You were born 1991 and still young. I'll advice you to visit the nearest NYSC office and lodge your complain. Go with your green card and a print out of what is currently showing about processing your exemption letter. Don't give up.

Her payment wasn't comfired as a result of network issue( card inoperative at that moment) Tell her to retry another day or possibly use another ATM card.

For d money already debited, mail ur financial institution: subject: Payment debited but not
delievered/successful including ur details in the body.
Trust me, your money shall be refuded within 24 hours into your account. Cheers
