NEEDS ASSESSMENT
OF POLY & COLLEGES
OF EDUCAION
SUBMIT REPORTS
The Committees
set up by the
Federal Government
to assess the
infrastructural and
related needs of the
public Polytechnics
and Colleges of
Education across
the country with a
view to come up
with actionable
recommendations
that would guide
government in
repositioning the
institutions have
submitted their
reports.
Presenting the
reports on behalf of
the members of the
committees on
Tuesday, 01 July
2014 in Abuja, Mrs.
Hindatu U. Abdullahi,
Director, Tertiary
Education
Department, who
chaired the
Committee of
Colleges of
Education, said that
the committees
adopted diverse
methodologies,
including data
collection
templates, to
capture various
information from
fifty-nine (59)
Polytechnics made
up of 21 Federal and
38 States, and
sixty-six (66)
Colleges of
Education
comprising 21
Federal and 45
State.
She said that the
reports contain the
findings and
recommendations
of the committees
based on facts,
figures and tangible
evidence gathered
from the
institutions visited.
Receiving the report,
the Supervising
Minister of
Education, Chief
(Barr.) Ezenwo
Nyesom Wike,
thanked the
members of the
committees for
timely submission
of the reports,
saying that the
reports will be
immediately
forwarded to Mr.
President.
He assured that
government would
extensively
deliberate on the
reports as done for
Universities with a
view to finding
funding options.
Some of the
findings in the
reports are as
follows:-
•All categories of
physical facilities in
both Polytechnics
and Colleges of
Education are
grossly inadequate,
while available ones
are utilized beyond
the installed
capacity;
•Some vital learning
resources are
completely
unavailable;
•The enrolment
policy of 60:40 ratio
for Science and Arts
based courses in
Colleges of
Education and 70:30
in favour of
Science /Technology
and Arts/Social
Sciences in
Polytechnics is not
implemented;
•In some
institutions, the
teacher-student
ratio is low;
•Most of the
institutions do not
have on-campus
hostels while the
available ones are
overcrowded, poorly
lit and not
adequately
ventilated and in a
state of disrepair;
•Municipal facilities
are inadequate and
in poor condition.
Based on these
findings, the
Committees
recommended the
followings:
•Completion of
abandoned and on-
going projects;
•Rehabilitation and
upgrading of
facilities,
infrastructures
that are in the
state of disrepair;
•Provision and
rehabilitation of
students hostels
through public
private partners;
•Recruitment of
qualified teachers
and training /re-
training of
personnel;
•Provision of
essential Learning
Resources/
Materials;
•All Polytechnics and
Colleges of
Education should be
linked to the
National Power Grid
and provide
alternative/
support of power in
Libraries,
Laboratories,
Workshops and
Studios;
•Review of the laws
establishing these
institutions.
Specific
recommendations
for Polytechnics are:
•Removal of the
dichotomy between
holders of the 1st
Decree qualifications
and Higher National
Diploma;
•The Curriculum of
the Polytechnics
should be reviewed
regularly to address
changes in
industries and the
demand in society,
ensuring inputs
from stakeholders;
•The National Board
for Technical
Education (NBTE)
and National
Universities
Commission (NUC)
should develop
standards for the
award of B. Tech by
Polytechnics.
Specific
recommendations
for Colleges of
Education are as
follows:
•Grant autonomy to
deserving Colleges
of Education to
award degrees in
Education;
•Colleges of
Education running
Degree programmes
should increase the
enrolment of
students into their
programmes;
•The National
Commission for
Colleges of
Education (NCCE)
should ensure that
all Colleges of
Education running a
Degree programme
should have not less
than sixty per cent
PhD holders of the
total academic
staff strength for
each of the degree
courses.
•Provision of
Centres for
Education
technology (CET)
with all the requisite
facilities.
It would be recalled
that President
Goodluck Jonathan,
in May 2013,
approved the
constitution of the
NEEDS Assessment
Committees of
Nigerian Public
Polytechnics and
Colleges of
Education, which the
Honourable Minister
of State for
Education, Chief
(Barr.) Ezenwo
Nyesom Wike,
inaugurated on
October 28, 2013, to
among others, carry
out a detailed
inventory and
appraisal of all
existing physical
facilities for
teaching and
learning in the
institutions with
particular reference
to their adequacy,
quality and
relevance.

Federal Polytechnic
Bida ASUP suspends
strike, resumes
clasess
Another Federal
Polytechnic, this
time, Federal
Polytechnic, Bida has
suspended its strike
and resumed full
academic activities.
The resumption of
academic activities
in Bida brings to six
the number of
Federal Polytechnics
who have pulled out
of the prolonged
strike after the
Federal Government
resolved three key
demands of ASUP.
The school’s
lecturers have
consequently
announced the
suspension of its
strike and resumed
classes.
A statement issued
by the polytechnic’s
spokesman Ruth
Bawa said the
chapter’s congress
took the decision on
Tuesday.
Among the reasons
advanced by the
lecturers for calling
off their strike was
that the school was
lagging “behind as it
is yet to conclude
its 2011/2012
academic session”.
They also pointed
out “how the nine
months old strike
has crippled the
Internally Generated
Revenue (IGR) of
the institution,” the
statement said.
The statement said
lectures has since
commenced.

The Supervising
Minister of
Education,
Barrister Nyesom
Wike, yesterday
appealed to the
leadership of the
Academic Staff
Union of
Polytechnics
(ASUP) to call off its
11-month-old
industrial action in
the interest of the
country.
Wike assured that
government is
working
assiduously to see
that issues
surrounding
the strike are
properly addressed.
He said this in Abuja
at the presentation
of
the report of the
technical committee
set
up by the Federal
Government on the
removal of ceiling on
career progression
of HND holders and
dichotomy between
HND holders and
degrees holders.
The minister
promised that the
report
would be forwarded
to the Secretary to
the
Government of the
Federation for
immediate action.
His words: “Let me
on behalf of the
Secretary to the
Government of the
Federation for
completing the
assignment
given to them. Of
cause we all know
that
this assignment is
very serious; it is
not
any easy one, but
what is important is
that
you have come up
with far reaching
decisions that
would help to
address some
of the challenges
that have been
identified
in the polytechnic
sector.
“It is for ASUP to
know that
government is
willing to solve the
entire problem, but
ASUP should know
that the interest of
this
nation is paramount
to everybody and
that
government is doing
a lot of sacrifices to
meet up on its own
demand. ASUP
should
also in the interest
of the nation call off
the
strike.”
The committee
called for the
strengthening of
the National Board
for
Technical Education
(NBTE) so that it
can
continue with the
review of curricular
of
the polytechnic
sector and bring it in
line
with global and
industrial standard.
Presenting the
report the
Permanent
Secretary of the
Ministry of
Education, Mr.
MacJohn Nwaobiala,
who is also the
chairman of the
committee,
explained that
the committee
identified the
imperative
for changes to be
made in
classification of
HND holders in the
Scheme of Service
as a
first step to
opening the career
ladder to
enable them reach
the maximum grade
levels in the civil
service.
He also underlined
the need to
maintain
standards, by not
creating two
different B.
Tech degrees, and
therefore
considered it
more beneficial to
synchronize the B.
Tech
Curriculum proposed
by the NBTE, for the
polytechnics with
the B. Tech degree
approved for the
universities by NUC,
to
avoid further
dichotomy.
Speaking to
journalists shortly
after the
presentation of the
report, the
President of
ASUP, Chibuzor
Asumogha,
disclosed that
the presentation of
the report was “a
step
forward” in calling
off the strike.

Eleven months
after, the
polytechnics and
Colleges of
Education teachers’
strike continues.
Minister of
Education Nyesom
Wike blamed it all on
the teachers, saying
they were delaying
the strike’s end.
Speaking at the
public presentation
on the education
sector’s
transformation
under President
Goodluck Jonathan,
Wike said the N40
billon demanded by
the teachers
(N20billion for
polytechnics and
N20 billion for
Colleges of
education) would be
paid in phases, but
the two unions
Academic Staff
Union of Polytechnic
(ASUP) and the
Colleges of
Education Academic
Staff Union
(COEASU) disagreed.
He said the
government could
not raise the money
at once, hence the
plan to pay
installmentally .
Wike said:
“Government is not
the one holding on
to the strike. An
agreed proposal to
pay CONTISS-15
arrears of salaries
to ASUP members
in phases is facing
complications. Strike
is not something
you resolve easily.
“As of February
when the arrears
were computed,
both ASUP and
COEASU made a
demand of N20billion
each, amounting to
a total of N40billion.
It is not possible for
government to raise
N40bn. It was later
agreed that the
money be paid in
two phases of
N20bn apiece.”
It was gathered
that the
government, ASUP
and COEASU agreed
that N20billion
would be paid in
April and N20bn in
September or
October.
The source said:
“The minister later
informed a
committee he
chaired at a meeting
that the two unions
wrote to him after
he had
communicated the
agreement to
President Goodluck
Jonathan to say
that they were no
longer accepting the
phased payment
proposal.”
But the National
President of ASUP,
Dr Chibuzor
Asomugha, faulted
the minister’s claim.
Asomugha denied
the union’s rejection
of the proposal,
saying that it was
disappointing that
the minister would
be making such
comments when
efforts at resolving
the crisis were
going.
Asomugha said last
night: “We did not
reject the proposal;
I think we have
gone beyond that
part. The question
is: “Did the minister
plan to pay that
money at all? Did he
put it in the
budget?”
“First he (Wike) told
us it (N20 billion)
was in the budget;
later, he said it was
not in the budget.
“Why did he bring
the Salaries and
Wages Commission
to begin to raise
objections about
the payment, if
actually he wanted
to pay?
“ASUP did not reject
anything. We ever
proposed
installmental
payment and we
rolled out a plan on
how it would be
paid, which the
minister rejected
but tried to impose
his own on us,
which we also
rejected.
“Later, we arrived
at a plan on the
installment
payment on the
order of President
with the Ministry of
Labour. If the
minister was ready
to pay any kind of
installment and the
time was up, is it
our refusal that will
now stop him from
paying?. Or is it our
refusal that
stopped him from
attending three
meetings with the
Senate Committee
on Education
conveyed to resolve
the matter?’” he
said.
On Jonathan’s score
card, Wike said that
part of the
challenges facing
the government is
that about 10 million
children are out of
school adding that
government had
confronted the
problem by building
120 Almajiri schools
in the North.
Wike expressed
disappointment
that despite Federal
Government’s
efforts in assisting
state governments
towards improving
quality of basic
education, about
N53 billion Federal
Government and
Universal Basic
Education (FG/UBE)
is still unaccessed.
The government, he
disclosed, has
approved nine more
Federal universities
to improve access
across the country.
“High impact grant
to institutions by
TETFund,
supporting
institutions in
developing critical
infrastructure.
Each university
received N3 billion,
polytechnic N1 billion
and College of
Education N1 billion
each. The Federal
Government funding
of Federal
universities and
inter-Universit y
centres from 2010
to 2013 is N229,
631, 170, 175.
Laboratory in 51
Federal and state
polytechnics
upgraded at the
cost of N15 billion.”

colleagues appear to
have lost faith in
the protracted

UPDATE:
The Senate President
of NAPS: comrade
Salaudeen Lukman has
declared that the
longsufferring ASUP
strike is very much
likely to be suspended
tomorrow. While
academic activities
may be restored latest
next week.

ASUP, has suspended
its 10-month-old strike.
The strike, which
started in October, was
suspended on Saturday
morning at the National
Executive Council, NEC,
meeting of the union
held in Abuja.
The National Publicity
Secretary of ASUP,
Clement Chirman,
confirmed the
suspension of the
strike to PREMIUM
TIMES.
He said all striking
lecturers have been
directed to resume
work on Tuesday.
The ASUP NEC meeting
was held two days
after the leadership of
the union held a
‘fruitful’ meeting with
the new Education
Minister, Ibrahim
Shekarau, who was
sworn-in by President
Goodluck Jonathan on
Wednesday.
The ASUP NEC consists
of all chapter
(polytechnic) chairmen
of the union and the
national executives.
