 WILLING TO WORK FOR LONG HOURS
 COURTESY/POLITENESS
 CUSTOMER SERVICE EXPERIENCE
 Aged 18-30
2. CIVIL ENFORCEMENT
REQUIREMENTS
 MIN OF OND
 MUST HAVE GOOD COMMUNICATION SKILLS
 WILLING TO WORK FOR LONG HOURS
 PROIR TRAINING WITH MAN O WAR/PEACE CORP/CIVIL DEFENCE CORPS
 PARAMILITARY/TASK FORCE EXPERIENCE
 Aged 25-35

I think yes, he stated minimum of OND. That means any other qualification higher can equally apply.
