PROJECT UNDER REVIEW
 
Redesign and Residential Development of 4 nos 3 B/R flats at No 15 Folarin Street Alimosho, Iyana Ipaja Lagos.
 
1, The Brief
The client instructed Waldigit Concepts as follows:
Project Supervision and Management Development of residential property of property situate and lying at No 15 Folarin Street Alimosho, Iyana Ipaja Lagos.
 
b. Implementation Schedule
 
Waldigit Concepts having conducted our preliminary studies undertook the following operations:
 
Regularization of Town Planning Approval subsisting on the proposed development.
Redesign of the previously approved development documents such as working drawings and structural drawings
Preparation of tentative Cost Estimate on schedules of material, plants and labour in respect of the project, at the client’s discretion.
Mediation and conflict resolution between our Client and Community Land holders over land rites.
 
 
 
The Site
The site is lying on a firm ground with moderate percolating capacity. It’s direction slope and surface flow is not towards public drains. The site has 2 structures existing on it. It has a massive mango tree. Both one of the existing structure and the Mango Tree constitutes impediment to the proposed development. The site is very well accessible by motorable tarred road. The public drain abutting the property has a 1200mm span. Also one of the structure is been occupied by an occupant.
 
NB
The site physical and social environmental condition has a lot of variance impact on the tentative cost estimate of the project in terms of quality, time and cost .This was duly communicated to the client the best way we could.

The Construction Process
The main construction process commenced on the 3rd day of January 2011 with the setting out activities. The process span through the whole length of year 2011. Official commissioning and thanksgiving ceremony took place on the 27th of December 2011.
 
 
Project Review
A number of alterations were made and injected into project implementation schedule as follows:
1.                  The above scheduled estimate was prepared as guide before the physical inspection to the site was conducted.
2.                  The site’s slope was opposite direction away from the public drains, a situation that necessitate major ground modeling of cutting and filling.
3.                  The concrete over site work initially scheduled to be 100mm thick was increased to 150mm.
4.                  Extra layer of concrete was requested to be put on the Ist floor slab at the client’s request.
5.                  The store in the front 1st floor flat was requested to be expanded.
6.                  The existence of structures obstructing the building area, called for demolition and evacuation activities with attendant implication on labour cost.
7.                  The Plumbing system eventually adopted the make the occupant of the building independent to some extent necessitate deviation which did not form part of the schedule under consideration at the conception stage of the project.
8.                  Spiral Staircase was reintroduced as opposed to the initial schedule.
9.                  The existence of occupant on the before and during the building operation and other structures impact so much on the space availability and consequently on material procurement and stock, as such advantage of bulk purchase was jeopardized. The cost implication of this was not part of initial consideration at the conception stage.
10.              The inclusion of miscellaneous structures and improvement with renovation of existing ones also was not part of the initial schedule. Example is external toilets (2nos), boys quarters renovation, store, fence demolition and reconstruction with re-plastering impacted so much on deviation experienced in the initial cost estimate as this does not form part of the considerations and assumption the document.
11.              The choice of PVC ceiling sheet instead of asbestos that was in the cost schedule increased the roof cost implication.
12.              Several stop work request was made at the instance of the client to allow for acceptable decision making.
  
 
 
Conclusion
The project which was estimated at cost of 20 million naira in the year 2010 experience budgetary variance of about 15% due to combination of factors below:
 
Time extension due to social condition of working environment.
Alteration executed during project review in the course of construction
Inflationary cycle effect on building materials
Intervention by the Client.
 
However, from the functional, structural, aesthetic and urban design perspectives, the project has been awarded A ratings by many technical and non technical independent observers .
  
The Contract Sum is twenty three million and forty nine thousand naira only.
