only solution i see is getting the rom backup from another similar phone and flashing it back into your phone. Since tecno is quite unpopular on xda you should try and get in touch with other b3 users here on NL. maybe someone might upload theirs for you to download and re-flash. It's usually mighty huge i.e ranges between 300 to 700mb. Goodluck

all of it.. The backup is a zip file which contains everything the rom is made up of. Since you have cwm on your phone already and you are conversant with sp flash tools you can reinstall the backup in your phone in no time as long as you have the correct version.

yeah.. Bt using sp flash tool I downloaded recovery.img bck, bt only dat.. Nw cn only boot into recovery

good to know your cwm is installed and running perfectly. That's half the solution.
You need to get a nandriod backup or rom backup from another tecno b3 user and save it to your p.c.
N.B: FLASHING IN ANDROID DEV TERMINOLOGY DOES NOT ENTAIL WIPING OUT THE WHOLE DATA IN THE PHONE BUT OVERWRITING PREVIOUSLY CLEARED DATA WITH NEW COMPATIBLE ONES. Hence the warning '' always have a rom/nandroid backup before flashing custom roms or flashing scripts so that peradventure bootlooping occurs(as in your case) you can restore the ''backup'' consequently ''resurrecting'' your phone.

This is a very short but Comprehensive tutorial to
help you root your Tecno L3 Device.
For This Tutorial, The below Requirements are highly
needed.
Requirements::
*. Make sure your device have at least 60% battery
power. [How to Check Battery Percentage in Android
Device press settings>>Battery or download any
battery optimizing app from google play e.g]
*. A Computer with an Internet Access.
*. The Device you want to Root.
*. A USB to connect your Device and Computer

Steps:
Step 1.
Extract The Zipped File Into A Folder After
downloading it from The Link Above With WinZip or
anyother extracting Software
Step 2.
Run it and Select 'Other' If it asks you for Device
Type. You will then be asked to Connect your Device
with USB debugging Enabled. (Enable it By going to
Settings > Applications > Development > USB
debugging and tick the USB debugging option)
Step 3.
Press enter, connect your phone, follow the on-
screen instructions to complete the process.
The messages will tell you that the phone needs
