There is something odd about the driver who filmed this, mutted, no attempt to call for rescue, is as if he brought the plane down and enjoyed watching it.

That car is a an official patrol car, the antenna is a proof...
The crash happened at the airport, the fence is a proof...
The airport ATC should be aware of the troubled plane...
The plane had just taken off, but couldn't get airborne (apparently) because it was not configured for take-off mode hence it stalled and fell down from the sky.
