Just in: NLC Vs. FGN: First half ended goal-less. It was tension-soaked as both sides brought in different play formations - the referee NASS issued 2 red cards to FGN, 5 corner kicks & 1 penalty, but no goals recorded. FGN has exhausted its reserve players while NLC reserve bench is packed full with both foreign and home based players. We do not know how the second half will look like, but it seems FGN is relying on luck and praying that NLC will run out of players so that it can go for the kill while NLC head coach says his boys are playing according to instructions, but will likely make some few changes and bring in the hit-man PENGASSAN, an international striker. The second half looks good and we expect to see at least a goal scored. Meanwhile, we will take some commercials and return

Threatening to go to war over the issue of "Islamic" banking? Do we wonder that there is so much violence in the north when those who ought to be leaders use such intemperate language over a matter that requires nothing but communication and dialogue.
I am beginning to agree with those who have hitherto insisted that there more to this issue than meets the eye.

I have watched with total amusement the dialogue of the deaf going on between the pro and anti-Islamic banking recently operationalized by the Central Bank of Nigeria (CBN). I asked myself whether the debate has been about rocket science or breakthrough in modern medicine. It is a shame that a significant fraction of our national discourse has been wasted on an issue that should have been thrashed at policy level. I have maintained that it is only leaders suffering from acute poverty of ideas that resort to religion and ethnic pandering as an escape route in public debates. What is non-interest banking? What is Islamic banking? What are the effects of both on our economy and to a large extent polity? What is the interest of CAN in opposing Islamic banking? Is CAN a subterfuge for anti-Sanusi elements? Unbiased answers to these questions will help us in relocating the debate from the pedestrian level we have been pushed into by men who are looking for a minute opportunity to exhibit their infantile political libidos.



What is Non-Interest Banking (NIB)? As the name implies, this is a form of banking that the borrower attracts zero interest from the lending bank. The subscriber to a non interest loan requires no collateral to access the facility. All the beneficiary need to do is the provision of a viable business proposal to the bank for approval. The bank enters into profit sharing agreement with the beneficiary, and the profits made from such ventures are used in running the banks. Bank charges are also deducted through this process. Because the bank carries the entire risk, monitoring and strict disbursement conditions are the hallmark of non-interest banking. The bank bears 100% loss in the event of business failure.



What is Islamic Banking? The 1991 financial services decree(BOFIA) is the law that laid the foundation for the operation of Islamic Banking, which is a subset of non-interest banking. The Central bank of Nigeria under the leadership of Prof. Charles Soludo (A distinguished scholar and arguably the best CBN governor of all time) developed the framework for the take off the NIB. The Islamic banking model is one of the three subsets of NIB that the apex bank approved for this facility. The Islamic bank is designed around the Islamic ‘sukuk’ system which has similarities with ‘bonos’ of the capitalist system. The difference is that ‘sukuk’ money is invested in concrete projects and profit share is distributed among clients (http://www.worldbulletin.net/index.php?aType=haberArchive&ArticleID=37814). I do not think that a devout catholic like Prof. Soludo with his first class mind will do anything against his faith. A man who consolidated the banking industry and shielded our financial sector from the recent world economic meltdown will always think in the interest of the country. This consolidation of the banking sector is what Mallam Sanusi Lamido is currently adding value to by weeding out “the rogue bankers” from the system. As a risk management expert, SLS is better placed to know the pros and cons of Islamic banking.



What are the effects of both on our economy and the polity? The first license for an Islamic banking model was issued to Jaiz International Bank. People have asked why the Islamic banking window first? The answer is simple: Jaiz International applied for this model and was dully licensed after meeting the CBN regulations. It is also public knowledge that IBTC has been granted provisional license to operate an Islamic banking window. Is Atedo Peterside a Muslim? The introduction of this banking model will harness the creativeness of young Nigerians who are unable to access loans from the conventional banks. Imagine what this opportunity will do to a university graduate who desires to be self-employed? The major beneficiaries will be the small scale industries that are perpetually hampered by absence of collateral in accessing bank loans. Our productivity will grow in leaps and bounds, unemployment will be reduced, agriculture will be boosted and crime rate will be lowered. It is amazing that people want us to throw these benefits away because of the name “Islamic banking.” I beg to differ. These benefits will in turn ensure a stable political environment devoid of the present rancours. We shall have a better political climate when the politician has no youth to use for his devilish tendencies.



The hypocrisy of the Christian Association of Nigeria (CAN), led by Pastor Ayo Oritsejafor though baffling, is not unexpected. The noise about using the Islamic bank as a tool of Islamizing Nigeria is a red herring to divert questions from discerning Christians. I am a thoroughbred Anglican and I wonder how I am going to be Islamized by a bank I have a choice not to patronize. We have been fed with beer parlour tales of how Islamic principles will be applied in disbursement of the loans which in the mind of the talebearers amounts to Islamizing Nigeria. Haba! What these “merchants of the Gospel” failed to educate their followers is that there are investors who would not want their funds invested in the manufacture of alcoholic beverages, casinos, cigarettes and prostitution enhancement ventures. These individuals will not channel their funds to the normal Non-Interest banks, but to an Islamic bank window that will ensure strict adherence to these principles. The CAN president and his co-travelers should please answer the questions below:



1.Has the holiday on Sundays evangelized non-Christians?



2.Has the cross symbol in public health institutions evangelized non-Christians?



3.Has insurance companies owed by churches evangelized the entire country?



4.Is he aware that the Christian universities are operating in strict adherence to the teachings of their respective ministries?



5.Is he aware that himself and other multi-billionaire pastors are in a position to help Christians by establishing a Non-Interest bank that will practice in total adherence to the teachings of our Lord Jesus Christ.?



6.Is he and other church leaders worried that their congregants will start asking essential questions on the lifestyles of “men of God?”



7.When will they pause to imagine what our society could have been if the early churches in Nigeria spent tithes and offerings in exotic lifestyles instead of investing in extremely affordable schools and hospitals?



I will admonish CAN and its leadership to heed to the declaration of Osaro Eghobamien, a senior advocate of Nigeria and a Christian that “objections to Islamic banking in Nigeria is a result more from a lack of understanding of what the banking products are really about and how the system works. “You see, all the leading banks in the world provide Islamic banking desk. There is absolutely nothing wrong with it. But maybe we need education. I have heard some inflammatory comments from very senior leaders in Nigeria. It just demonstrated ignorance because they need to ask what it entails. It is only a product that is being delivered by a bank and you have a choice.”



It was remarkable that Mallam Sanusi Lamido Sanusi declared on the floor of the House of Representatives that the second highest shareholder of Jaiz International Bank is an Igbo man. He also stated that about 60% of the shareholders are Igbos. The point he was making must have been lost on linear thinkers without deep analysis. It is a fact that the Ndigbo is the most homogenous ethnic group in terms of religion in this country. Sanusi’s point was clear: THE IGBO MAN IS A BUSINESS MINDED INDIVIDUAL THAT TAKES ECONOMIC DECISIONS WITHOUT SENTIMENTS. YOU CAN GIVE HIM THE WHOLE WORLD, BUT HE CAN NEVER BATTER HIS BELOVED CHRISTIANITY FOR ANYTHING.



Finally, is CAN involved in shadow boxing on behalf of anti Sanusi elements? CAN is knowingly or unknowingly fighting the battle of discredited bank chiefs and their collaborators. What was the position of CAN president when Erastus Akingbola and Cecelia Ibru, both high profile Christians milked the deposits of fellow Christians? Akingbola in particular was a senior church elder at the time and introduced morning Christian fellowships in all branches of the bank. All these notwithstanding, the bank was looted by this man and CAN was mute. That is not the way to lead the flock. My last question is why didn’t the CAN leadership demand for audience with the CBN governor instead of playing to the gallery?

The Senate President, David Mark, has called on the federal government to elongate the one year compulsory National Youth Service Scheme to two years.

He made the call in Abuja when he addressed the 125 National Defence College (NDC) participant's course 18 graduates and their directing staff. He said the additional one year should be devoted to military training.

Mr Mark argued that the current three-week orientation program is "just inadequate." He suggested that, in addition to the military training, the first year should also be devoted to training the graduates in discipline, national interest, values and inculcation of patriotism, ideals of nationhood and development. "I believe that when we get our national interest and values right with proper discipline among the youth and commitment to our fatherland, the ingredients needed for national survival, and the malaise in our society would have been erased," he said.

ACTION Congress of Nigeria, ACN, has kicked against the appointment of the Vice Chancellor of the Federal University of Technology Owerri FUTO, Professor Cyril Onwuliri, as the collating and returning officer for the presidential and governorship elections in Imo State.

Professor Onwuliri is the husband of Professor Viola Onwuliri, incumbent Governor Ikedi Ohakim's running mate in the April 26 governorship elections in Imo State.

Incidentally, Ohakim's running mate also teaches in the same school and her husband is billed to retire in June just two months after the elections.

The party, which had earlier complained about the appointment of several FUTO lecturers as returning officers, had expressed fears that if the situation was left unchecked, it could lead to violence and chaos in the state, since the VC had vowed to return the incumbent governor and allow for litigations since his retirement was just by the corner.

Letter of appointment
In the letter of appointment, INEC.CHROEVOL.1, signed by Jega, the INEC chairman claimed that 'those appointed are very senior high level personnel in the public service who have proven themselves to be persons of high integrity, imbued with a strong sense of public responsibility.'

Jega, therefore, directed the State Resident Electoral Commissioner, Mrs. Rose Oko, that 'you are, therefore, requested to accord these officials the needed assistance and cooperation to enable them discharge their duties efficiently and as expected.'

He confirmed that 'for your state, the person appointed is Professor Celestine O.E. Onwuliri, Vice Chancellor, Federal University of Technology, Owerri (contact details withheld).Please contact him and offer him all the necessary support and assistance.'

ACN is, however, worried that there was no way the state REC could be an unbiased umpire, having accepted accommodation by the state government where she is quartered among serving commissioners in the state. It also accused Jega of withholding her accommodation allowance.

The state REC also claimed that the INEC chairman failed to pay their housing allowance while he returned over N2.5 billion to the federal treasury.

Governorship candidate of the party in Imo State, Senator Ifeanyi Ararume, while reacting to the information yesterday, explained that having complained about the character of the REC and her utterances since she resumed in Owerri, Jega should have thrown her away to ensure transparency.

He said: ' I am not surprised that such sensitive information has been hidden from the electorate and INEC top brass by Mrs. Oko. There is no way transparency could be ensured if the PDP running mate was until her selection a lecturer of FUTO and the husband still in service and the lecturers from the school appointed as Returning Officers.

Uba said INEC should not allow the mockery of last Saturday to repeat itself and ensure that the Result Sheets accompany all the required materials to the polling Centres to avoid the diversion of materials and delay in some of the boots as witnessed last Saturday.

Prof Viola Onwuliri is a wife to VC FUTO Owerri. She is running mate to Ohakim. The husband mobilize over 40 students and lecturers to serve as INEC adhoc staff, and he is the returning officer

A letter purportedly signed by INEC Chairman, Professor Attahiru Jega and addressed to Imo state resident electoral commissioner appointed Professor Celestine O. Onwuliri, the VC of Federal University of Technology (FUTO), Owerri, as the Chief Collating and Returning Officer for the forthcoming presidential and governorship elections in Imo state - (See "Imo ACN kicks against FUTO VC as returning officer" vanguardngr April 8 2011).

Prof Onwuliri's wife, Professor Viola Adaku Onwuliri is contesting in the governorship election in Imo state as deputy to incumbent governor Ikedi Ohakim. Professor Viola Onwuliri also teaches at FUTO, Owerri.

A large and disproportionate number of FUTO officials have also been selected by INEC to serve as returning officers during the elections.

Prof. Celestine O. Onwuliri may retire from the service of the university system a few months from now .

In a letter of appointment, INEC.CHROEVOL.1, signed by Jega, the INEC chairman claimed that “those appointed are very senior high level personnel in the public service who have proven themselves to be persons of high integrity, imbued with a strong sense of public responsibility.”

The Action Congress of Nigeria leadership in Imo state had since protested the action of INEC. Other stakeholders and political parties in the elections are either waiting for INEC's reaction since one of the parties have protested, or are poised for a showdown with INEC.

But there are still questions to be answered:

Did Jega actually approve or personally signed the letters authorizing the appointment of Prof. Celestine O. Onwuliri as Chief Collation and Returning Officer?

If Jega did, was he aware that Professor Onwuliri's wife is contesting in one of the elections Jega appointed her husband to serve as collating and returning officer?

Did Governor Ikedi Ohakim's office recommend to INEC those to be appointed to handle most sensitive aspects of returning and collation of election results in Imo state?

And if Governor Ohakim's office really did the recommendations, is it a nationwide practice that state governments recommend those that serve in the category of principal collating and returning officers in elections?

If JEGA was not privy to the sordid nature Imo state election officers' appointments, who then is holding court for Prof. Jega at INEC?

Or did an insider set out to betray Jega, and thus smear his reputation as a neutral umpire even before the elections are yet to begin?

It is really sour that the present INEC can make room for this open recrimination against its much-vaunted neutrality in an election Nigerians are expecting to see as a watershed in the country's checkered election history.

I use an MTN Line, and twice now my money has being deducted from my "line Account" without me preforming any transcation such as sending a txt or calling just to say the least, !
On the 12Th and 18Th of the month respectively N518 and N140 where deducted from my account just like that without any Xplanation as for the reasons for the charges!
i've called their ntwrk centre over 17times, and before someone even answers me i'll have to wait for over 55mins listening to plenty ridiculous Jingles & Jamboree before someone even picks the call, there was even a day i had to wait for 1hr, 3mins before some1 answered me, !
Refund me back my money, they wouldn't! Ok, Xplain where the Hell my money has gone to they also wouldn't.
Each time some1 answers the call i'll be told that my Call records haven't bin updated or that my complaint will have to be re-directed to another office or just some other rubbish, !

If your a Nurse in the MSS(Midwives service scheme), u'll agree with me that a workshop was held for you this month between march 14th-18th nationwide in all the states, !
this workshop was meant to bring all nurses and midwives under this scheme up-to-date with current practices in PPH and other areas of healthcare relevant to ensuring a reduction in maternal and child mortalities and morbidities @ the grassroot.!
However, what happened in the conference hall of ministry of health Lafia, Nasarawa State was a Gross abuse of the good intentions of government by persons who don't care about healthcare, but only about their pockets and how much money they can make from these hard working midwives and nurses sweating it out @ the grassroots.
The required topics to be covered wasn't covered among plenty other irregularities, on the final day after the workshop was over these midwives and nurses were forced to sign on paper that they received N20,000.00 but they ended up being paid N12,000.00 each, !
This is so painfull, because anytime a well meaning programme aimed at the ordinary nigerian is set in motion, these hungry Buffalos must do evrytin possible to sabottage it.
Please other midwives and nurses share your experiences at your various centers and what is the way forward for us to achieve transparency in a sector as important as our healthcare delivery system.`

The government of United States of America has kickstarted moves aimed at prosecuting Nigeria’s former vice president, Alhaji Atiku Abubakar, for his roles in the alleged laundering of over $40 million to the country through Jennifer Atiku Abubakar, his fourth wife, between 2000 and 2008.

A document obtained by the Nigerian Tribune and which was endorsed by a member of the US House of Representatives, Honourable John Conyers Jr. had confirmed that the US Attorney-General had been empowered to look into the Abubakar case.

A letter from Conyers dated January 7, 2011 and addressed to Honourable Eric H. Holder, the US Attorney General said that the US would not be taken seriously in the fight against financial crimes if it cannot deal with such crimes when they happen in its shores.

The letter read: “I am writing to refer information to you by the Senate Permanent Subcommittee on Investigations (PSI) relating to suspected money laundering by Politically Exposed Persons. Its bipartisan staff report titled “Keeping Foreign Corruption out of the United States: Four Case Histories,” the Subcommittee details four serious matters involving [potential crimes, including one involving US citizen Jennifer Douglas, wife of Atiku Abubakar, former vice-president and current Presidential candidate in Nigeria.

“I realise these matters raise serious questions and involve matters of foreign relations as well as more conventional law enforcement considerations. At the same time, there is a risk that our ability to promote rule of law abroad may be compromised if we cannot remedy alleged violations of our anti-corruption laws by powerful foreigners.

“An electronic copy of the Senate Permanent Subcommittee’s bipartisan staff report accompanies the email transmission of this letter. The report is also available at the Subcommittee’s website.”

In his reaction, head of media, Atiku Campaign Organisation, Garba Shehu, dismissed the allegation with a waive of the hand, saying there was nothing to it.

According to him, “This is a recycled story. They said it two years ago, and they are going round with it again. But I can assure you all these are mere figments of the imagination of their fabricators. Nothing of such happened. It is just a smear campaign, there is nothing to the allegation.”

Ahead of the Peoples Democratic Party presidential primaries, the two main contenders for the ticket of the party, President Goodluck Jonathan, and former vice president, Atiku Abubakar, have stepped up their campaigns through personal telephone calls to members of the National Assembly and known delegates.

This is even as governors on the platform of the party are tightening the noose on the control of delegates from their respective states to ensure effective control of the delegates and to prevent a situation in which aspirants and campaigners would break into the ranks of the delegates with the view of gaining access and control.

Abubakar was said to have commenced the one-to-one personal telephone calls and visits to some Senators immediately after the outcome of the primaries, congratulating those that won just as he expressed sympathy with those that lost their primaries.

This was believed to have been followed with text messages in which the former vice president requested recipients of his messages to respond with a ‘yes’ if they agreed with his campaign and proposal, which was not clearly defined.
It was gathered that it was not long after Atiku finished his calls and text messages that President Jonathan’s calls were equally received by some members of the National Assembly canvassing support from them ahead of tomorrow’s primaries .

President Jonathan was said to have appealed to the National Assembly members to choose him ahead of his rivals.
Some of the President’s aides also made efforts to disabuse the minds of the lawmakers many of whom failed to get return ticket, that he abandoned them to their fate.

It was not immediately known if the aggrieved lawmakers would be swayed by the overtures being made to them to support the president
A member of the House of Representatives from one of the North-central states told Daily Sun in confidence that President Jonathan found it difficult to talk boldly on what he really wanted as he could not freely converse on phone.

“I think, the president is not too sure of the kind of support he now enjoys from the members of the National Assembly, following the outcome of party primaries in which about half of PDP Senators and members of the House of Representatives failed to secure return ticket.
“The development showed that President Jonathan is only concerned about pursuance of his interest and not that of any person yet we stabilise the polity for him. He certainly knows that his stand to ditch members of the National Assembly for the governors was certainly not fair and good enough,” he opined.

Meanwhile, members of the National Integrity Group in the House of Representatives that drummed support for the emergence of Jonathan as acting president through the adoption of “Doctrine of Necessity,” were at daggers drawn with some members of the Jonathan/Sambo Campaign Organisation and others in the presidency, who they believed shortchanged them over some financial gifts sent to them before the PDP primaries.

Daily Sun gathered that some cash assistance and gifts to the tune of $10,000 per member of the Integrity Group were allegedly sent to them but at point of delivery, the members were instead given $7,000, which they turned down obviously having knowledge of the amount they were expected to receive.
The monies were never returned to the members, who had to go for their party primaries until Tuesday when those assigned with the responsibility of giving out the cash to the members returned with $15,000 for each of the members to gain their support for tomorrow’s primaries.
The development angered the members, who wanted to address a press conference to denounce their support for President Jonathan but were prevailed upon not to do so owing to the political meaning that might be read into such a move.

It was, however, gathered that since some of the members of the National Assembly, who lost primary election had defected to other parties, then strength of members of the National Assembly is not enough to be a deciding factor if the governors kept their promise for President Jonathan who was believed to have the odds in his favour so far.

Daily Sun equally gathered that members of the Jonathan/Sambo Campaign Organisation, particularly those at the directorate level, usually cornered most materials and cash for campaign to themselves without reaching out to those for whom the items and cash support were meant.
The development was believed to have discouraged most supporters who saw them as self-serving rather than working for their principal,who entrusted them with so much but with result not commensurate with the support they received from some governors and friends of the president.
Daily Sun’s findings also indicated that despite the incumbent factor, President Jonathan might still have to reach out to other delegates if he was desirous to clinch the ticket with an appreciable margin.

Strong indications have emerged in Minna, Niger State that former military president, Gen. Ibrahim Babangida, could still run for the presidential primary of the Peoples Democratic Party (PDP) for the 2011 elections.

This followed the choice of ex-vice president Atiku Abubakar as the Adamu Ciroma-led committee’s consesus candidate for the North on PDP’s platform.

Babangida, Governor Bukola Saraki of Kwara State and General Aliyu Gusau lost out to Atiku in the screening carried out by the Ciroma committee.

However, a source close to the IBB Campaign Organisation told Daily Sun in Minna, that over one week after the decision of the Ciroma committee was made public, Babangida had not directed his campaign offices to be closed or be merged with Atiku’s.

The IBB campaigners, according to findings, were still hoping because of certain revelations concerning Atiku which could lead to his being disqualified from contesting and consequently allow Babangida to slug it out with President Goodluck Jonathan at the national convention. The source also said that since Atiku was picked as the consensus candidate, it had also been discovered that “83% of people in the North are not favourably disposed to his choice which could force a rethink by the elders in the region.”

A meeting on the issue and the political future of the former military president was held at his Minna Uphill mansion on Tuesday evening with Chief Raymond Dokpesi, General Ali Akilu, Alhaji Shehu Ndanusa and other prominent actors in the Babangida campaign in attendance. A source said the meeting did not resolve that all the structures of the former aspirant should be dismantled neither did it ask the foot soldiers to work for Atiku as agreed by the consensus committee and the aspirants. “You can see we are all in our offices. Nobody has told us to dissolve or dismantle” , a top official of the IBB campaign group said.

Another top aide of the former General in the South-West, who did not wnt to be named, confided in Daily Sun: “I did receive a message this morning (Wednesday) that we should strive to maintain the structures because negotiations are still going on. It is true we are not dismantling yet, for anything can happen. All these are geared towards the elements of consensus and zoning.

“We are still working and intesifying efforts on the delegates for the PDP primaries. We are exploiting some possibilities for consensus and nothing is ruled out. That is the signal from Minna and we are acting in that direction.” Meanwhile, the Atiku campaign office in Minna had continued to receive more converts. Niger State chairman, Contact and Mobilisation, Atiku Campaign Orgainisation, Alhaji Ilyasu Dhacko, said in Minna that the group was working hard to get the required delegates from the state during the convention slated for next year.
