If your intention is to setup a business directory i would suggest Wordpress/joomla. Wordpress and Joomla are easier to manage |

there are some great plugins for adverts for both joomla and wordpress. However if you want an advertising platform which is built specifically for advertising here is what i would do. build your website, but specifcy where you want your adverts ( the developer can assist with this) and in the backend allow for some simple HML code to be inserted. then install OPENX on your server this is a hosted and non hosted advertising platform which works great, check it out there are lots of features plus its open source thus allowing for customisations and specifc methods to be build if you require them.
