and validation. We are hopeful that this week, we might receive them. Our team is on the alert.” The Director-General of the National Agency for Food and Drug Administration and Control (NAFDAC), Prof Mojisola Adeyeye, said many researchers and practitioners have responded to its call for expression of interest for the COVID-19 related medicines. “The National Agency for Food and Drug Administration and Control (NAFDAC), as at the time of this press release, has only received an application from one company for a product the company is presenting (for approval) to the Agency for the treatment of the symptoms of Covid-19, and not for the cure of Covid-19 as a disease. “Call for expression of interest for the COVID-19 related medicines was made; several researchers and practitioners have responded and are being guided to submit such medicines to NAFDAC for expedited review. The agency continues to encourage all stakeholders to present the products of their research findings and allow these remedies to go through internationally recognised process of approval through pre-clinical and where applicable, clinical trials. “Finally, as the body with the mandate to regulate the conduct of clinical trials in the country, NAFDAC is committed to encouraging and supporting sponsors with appropriate guidance to expedite the development of effective interventions to treat or prevent COVID-19,” Adeyeye noted in a statement on NAFDAC website. Former Governor of Rivers State and current Minister of Transportation, Dr. Rotimi Amaechi has explained that he joined politics not because he wanted to be a leader or solve Nigeria's problems. but because of unemployment. The Minister said he would have loved to become a broadcaster or lawyer if he did not end up as a politician. Amaechi said his father was a politician who participated in Councillorship elections. He disclosed all of these in an interview with The Punch. Amaechi said, “My father was a politician. He ran for councillorship during his time. However, I didn’t join politics because I wanted to be a leader or because I wanted to solve Nigeria’s problems. I joined because of unemployment. I also believe there is a part that grace played in it.” Even though the Minister has played his political card well, he has said he would not allow his children to join Nigerian politics because it is very destructive and that a politician must be strong to survive betrayals in the political space. He said, “Nigerian politics is not something one would want one’s child to go into because there are no rules. One can be easily destroyed. One must have the grace to survive. I don’t know if he has that grace (and I’m not talking about tact or sagacity) to survive because it is a man-eat-man world." “You can see what is going on in Rivers State now– young men, who God used one to help raise in politics are now turning against one. If God wasn’t by my side, I may not have been standing till now. There is a lot of betrayals and I don’t know if he can survive that because he literally grew up in Europe. One has to be a hard man to survive the betrayals in Nigerian politics,” the Minister added. THE STREET JOURNAL Visit www.thestreetjournal.org for more news

While hunger knows no gender and cooking should be a basic survival skill and not a gender role, how convenient is it for a man to marry a woman who doesn't know how to cook? This question may hold little or no weight in the Western world, but it's a very relevant question in Africa, especially Nigeria. Nigeria is a country that is known for very tasty traditional delicacies. Is it Amala and Ewedu/Gbegiri, Egusi soup, Ogbonno soup, Black soup, White soup, Moi-Moi, Masa and groundnut soup, Nigerian party jollof rice? You just name it. With all of these mouth-watering dishes, you would expect every Nigerian woman to know how to cook. But sorry to burst your bubble, this isn't always the case. Fresh crisis is brewing in one of the glamorous and popular residential estates in Nigeria, Lekki over the performance of the Chairman of the Residents' Association. The Chairman of Lekki Residents Association (LERA), Mr. Kayode Otitoju has come under attacks over his alleged poor performance and nonchalant attitudes to the security and development of the estate. The Street Journal reports that a group known as Lekki Stakeholders Forum, led by Chief Wole Akala, Mr. Paul Kogolo, and Mr. Kanny Awe, had berated Otitoju for mismanagement of the estate, especially during the lockdown period. The crisis rocking the association hit a new low this week as Awe accused Otitoju of lies and living a double life. The new crisis started when a resident, Ademola Folarin requested for a thorough appraisal of the stewardship of the LERA Chairman. Mr. Otitoju used the opportunity to address issues which Lekki residents have continuously expressed concern over. These include the abandoned Pavillion, the influx of beggars, street trading, loitering, kidnapping, robbery, phone and bag snatching among many other issues. Awe criticised the report of the LERA Chairman, accusing him of presenting a false account of his stewardship as the estate prepares for another election. The Chairman assumed office in June 2018 and his tenure is expected to end this month. Awe said Otitoju ‘lacks leadership qualities and does not understand what his portfolio should be,’ stressing that someone with bad leadership qualities cannot and should not be re-elected into office. "It is when we succeed in the choice of a good chairman to lead us, that we can have a good estate devoid of miscreants, beggars, hoodlums and all sorts of negative unsolicited tenants." "The report presented by Lera current chairman was full of lies. And by these lies he has shown us again how living a double life gets him nowhere beyond the end of May. "He has equally demonstrated that he's really not who he claimed to be as presented to us during his 2018 campaign when he wanted to be chairman of this great Lekki phase-1 Estate. He's truly a typical Nigeria politician (as he described himself) that will promise and not deliver to his electorates,” he added. Relationship with Stakeholders Forum Otitoju noted that his relationship with Mr. Awe and other LERA residents have been nothing but cordial. He reiterated that LERA Constitution only recognises the BOT, LERA EXCO-both Central and Zonal together with Standing Committees. He accused Mr Awe of parading an illegal association called Lekki Stakeholders Forum. "I by my oath of office to defend the LERA Constitution made all necessary efforts to educate and inform the members of the 'Lekki Stakeholders Forum' that their group was amorphous and illegal and that whatever they do, no matter how lofty, was illegitimate without LERA's approval," Otitoju said. Crimes The chairman said he has put in place measures to tackle the insecurity challenges in the estate. "On Security, I phoned and WhatsApp Police Area 'J' Commander and the Maroko DPO requesting them for extra patrol and surveillance on Lekki. They responded with immediate alacrity. There was a day about 38 miscreants were arrested by the DPO and they were transferred to Panti, Yaba! Still on emergencies; I phoned the Lagos State Fire Service to put off a major Fire outbreak at a Resident's house located at the junction of Jerry Iriabe/ Hope Harriman Streets during the month of April under review," Otitoju said. On Thursday, May 14, The Federal High Court in Asaba awarded the sum of 10 Million Naira against Nigeria’s secret police, SSS, for illegally detaining Anthony Okolie for 10 weeks over Hanan Buhari’s abandoned SIM card. The Street Journal had earlier reported that Okolie, who was arrested for purchasing and using a sim card earlier used by Hanan, President Buhari’s daughter, took the agency and MTN Nigeria to court over the violation of his fundamental human rights. National President of Revolutionary Lawyer’s Forum, Mr Tope Akinyode, who instituted the case on behalf of the applicant, stated that the lawsuit was filed to serve as exemplary caution against flagrant abuse of power by law enforcement agencies and to sound a note of warning on public officers to ensure their relations do not abuse power arbitrarily. The citizens of River State were thrown aghast on Wednesday, May 13 when their Governor, Mr. Ezenwo Nyesom Wike and members of the People's Democratic Party (PDP) inaugurated their Exco members without observing social distancing practices. This is coming barely three days after the Governor ordered the demolition of two hotels in Eleme local government for disobeying the state COVID-19 guidelines and rules. An indigene who pleaded anonymity said, “well, it's not surprising that the governor relaxed the lockdown for two days, Tuesday and Wednesday to enable his party (PDP) inaugurate it's exco members.” Some indigenes have speculated that "the lockdown will not yield any result because it is more political than COVID-19 itself". The Street Journal reports that Gov. Wike, in a broadcast on Wednesday evening, had extended the relaxation of the lockdown until Saturday, May 16, to continue on Sunday, May 17. The Street Journal reports that Rivers State has witnessed 10 new cases of COVID-19 today, May 14 bringing the total number of cases in the state to 33. A herbal drug – COVID Organics (COV) –produced by the Republic of Madagascar for prevention and cure of Coronavirus, has been offered to Nigeria and other African countries. Nigeria’s consignment has been sent to Equatorial Guinea from where it will be airlifted to Abuja. For ease of transportation, African countries were divided into zones leading to the freighting of Nigeria’s consignments to Equatorial Guinea. Nigeria’s COVID-19 positive tally moved to 4,399 last night with 248 new cases announced by the Nigeria Centre for Disease Control (NCDC). Lagos recorded 81 cases, followed by Jigawa State 35 and Borno 26 cases to top the chart. Kano recorded 26 cases, followed by Bauchi with 20 cases. There is pressure on the Federal Government by different medical and scientific organizations to allow the National Institute for Pharmaceutical Research and Development (NIPRD) and the National Agency for Food and Drug Administration and Control (NAFDAC) to subject the drug to further analysis. Some others are pushing for clinical trial of Covid Organics before being used in the country. The Federal Government was yet to take a position as of weekend because the AU has mandated its Africa Centres for Disease Control and Prevention (Africa CDC) to review the scientific data gathered so far on the safety and efficacy of the COVID Organics. The World Health Organisation (WHO) last week insisted that the efficacy of the drug was unproven. Also, as part of steps to contain COVID-19, the Nigeria Governors’ Forum (NGF) has started negotiating with the Nigerian Medical Association (NMA) and National Association of Nigeria Nurses and Midwives (NANNM) on how to source volunteer doctors and health workers. The health workers will help to assist ravaged states in the North-West and North-East especially, Kano, Katsina, Jigawa, Bauchi, Yobe and Borno states. The Chairman of NGF, Dr. Kayode Fayemi, is coordinating the talks with the two professional associations with juicy welfare package. According to a source, who spoke in confidence, the Presidential Task Force (PTF) on COVID-19 has been notified of the offer from Madagascar and arrangements were being made to bring Nigeria’s allocation to Abuja. The source said: “The consignments of the drug are being distributed to different countries in Africa based on zonal grouping. We have been told that Nigeria’s consignment is in Equatorial Guinea from where it will be airlifted to Abuja. “When the herbal drink is brought into the country, we will know the next step. But some medical and scientific organisations are pressurising that the drug be subjected to clinical trial. “Some countries like Tanzania, Congo-Brazzaville, Guinea-Bissau and Equatorial Guinea have subscribed to the drugs. Also, while South Africa has offered to conduct a scientific analysis of the drug, Senegal said it will subject it to clinical trial. “I can assure you that the Federal Government will take the best decision on the drug in the overall interest of Nigerians. “Before any food or drug can be administered in this country, there are certain protocols that must be followed. The government will not circumvent these protocols. We want solution; we want the best for Nigerians.” On April 28, the Chairman of the PTF on COVID-19, Mr. Boss Mustapha said the nation was ready to give Madagascar’s herbal drink a trial. He said: “I want to assure you that whatever is happening in the world, we are mindful of it and we are keeping a tab. “I was reading of the experiences in Madagascar– of why everybody is drinking some solutions that have been prepared. This morning I was sharing with my wife, and I told her that probably I would request that Mr. President allow us import a plane load for a trial. “We are all navigating an unchartered cause. Nobody has ever been on this road. So, every attempt to find solution that would bring succour to our people, be rest assured that this task force is very responsible and we would do everything to ensure that we get what will benefit our people, what will help them in the processes that we find ourselves today.” On the talks with the NMA and NANNM, Dr. Fayemi said: “We have started negotiations on how to secure the services of volunteer health workers to help contain COVID-19 challenges in the North-West and in the North-East. “The reality is that many states in these zones have a problem of manpower, we need more volunteer health workers to assist them. We know we can draw these volunteers from the private healthcare sector without hurting the Public Health Sector. “We are ready to offer the volunteers a good welfare package, including robust incentives and adequate security. Our ultimate goal is to avert trouble in the affected states; this is why we are pooling resources together.” The Nation

Oil prices dropped on Monday as a result of the economic gloom caused by the coronavirus pandemic as well as supply cuts by some of the world’s top producers. Brent crude futures were down 0.9 per cent at $30.68 a barrel by 0431 GMT, while U.S. West Texas Intermediate crude futures fell 0.7 per cent, to $24.57 a barrel. Though these benchmarks have notched up gains over the past two weeks as countries have eased business and social lockdown, the production of oil worldwide seems to be declining. Possible signs of a second wave of coronavirus infections in northeast China and South Korea has got investors worried even as more countries begin easing pandemic restrictions could support oil demand. According to analysts at Goldman Sachs, there is still concern that demand will stay weak in 2021, with worries about the second wave of COVID-19 cases and only a modest increase in personal or corporate travel. Since the outbreak of the pandemic, Global oil demand has dropped by about 30 per cent. There are also fears that the U.S. is running out of storage space triggered WTI prices which declined negatively last month. This prompted some U.S. producers to slash output. According to Tony Nunan, a senior risk manager at Mitsubishi Corp in Tokyo: “People are surprised by how quickly the U.S. is shutting in production and that’s exactly what we need in order to support prices. “There are another 10 days before the June contract expires. If the WTI contract can avoid a crash going into expiry, hopefully, we’ve seen the bottom.’’ THE STREET JOURNAL

There is no doubt, things are tough in Nigeria today. To enjoy a healthy living and survival, it takes the Grace of God. Times like this, we need God for absolute peace of mind to live in peace and happiness. Be satisfied with the little you have Spend wisely and buy only what you really need to make you healthy. Avoid Conflicts in any form, many people are angry, frustrated and ready to kill at any little provocation, patience is key, ignore trouble as much as possible, learn to say sorry. Men should please control their anger, we know how hard it is to make ends meet, please don't take it out on family, let your home be a peaceful place. Don't worry we will all smile again. Your own is better because you have good health. Hundred of millionaires are receiving treatment abroad. Don't give yourself hypertension. Women, endure with your husband. Don't complain. Show love. Be a good Mother, create fun to ease tension. Our health should be very important, give it a priority. Eat a moderately prepared healthy diet with varieties of fruits. Above all, thank God, you are not hospitalized. Have you forgotten, You are the richest man in Nigeria because you are healthy. Laugh!!! Nigeria will be great again. Health is wealth!!! Nothing in life lasts for life. Remember to live before you leave. Don't spend your entire life making a living and forget to live. There are only two ways to live, you're either living or just existing. A balanced life is the best life. Whoever says you're irreplaceable is lying to you. Life is like an exam question. If you are having a problem understanding one question move to the next. Don't get stuck in one chapter of your book of life. Winners don't quit but they surely take breaks. Don't spend your entire life opening one door. If it refuses to open forever, that means maybe it's not your door. The fact that a certain aspect of your life is not working as planned doesn't mean your whole life has to be on hold. Your time here is limited, spend it wisely. A wise hunter with just one bullet doesn't shoot anyhow. If you can change it, change it. If you can't change it, stop worrying and complaining about it. Never give the management of your life to those who cannot manage their own life properly. To be spiritually fooled is to be spiritually foolish. Be careful when someone who cannot hear his own voice tells you he's hearing from GOD. Happiness is a choice, not destiny. Happiness is not a destination, you must travel with it. A situation and a problem are two different things don't mix both. Happiness is a present tense, not a future tense. You can delay your gratification but your happiness should never be postponed. Always do your best but never ever forget to take a rest. Whoever refuses to rest will eventually be laid to rest and people will tell him to REST IN PEACE. On Friday, the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouq, announced that the Federal Government would commence the feeding of 3.1 million school children at home from Monday. The minister mentioned this while distributing palliatives to people with special needs, at Karamajiji community in Abuja. She mentioned that the goodwill will commence with those in the Federal Capital Territory (FCT) Abuja, Lagos, and Kano States. In March this year, the government shut down schools, churches, and other businesses as a measure to contain the spread of Coronavirus in the country. According to her, the pandemic would not obstruct the feeding programme , explaining that this time the strategy would be to give food commodities to every child to enable parents to prepare for them. She said: “By this week we are going to start off in the FCT, Lagos, Ogun and Kano States. We have done all the processes and by early next week we are going to start. The model is to give dry food ration to households where these children reside. We are reaching out to 3.2 million households.” Speaking on the items distributed such as rice, wrappers, salt, seasoning cubes groundnut oil, and Macaroni, she appealed to them to manage as government would do more and replicate same in all the states. “They should bear with us based on what we have given to them. They should use it judiciously and also look forward to how we are going to support them. These items are going to 450 households numbering over 1800 individuals. We will make sure that all the palliatives we will take to the states are distributed to this particular group of persons.” She said.
