President Muhammadu Buhari on Sunday called to commiserate with former Head of State, General Yakubu Gowon (rtd), over the passing away of his younger sister, Kande Martha Audu. This was contained in a statement by the presidential media adie, Mr. Femi Adesina. The President, who called from London, extended his deepest condolences to General Gowon and his family, urging them to take solace in the fact that Mrs. Audu lived a worthy and exemplary life. “Death is an inevitable end that must come to all mortals, and we must keep praying and working to ensure that we live a life that pleases our Creator and benefits humanity,” President Buhari said. ABEOKUTA— Former President, Chief Olusegun Obasanjo, yesterday, condemned attacks by South African youths on Nigerians and other African nationals in their country. Obasanjo’s condemnation came as Senate President, Ike Ekweremadu, is set to lead a seven- member delegation of the Senate to South Africa over the attacks. This is even as militants in Niger Delta have called on the Federal Government to order all South African-owned businesses out of the country within 30 days. Abuja – Malam Garba Shehu, the Senior Special Assistant to President Muhammadu Buhari on Media and Publicity, has narrated how he missed the President’s phone call on Saturday. The presidential aide, who made this known on his Facebook page on Saturday, said the Buhari originated a call to him from his London abode after he (Buhari) had spoken with some members of the presidential media team. He, however, revealed that he received a text message from the President after missing the call. Garba Shehu According to him, the President had earlier spoken with the Minister of Information and Culture, Lai Mohammed and his Special Adviser on Media and Publicity, Femi Adesina. South Africa anti-immigrant protests erupt in capital PRETORIA, South Africa (AP) — Police fired stun grenades, rubber bullets and water cannon Friday as the latest wave of anti-immigrant protests broke out in South Africa's capital, while President Jacob Zuma condemned the violence but said his country's migrant burden is bigger than Europe's. A petition the protesters handed to the foreign ministry, seen by The Associated Press, suggested that the government teach foreigners to speak properly. "They are arrogant and they don't know how to talk to people especially Nigerians," it said. Resentment against foreigners has sometimes turned deadly in South Africa amid accusations that they take jobs from locals in a country where unemployment is above 25 percent. Others are blamed for drug-dealing and other crimes. In 2015, anti-immigrant riots in and around the city of Durban killed at least six people. In 2008, similar violence killed about 60 people. Police on Friday tried to keep protesters apart from foreigners who gathered to express alarm about recent attacks. Police Commissioner Khomotso Phalane said 136 people had been arrested in the past 24 hours. The Nelson Mandela Foundation in a statement criticized authorities for "giving permission for a march of hatred." Port Harcourt – The Nigerian Army has jailed one Pvt. Suleiman Olamilekan to 28 days with hard labour for allegedly assaulting a Nollywood actress, Ebere Ohakwe. Col. Aminu Iliyasu, the Army’s spokesman, 6 Division in Port Harcourt said on Thursday that the soldier would also forfeit his one month salary to the Federal Government. He said the unprofessional conduct of the soldier contravened the army’s uncompromising stance to indiscipline and disobedience to both civilian and military laws. “The 6 Division Nigerian Army has charged, tried and found Private Suleiman Olamilekan of 6 Division Garrison, Port Harcourt guilty of the maltreatment of Miss Ebere Ohakwe. “Olamilekan was accordingly sentenced to 28 days imprisonment with hard labour and the forfeiture of his salary for the same number of days to the Federal Government. “Investigation commenced after the General Office Commanding 6 Division, Maj.-Gen. Enobong Udoh ordered the immediate arrest of the soldier and his Guard Commander for investigation and disciplinary action. “We wish to assure the general public that proactive measure have been put in place to forestall a reoccurrence of such misconduct in the future,” he assured. Atiku arrived Minna Airport at about 12.40p.m. in his private aircraft and was received by the state governor, Alhaji Abubakar Bello and proceeded to Babangida’s residence for the meeting from which journalists were barred. “I have come to visit General Babangida and to wish him well after his arrival from a medical trip abroad,” Atiku told newsmen afterwards. On his advice to the Federal Government, Alhaji Atiku said: “Any advice that needs to be given to the government should be given confidentially because using the public or media as a means to advice the government will simply be a great disservice to them. “If I have to advise the government, it will be in confidence because I was in government before. In one of the largest financial scandals in recent years, Nigeria’s 36 state governors and Senate President Bukola Saraki pocketed large slices of funds approved by the Federal Government to reimburse states for the excessive deductions charged to them on account of the Paris Club and other international loans. SaharaReporters learned that the Governors’ Forum received a hefty sum of the funds. Our team of investigators discovered that some of the governors got as much as N400 million, while Mr. Saraki carted away N2.5 billion out of the first batch of payments made to the states. Our investigation showed that the Nigerian Governors’ Forum decided to use phony consultants, who then illegally deducted five per cent of the funds paid to the states. Our team found that the Central Bank of Nigeria (CBN) paid the consultants without informing the Accountant-General of the Federation. Once paid, the consultants forwarded a part of their payment to the individual accounts of the governors, with some governors individually receiving as much as N400 million. Former officials of the Federal Ministry of Finance registered and floated two of the companies, GSCL Limited and Biztrust Limited, that masqueraded as consultants. One of the sources on the investigation disclosed that Mr. Saraki was paid N2.5 billion through a finance consultancy run by one Mr. Okey Mbonu, a former managing director of Society Generale Bank, a family bank the Sarakis robbed into bankruptcy, the bank later morphed into Heritage Bank. Documents exclusively obtained by SaharaReporters’ investigative team showed that the Nigerian Governors’ Forum received a total of N11,550billion from the sum of N231billion that the Federal Government directed to be paid to states last December. Last week, agents of the Economic and Financial Crimes Commission (EFCC) investigating the illegal payments and subsequent transfer to governors’ personal accounts arrested Ashishana Okauru, Director-General of the Nigerian Governors’ Forum. An EFCC source told our team that, during interrogation, Mr. Okauru admitted that money was funneled through the Nigerian Governors’ Forum to individual governors. He, however, refused to write a statement. Two EFCC operatives said Mr. Okauru, a former Director of the Nigerian Finance Intelligence Unit (NFIU), an arm of the EFCC, was treated with great leniency and released. The sources also disclosed that Mr. Okauru’s former colleagues at the EFCC helped to keep news of his arrest secret. The misappropriated funds arose after an accounting reconciliation indicating that the 36 states were overcharged for payments to the Paris Club. Late last year, all the state governments asked the Federal Government to repay what they were overcharged as external debt service payments between 1995 and 2002. The said funds were paid as first line charge deductions from states’ share of federal allocations. The debt service deductions were in respect of loans taken from the Paris Club, London Club as well as other multilateral loans obtained by the Federal Government and the states. By the time Nigeria reached a final agreement for debt relief with the Paris Club in October 2005, some states had been overcharged. This led to a request by state governments for a refund of the amounts owed by the Federal Government. Based on the requests, President Muhammadu Buhari directed the Debt Management Office (DMO) to raise a team to scrutinize claims by state governments and reconcile them with available records. For instance, Abia State submitted a claim of $95,437,810.59, Adamawa filed a claim of $92,255,322.54, while Akwa Ibom sought a refund of $255,713, 552.80. Anambra State asked for a refund of $92,374,232.23, Bauchi, $104,092,295.20, Bayelsa, $299,432,862.33, and Benue, $99,542,766.38. After the scrutiny of claims by the DMO, President Muhammadu Buhari approved payment of the sums of $23,859,452.65 (N7.2 billion) to Abia State, $23,063,830.64 (N7.034 billion) to Adamawa State, $63.928,388.20 (N19.4 billion) to Akwa Ibom, $23,093,558.06 (N7.043 billion) to Anambra State and $26,023,073.80 (N7.9 billion) to Bauchi State. Mr. Buhari also approved $24,885,691.60 (N7.6 billion) for Benue State and $74,858,215.58 (N22.8 billion) for Bayelsa. The Federal Government and the states reached an agreement under which the Federal Government would immediately pay 25 percent of the amounts claimed by each state government. It was agreed that the balance due to each state would be revisited when the country’s financial conditions improve. However, SaharaReporters learnt that President Muhammad Buhari has approved the next tranche of payments to be delivered to the states in February. In a statement, the Federal Ministry of Finance disclosed that President Buhari had urged the states to invest a minimum of 50 percent of the amount disbursed to them in people’s welfare, especially for the payment of salaries and pensions. In order “to ensure compliance with the directive that a minimum of 50 percent of any amount disbursed is dedicated to this, funds will be credited to an auditable account from which payments to individual creditors will be made. Where possible, such payments will be made to Bank Verification Number-linked accounts and verified,” said the Federal Ministry of Finance. The total amount approved by the President, for payment in batches, was N522.74 billion. Last December, Abia State was paid N5.093 billion, Adamawa N4.9 billion, Akwa Ibom N13.6 billion, Anambra N4.9 billion, Bauchi N5.5 billion, Bayelsa N15.9 billion, and Benue N5.3 billion. However, owing to the illegal deductions engineered by the respective governors, Abia State got N4.8 billion, Adamawa N4.6 billion, Akwa Ibom N12.9 billion, Anambra N4.6 billion, Bauchi N5.2 billion, Bayelsa N15.1 billion and Benue N5.3 billion. Our investigation revealed that all the other states also had amounts paid to them chiseled off by the shenanigans of the Nigerian Governors’ Forum and its members through consultants. A source familiar with the process told SaharaReporters that the scam perpetrated by the governors was by far the largest he had ever seen. This month, N99,003,694, 086.75 is slated to be paid to all the states. Documents obtained by our investigative team revealed that the members of the Nigerian Governors’ Forum were expecting to scoop a total sum of N4,950,184,704.34 from the payments. A state like Zamfara, which expects to be paid N2,045,885,255.78, will receive N1,943,590,992.99, with the sum of N102,294,262 to be funneled to the coffers of the Nigerian Governors’ Forum and a part of it destined for the personal account of the state governor. A similar situation is bound to play out in Yobe State, due to be paid N1,974,027, 914.66. After the Nigerian Governors’ Forum has done its tricks, the state would be left with N1,875,326,518. The Senate on Wednesday called on the Minister of Transport, Rotimi Amaechi to immediately withdraw his comment that the senate was delaying infrastructure development. In a statement signed by the Senate’s spokesperson, Sen, Aliyu Sabi, the senate said it was not delaying any construction and that the minister told a lie. Recall that Mr Amaechi during a townhall meeting in Ilorin, Kwara state said that the construction of the Lagos-Ibadan and Ibadan-Ilorin-Minna -Kano rail lines were being delayed by the refusal of the National Assembly to sign the loan request by the Federal Government. The Senate spokesman Aliyu Sabi stressed that the statement was false and a misrepresentation of facts. He said that the statement portrayed the Minister as not in tune with the position of the government in which he is serving. “As at today, the only request for approval from the Executive for loan was the one dated January 27, 2017 and signed by Acting President, Professor Yemi Osinbajo seeking a “resolution of the National Assembly For the Issuance of USD 1 Billion EuroBond In the International Capital Market For The Funding of the 2016 Budget Deficit” and we immediately granted the approval. “Also, in the letter quoted above, the Government mentioned the two rail lines cited by the minister as part of the projects for which the EuroBond will be utilised. So, we cannot understand what the grouse of Mr Amaechi is. “We view that statement based on false and misinformed premise strongly as a mere attempt to incite the people against the National Assembly. “The Minister should therefore withdraw that statement. Furthermore, the National Assembly will take up the matter with the Acting President, Prof. Yemi Osinbajo. “As a former Speaker of a state House of Assembly, we believe that a minister like Amaechi should always check his facts and refrain from making unguarded and inciting remarks against the legislature,” he said. Following the deafening speculations that President Muhammadu Buhari is critically ill with an undisclosed sickness that may lead to death, the presidency has said that he is not ill and also not on admission in any hospital in London. It said that the President was in London only on vacation. The clarification was made on Thursday in a live interview programme on CNBC Africa by the Special Adviser to the President, Media and Publicity, Mr. Femi Adesina. In the programme monitored in Abuja, Adesina said that the rumoured hospitalization of the President was a figment of people imaginations. “The President is in London on vacation. He is not in any hospital and he is not ill. “When he was travelling last week the statement we put out was that he was going on vacation and during the vacation he would do routine medical check-up and nothing has changed from what we pushed out last week. “If anybody has fed something else into the rumour mill that is just what it is- rumour”, Adesina said. The Ekiti State Governor, Ayodele Fayose, has emerged the new Chairman of the PDP Governors’ Forum,. The Governor of Bayelsa State, Seriake Dickson, announced this to journalists in Abuja on Thursday night. Addressing journalists shortly after the Forum’s meeting, Mr. Dickson stated that the forum decided to settle for Mr. Fayose based on his record of performance and as the most Senior governor under the platform of the party. Flanked by other governors present at the meeting and the leaders of the party, Mr. Dickson said that the choice of Mr. Fayose was a collective one among the governors. Mr. Dickson played glowing tributes to the outgone chairman of the forum, Olusegun Mimiko of Ondo State, for his immense contributions for the development of the party during his tenure. Also speaking, the National Chairman of the Caretaker Committee of the Party, Ahmed Makarfi, the Chairman Board of Trustee, BOT of the Party, Wali Jibril, and the leadership of the party in the National Assembly, Ike Ekweremadu, endorsed the choice of Mr. Fayose. They described Mr. Fayose as a real party man who would boost the growth and development of the party. In his acceptance speech, Mr. Fayose who succeeded Governor Olusegun Mimiko described his election as call to service and promised not to let the party down as the Chairman of the Forum Mr. Fayose said that he was out to pull down the wall of Jericho surrounding the party with a promise to embark on total mobilization of party members nationwide ahead of the 2019 general elections. Vice President Yemi Osinbajo has warned Nigerians of the challenges the country would face in the future if it continues to depend on oil for income. Mr. Osinbajo, while speaking in Gbaramatu kingdom during a visit to Delta State on Monday, said that countries who buy oil from Nigeria are now devising alternative means of power such as solar and wind energy. Therefore, “We must be smart and act intelligently and fast,” he said. Mr. Osinbajo’s visit on Monday is part of his peace tour across oil producing communities in the Niger Delta. The visits are part of the ongoing efforts of the Buhari administration to achieve a permanent resolution of the Niger Delta crisis which in 2016 reduced Nigeria’s oil output y half. The vice president, who spoke to an enlarged crowd after a closed-door meeting with the Gbaramatu leaders at the palace of the Pere of Gbaramatu kingdom, Oboro Gbaraun II, said fire incidents that arose from pipeline vandalisation have killed thousands of people. “In 2013 alone, there are over 3700 incidents of pipeline vandalisation. From January to June 2016, there were over 1447 incidents of vandalisation. “The Niger Delta of today is one where aside environmental degradation, between 1998 and 2015, over 20,000 persons have died from fire incidents arising from breaching of the pipelines. “To prepare for a great future for the Gbaramatu kingdom, three things must happen: we must recognise the unique environmental challenges the Niger Delta is facing, we must also recognise that the Niger Delta is a special economic zone for this nation so we must treat it as a special development zone. “This means the federal government, state government, National Assembly, NDDC, civil societies representing Niger Delta must sit together and develop a plan for rapid development. “There is no excuse for not planning together. The federal government cannot solve the problem of Niger Delta. It is impossible for the FG to do it alone. The state should devote substantial portion of its budget to this special project,” Mr. Osinbajo said. He added that the PAN Niger Delta Forum, PANDEF, has submitted a concise list of 16 dialogue issues that will be extremely helpful in ascertaining the key development priorities. “It is an important working document that represents an excellent road map to the future of Niger Delta,” the law professor said. Mr. Osinbajo noted that the critical issue the federal government is concerned with is infrastructure. “In the 2017 budget, we have provided for the commencement of the Lagos – Calabar rail way which will go through Delta. We are working with the Chinese on this project. “When I leave here we will visit the site of the Maritime University. The president has directed the ministry of petroleum to work quick to see to the realisation of all of the objectives of implementing this crucial educational institution. “Establishing this university has passed the second reading in the National Assembly and I know we have the commitment of the members of the national assembly to fast track this bill so that the maritime school will be completed as soon as possible,” he added. The Maritime University is expected to commence fully in September. Mr. Osinbajo said the university and other government projects cannot work without adequate revenue which is being hampered by pipeline vandalisation and militancy in the region. “If there is no revenue, we are deceiving ourselves. There must be revenue and it can only come when there is peace. There should be commitment to peace.” The Vice President also spoke on the necessary cleanup of contaminated oil producing communities in the Niger Delta. “The Ogoni cleanup has been flagged off. For the cleanup not be a waste of money, we must enforce strict environmental standard for the oil producing companies.
