On February 4, 2004, Mr. Wang Huaichen, deputy governor of Sichuan provincial government gave a speech of "Implement policy of the State Council on strict control over-investment in some industries", urging the business to develop new pattern of dry-process cement with single line capability not lower than daily yield chamotte of 2000 tons.
