The Onus is on the professional to adequately inform the client or layman common to both. The issue hear is not Rufai, it is the communication failure of the minister. Infact, even if you assume Rufai were misinformed, ignorant and what not, he will have a lot more leeway compared to the expert public official. |

Umahi should learn to serve (this is crazy to say knowing his experience in service as ex-governor should have shone here). Even corporate entities deliver reports as frequently as weekly, even daily, telling us or Rufai to wait is like saying corporate entities shouldn't ask for progress reports they should only wait for year ends or until project ends. |

zero8zero:Yes he did ask for the cost of work done so far. The verbiage used was different but point to the same thing. Also, in the spirit of educating the journalist or the public that the journalist represents at the point of asking, being the expert that the minister professes he is, he can give an answer that best describes the figure being requested. Those are standard questions, parametric even. One does not score a political point by merely asking of a characteristic of a project. If the figure(s) the minister is trying to hide is prohibitive, scores can begin from there, of course after reasonable considerations, after all the figure isn't expected to remain the same throughout the project lifecycle. Also, Rufai does not need to be an expert in the field of his guest to ask the questions he did. Infact, assuming his question were ignorant it actually plays in favor of the journalist in the sense that he is representing at the moment a section of the populace who do not have expertise in that field but would like to know the same answers he is seeking, that way he fulfills his journalistic purpose of informing all strata of the public who are equally contributors to the construction of the said project. Sincerely, seeing the quotations I keep imagining whether operational maintenance or facility management or dynamic surveillances (utilizing drones like you mentioned) has been factored into the ballooned figures. The last time I eye balled the comparison I was looking at an over-valuation by the Lagos-Calabar by at least 100X for the same length of the Cairo-CapeTown. I mean reasonable considerations can be made regarding the heterogeneity of terrain and all, reasonable. |
CharlotteFlair:Lols, they think we won't notice. I will do a comparative cost analysis between the proposed Cairo-CapeTown Highway to this Lagos-Calabar more carefully when I get the time. I know they will want to wine by saying, oh, the concrete road is more expensive than flexible pavement and that it is going to incorporate a railway in it but like they say follow the money, it will reveal things. |

damosade:There is average cost based on work done, there is average cost based on proposed or working budget or its alterations. It is the comparison between the two that give ability to track when the project is overshooting budget threshold or not. The man didn't give any figures based on what was last measured or what funding has been spent on the length of road so far. These things are straight forward. |

Infact, as the project progresses, there will be an average cost for the work done and one for the proposed budget or alterations. What are you talking about? You mean even with all the calculus you ought to have learnt a statistical and math fundamental concept such as average is what is evasive as this? So are you saying you couldn't track if you were going to run out of budget or within as the project progressed? It is just betraying irresponsibility if you asked me. But at the end, we as engineers know he is dodging the question. |
Quelme:They were not senseless, Umahi is dodging the question needlessly. Money spent so far on work done is apt question, both from the engineering perspective and the citizens paying, and necessitates an average cost according to the latest evaluation of work done. Do you feel senseless for asking how much expenditure has gone into executing any project you contract service men to do in your sphere as the paying client or project financier? I hope you know that every cost incurred on that project is going to be tolled and paid eventually by everyday Nigerians, all citizens. The senseless one is the public servant that missed the opportunity to answer the public he is serving the question appropriately and the citizen for whom the concept of accountability is alien or one who feels a public servant is above questioning. |
Both the world bank and Nigerian leaders are playing you the citizens and I can see the comments buying it. They really know what is happening and what they want but they have to role play for public perception sake. |

The markets and markets prices has been shoving data to your faces that your minimum wage now has to be between NGN700,000 to NGN1,300,000 but you guys be playing with your lives and destinies. Mind you that range is just minimum wage o, we are not even talking medium class. 2.5m annual rent will require one to be able to allocate 208,340 for rent monthly. The question is how many people get paid even that? How many civil servant rise up to the grade to be paid that amount? Now even if one were paid that amount, one wouldn't want to empty 100% of one salary on rent alone as it is not even feasible to do so. So if that is assumed to be 20% of one's take home, one will be required to earn x5 of that, i.e. 1.1m monthly According to your Finance ministry less than 5% of your assumed 238 million population even have at least 500k in their accounts, which translates to a measely 12 million -ish people, 😂, ha ha. Imagine only 12m people across the 37 states barely even have the chance to survive this, lols. Oh yes, meanwhile the population demand for 2 bedroom apartment in urban areas country wide is estimated to be at least 22.4 million. Meanwhile the remaining 210 million Nigerians enter village and deal with bandits. |

Going by these figures, that would mean the $11-$13 B budgeted for the Lagos-Calabar corridor should be enough to build at least 7 of those Cairo-Cape town roads or another interpretation would be that that budget should actually be able to build the same Lagos-Calabar road a whooping 102 times over. That is the extent to which the project has been inflated or overcharged or over-budgeted or over-valued. As has been observed time and time again, this is a nasty tradition of stealing by overcharging under the guise of providing service. smh. Where is the projects valuation units and independent audits reports. Can they focus on cutting cost and effectively doing thing more efficiently? Meaning the Nigerian Government over-charged 102X for one road, and that is amount (the least amount) they intend to collect back from the road users (majorly their citizens) through the tolls which will be erected on it. The other day that was how the budget for a few hundreds solar street lights amounted to an equivalent of about NGN 220 m per unit, and I am left wondering, will this be a "forever street light", facility management covered, insurance covered, 100% uptime guaranteed, replacement guaranteed Nigerians when you wake, behold your morning! |

SatoshiX:No need to get new avoidable problems that come with medication (which is discontinueable) to manage it lifelong. That is unnecessary overhead and diversion of resources that would have gone into more rewarding development and sustainability. It is rather astute to avoid them (avoidable problems) in the first instance. |
