President Donald Trump on Friday signed the $2.2 trillion (N827 trillion) financial stimulus package to cushion the economic impact of the coronavirus pandemic in the United States. This came hours after the country’s House of Representatives approved the bipartisan bill, which the Senate passed on Wednesday. U.S. is currently the hardest-hit country in terms of the COVID-19 infections, accounting for no fewer than 99,000 cases. Under the law, the government will make direct payments totaling $290 billion (N109 trillion) to Americans earning below $99,000 (N37 million) per annum. They are expected to get directly get up to $1,200 (N451,000) each, in addition to $500 (N188,000) per child. On Wednesday, a record 3.3 million Americans filed for unemployment benefits amid massive job losses occasioned by the pandemic. The package includes the payment of another $260 billion (N97 trillion) to jobless and laid-off workers for up to four months. Small businesses with less than 500 employees and airlines will get a total of $881 billion (N331 trillion) as soft loans to cushion the economic effect of the virus. In brief remarks, after the signing at the White House in Washington, Trump thanked “Democrats and Republicans for coming together and putting America first”. President Muhammadu Buhari has ordered the immediate closure of international airports and land borders for four weeks. This is just as he directed that all Nigeria Centre for Disease Control (NCDC) staff and experts who are away on training or international assignments are to return immediately. In a long thread on via his verified Twitter handle Thursday evening, President Buhari said: “Over the last few days I have received extensive briefings on the state of the nation as it relates to the Covid-19 pandemic, from the relevant Federal Government agencies as well as the Lagos State Government. Accordingly, I approved the following: “The immediate release of a 10 billion Naira grant to Lagos State, which remains the epicentre of the Covid-19 outbreak in Nigeria. This grant will enable Lagos to increase its capacity to control and contain the outbreak, while also supporting other States with capacity-building. “The immediate release of a 5 billion Naira special intervention fund to the Nigeria Center for Disease Control (NCDC) to equip, expand and provide personnel to its facilities and laboratories across the country. “The Nigerian Air Force is already making its fleet available to the Presidential Task Force on Covid-19, to enable a better coordinated and more effective response across the country,” the president said. Buhari added that “To protect our homeland from external exposure, I directed the immediate closure of our International Airports and Land Borders for four weeks in the first instance, to enable us to put up the appropriate policies, processes and infrastructure to cope with suspected and confirmed cases at home, without risking a compounding of the situation with more imported cases. “The inconvenience caused by these flight and travel restrictions to our fellow citizens abroad who want to return home is regrettable, but it is necessary for the greater good, and I thank you all for your understanding and cooperation. “I have also directed that only cargo vessels that have been at sea for more than 14 days be allowed to dock in our ports after the crew have been tested and confirmed disease-free by the Port Health Authorities. “This 14-day restriction, however, does not apply to vessels carrying oil and gas products as by their nature, there is minimal human contact. “We have also suspended the movement of commuter trains to limit the spread of the virus to other parts of the country. “I have directed the NCDC to draft all its recent retirees back into service to beef up our manpower as we respond to the pandemic. “Furthermore, all NCDC staff and experts who are away on training or international assignments are to return immediately. “Already the Nigerian Air Force (NAF) is conducting an evacuation mission to bring back some of our specialists in Central Africa, to enable them to support the national response. “I commend the monetary policy authorities for their financial intervention to support our entrepreneurs and companies as we go through this difficult time. “We are also looking at fiscal measures to minimise the negative impact of this pandemic on the livelihood of millions of Nigerians. “As you are aware we have begun the process of reviewing the federal budget. We shall communicate our fiscal interventions once the budget review process is concluded. “In the meantime, I have directed the Minister of Industry, Trade and Investment, to work with the Manufacturers Association of Nigeria (MAN), to ensure that all production of essential items such as food, medical and pharmaceutical products continues unhindered. “We are engaging our international friends and partners to share knowledge and to seek their support in our response to the pandemic. We are grateful for the show of support thus far – we have already started receiving goods and supplies intended to help us scale up our efforts. “Let me specially thank and commend all of the hard and heroic work being done by our medical personnel, the NCDC, Port Health Authorities, Security Agencies, State Governments, and all ad-hoc staff and volunteers. “I urge all Nigerians to be mindful of those among us who seek to spread panic and misinformation and sow confusion at this time. “We must all pay attention only to the relevant government agencies working day and night to make accurate and useful information available to the public. “I will also ask all of us to strictly obey all public health guidelines and instructions issued by the Federal and State health authorities, regarding personal hygiene and social distancing. “These guidelines will be updated from time to time as new information and treatments are obtained. “In the meantime, I want to assure all Nigerians, that the Federal Government remains committed to protecting all Nigerians. We seek your full support and cooperation as we go through this very difficult time. ON MARCH 21, 2020 1:18 PM •We’ve lost count number of persons trafficked By Ifeanyi okolie A Kano based human trafficking syndicate which specialized in trafficking women from Nigeria to Libya for prostitution, has been smashed by operatives of the Inspector General of Police Special Intelligence Response Team, IRT. Vanguard gathered that a 28-year-old mother of two, Nofisat Mustapha, was also rescued by the IRT operatives, when they rounded up two members of the syndicate, in Kano state recently. It was learned further that the syndicate, has agents across the country, who were recruiting women, under the guise of getting them mouthwatering jobs in Libya. Vanguard also learned that these women were not required to pay any money for their transportation, as they would be transported to Kano state by the syndicate’s agents for free and when they arrived Kano, members of the syndicate would fix them in a bus that would take them to Niger Republic, from where they would be taken to Libya by road. Sources disclosed that the Kano based syndicate has an affiliation with a human trafficking cell in Niger Republic, which after receiving these women, would sell them off to prostitution rings in Libya, where they would be held captive and be made to work as prostitutes for two years in order to off set the bills spent in transporting them to Libya and their owners would make substantial profits from them. It was gathered that operatives of the IRT, headed by Deputy Commissioner of Police, Abba Kayri, in February 2020, intercepted intelligence about the syndicate’s activities and arrested a commercial bus driver, Abudulahi Umaru, who plied the Abuja- Kano route, helping the syndicate transport victims from Abuja to Kano State. His confessions were said to have aided the operatives in apprehending the ring leader, Abubakar Suleiman, in Kano state while Nofisat Mustapha, the syndicate’s last victim, who was led into believing that she was going to get a job in Libya was rescued when she arrived Kano State. I earn N10,000 per person—Suleiman In his confession, Abubakar Suleiman said; “I started human trafficking last year, I was introduced to the business by a Nigerien, known as Almusuru, who had relocated back to his country. Almusuru and I were working together at Matara Motor Park Daura Road, Kano. After Almusuru left for Niger Republic, he would call me that people were coming to meet him in Niger and when they got to Kano, I should put them in a vehicle that would bring them to Niger republic. I have sent over 100 people to Almusru and I earned N10,000 for each of them. I don’t know where the people came from, Almusuru was the person communicating with all the agents across Nigeria and my job was just to take them to Niger Republic and Almusuru would pay me my money. I don’t even know if they would get to Libya safely or die in the desert. I knew it was a crime but I was doing it because I needed the money”, he stated All I care about is money——Umaru In his own confession, Abdulahi Umaru, a native of Kadawa area of Kano state said; “I was arrested because I was into human trafficking. As a commercial bus driver plying the Abuja, Kano route, I worked for the human traffickers. I helped them ferry their victims from Abuja to Kano and would hand them over to the agent in Kano, who would take them to Niger Republic and from where they would go to Libya and become slaves. I don’t care what they do in Libya, though I have heard in the news that there is modern day slavery in Libya and how Nigerians are being treated in that country. How I was lured—Nofisat When Vanguard interviewed the victim, Nofisat Mustapha, who is a native of Abeokuta Ogun State, she narrated how she was lured by the syndicate’s agent and how she was rescued by the police. She said; “I am a secondary school dropout, my husband left me three years ago, when I was about having my second child. He heard that I was going to have the child through surgery and he had no money, so, he abandoned me in the hospital and ran away. My mother footed the bills and I was discharged but I had no job and was forced to work at a building site in Ogun State. I worked to the point where I started feeling pains from the surgery and I had to stop, then I started cooking and selling noodles. Last month, there was this lady living in my area who approached me and told me that she didn’t like the way I was suffering and she wanted me to quit and travel to Libya to get a good job where I would earn good money. She said she would send me to Kano state , then the person in Kano would send me to Libya, I would work for one year and that the Kano man who sponsored the trip would take all my salary and after wards, I would start earning my money. I boarded a bus to Kano from Agege, Lagos and when I arrived Kano, the police were already waiting for me and I was arrested. I didn’t know that the plan was to sell me off in Libya. I was only trying to go and look for money to take care of my children.
