Manchester Utd will not submit 3 bids if the interest is not there, in football there is no smoke with out fire. Obviously Cesc will not say he wants to leave. Remember this boy was the captain in Arsenal, he is now become a part player (ambition). This boy has won the league with Barca already and has played with the great generation and considering the success of RVP, Manchester UTD might be the way out.

Anyway lets wait and see... may £40m will change his mind
