there is nothing like that with Ecobank. You can only receive money through western union and cannot send money out.

You CANNOT send money through western union from Nigeria...enuff laundery for don happen if you can.
Maybe its wire transfer or so. Also if its to african nations like Ghana, it could be what LATE IntercontinentalBank did back then (i-cash ghana)...Some other countries in africa send western union, but for now you can only receive in Nigeria...strict rules apply to us here in Naija.

u cannot send money abroad via western union in nigeria. maybe the staff u met are trying to sell the option of international/telegraphic transfer to u for which a dormicilliary account is required.
