Chemonics International, an international development company. seeks qualified candidates for an anticipated project funded through the United States Agency for International Development (USAID). This project will focus on community and youth engagement and conflict mitigation in northern and northeastern Nigeria. It is expected that the project will be based in Abuja. with a field office in northeastern Nigeria (to be determined). Chemonics seeks candidates who are passionate about
improving the lives of others with qualifications in the following fields:

Regional Program Manager


Responsibilities
In conjunction with the chief of party (COP), the RPM will manage the project's field office and oversee programming in the north.
Management responsibilities will include financial and administrative duties, program development and implementation, identification of resource recipients, and supervision of staff
Other responsibilities will include context analysis and guiding project strategy.
It is anticipated that this position will be based in northeastern Nigeria.

Qualifications include:
Bachelor's degree required; advanced degree preferred.
At least five (5) years relevant professional experience, including two (2) years of supervisory experience.
Ideally this will include programming experience in northern and northeastern Nigeria.
Demonstrated experience and skills in financial and administrative management. program development
and implementation. and grant development and implementation.
Prior working experience in donor programs; experience with community-level engagement programs preferred.



Program Development Officers

Location Abuja

Responsibilities
As the primary party responsible for the development of grant and technical assistance activities, the PDO will identify potential grantees through networking and outreach while developing grant concepts and activities.
The PDO will prepare, present, and analyze grant concepts, applications, and grant agreement/award documents to ensure consistency with program objectives.
The PDO will also support grant implementation and monitoring and evaluation activities.
It is anticipated that PDOs will be located in both Abuja and in northeastern Nigeria.

Qualifications include:
Bachelor's degree required. advanced degree preferred.
At least three (3) years of demonstrated experience in project design, development, and management of relevant donor-funded community development projects. Ideally this will include experience in northern and/or northeastern Nigeria.
Proven knowledge of local and international Non-Governmental Organizations and community-based organizations implementing relevant activities.
Knowledge of key governmental actors and stake holders, with an up-Io-date understanding of the political environment and social conditions at the national level and in northern and northeastern Nigeria.



Monitoring and Evaluation (M&E) Officer

Location Abuja


Responsibilties
The M&E officer will be responsible for the overall quality of the project's M&E systems and ensuring appropriate data capture.
S/he will consolidate findings, produce reports, and highlight methods to incorporate lessons learned into future programming.
S/he will manage data analysis. impact assessments, and oversee the design of M&E plans.
It is anticipated that this position will be based in Abuja but may require travel to other parts of Nigeria, including the north and northeast.

Qualifications include:
Bachelor's degree required.
Three (3) years of progressively responsible M&E management work experience required with knowledge of implementing M&E plans in challenging environments. ideally northern and northeastern Nigeria.
Experience with USAID or other donor-funded project M&E tasks required.
Advanced skills in word processing and MS Excel and SPSS required.
Knowledge and experience working with GIS is preferred.



Grant Managers

Location Abuja

Responsibilities
The grants manager will be charged with administrative and financial management of grants to ensure compliance with USAID and Chemonics grants processes, and regulations.
The GM will analyze and evaluate grant applications, monitor expenditures of beneficiaries, and provide grantees with technical assistance in financial management, procurement and the planning and implementation of activities.
It is anticipated that this position will be located in both Abuja and northeastern Nigeria.

Qualifications include:
Bachelor's degree required.
At least five (5) years of progressively responsible relevant experience on donor-funded projects. including grant and project management. financial management, procurement, and/or sub-contracting.
Demonstrated experience in grants management focused on ensuring that procurement, finance, logistics, and programmatic aspects are compliant and implemented on-time in challenging implementation environments, ideally northern and northeastern Nigeria.
Experience in assessing' recipient organizations' grant-worthiness with regards to financial, administrative, and program planning capacities.
Ideally this will include familiarity with USAID grant management policies.



Assistant Grant Manager

General qualifications
A minimum two (2) years relevant experience in identified field.
A bachelor's degree required in relevant field.
Experience with community-level programming in northern and northeastern Nigeria preferred
Experience with international development donors and international organizations, USAID experience preferred.




Procurement Manager

Location Abuja


Responsibilities
The procurement manager will be responsible for purchasing and delivery of goods, services and materials per Chemonics procurement policies. USAID Acquisition Regulations (AIDAR), and Federal Acquisition Regulations ( FAR).
S/he will report to the Operations Manager and will work directly with local/regional vendors and the Chemonics home office procurement department.
It is anticipated that this position will be based in Abuja but will likely require frequent travel to locations in northern and/or northeastern Nigeria.

Qualifications include:
Bachelor's degree required.
At least three (3) years of progressively responsible procurement and logistics work experience.
Experience with USAID-funded projects preferred with an in-depth knowledge of proper procurement protocols for USAID and/or other donor-funded projects required, including relevant FAR and AIDAR regulations.
Knowledge of Nigerian laws concerning procurement



Security Coordinator

General qualifications
A minimum two (2) years relevant experience in identified field.
A bachelor's degree required in relevant field.
Experience with community-level programming in northern and northeastern Nigeria preferred
Experience with international development donors and international organizations, USAID experience preferred.




IT & Communication Specialist

General qualifications
A minimum two (2) years relevant experience in identified field.
A bachelor's degree required in relevant field.
Experience with community-level programming in northern and northeastern Nigeria preferred
Experience with international development donors and international organizations, USAID experience preferred.




Field Program Assistant

General qualifications

A minimum two (2) years relevant experience in identified field.
A bachelor's degree required in relevant field.
Experience with community-level programming in northern and northeastern Nigeria preferred
Experience with international development donors and international organizations, USAID experience preferred.




Office Manager

Location Abuja


Responsibilities
The office manager will be responsible for supervising general office administration, human resource management, and the daily needs of office operations including preparing personnel documents, lease agreements, service agreements and other administrative responsibilities.
It is anticipated that this position will be based in Abuja.

Qualifications include:
Bachelor's degree required.
At least four (4) years of progressively responsible and relevant administrative and management work experience required including experience with human resources and local labor laws, with preference for USAID-funded project management experience.
At least two (2) years of supervisory experience required.




Finance Manager


General qualifications
A minimum two (2) years relevant experience in identified field.
A bachelor's degree required in relevant field.
Experience with community-level programming in northern and northeastern Nigeria preferred
Experience with international development donors and international organizations, USAID experience preferred.




Procurement Assistant

General qualifications
A minimum two (2) years relevant experience in identified field.

Accountant

A minimum two (2) years relevant experience in identified field.
