I Sha let him go, and I tracked him via his phone number and when I realized that it was fake... I followed him and have him arrested.... He paid for all the money I spent.... His wife begged and begged before I could listen to his plea ..

You don't compare a state based on its population... But based on its infrastructural development and the number of industries they have.
