The U.S. Consulate General in Lagos is seeking to employ a suitable and qualified candidate for an Audio-Visual Technician position in the Public Affairs Section.

BASIC FUNCTION OF THE POSITION:

Under the supervision of the Information Specialist (Broadcasting), the incumbent is responsible for performing highly specialized technical duties involving installation, maintenance, repair and operation of sophisticated audio-visual equipment in support of post’s interactive television programs, teleconferencing and satellite reception.  Incumbent is also responsible for the placement of post’s AV programs with local radio and TV stations and following through to assure proper broadcast of these programs by the stations.

Incumbent installs, maintains, repairs and operates various types of audio-visual equipment, such as satellite receivers (TVRO), associated antennae and equipment, television control room, consoles, video cassette recorders, television receivers and other radio and sound equipment.   Establishes and maintains a preventive maintenance program, repairing and replacing equipment as needed. 

Incumbent performs engineering duties, such as operating, testing, and adjusting audio or video recording and sound equipment.  Incumbent records all satellite programs for placement in the Nigerian TV/radio stations to ensure proper and adequate broadcast of recorded programs.

MINIMUM REQUIRMENTS:

1. Completion of Secondary school is required.  Specialized technical training in broadcast media and or certificate in electronics technician program and maintenance is required. 

2. Minimum of two years of progressive responsibility in technical aspects of the communications media, such as a radio broadcasting and/or radio audio/visual specialist, or four years of similar experience combined with work as a journalist, writer or researcher is required.

3. Level IV Speaking/Reading English Language is required (good working knowledge).

4. Working experience of Nigerian media institutions and key figures in the mass media, government cultural and business sectors is required.  Extensive technical knowledge of maintaining and repairing electronic equipment a working knowledge or inventory procedures is required. 

5. Ability to install and maintain basic electronic equipment and operate video recording, testing and allied equipment, perform repair/maintenance on electronic equipment, maintain inventory records, interpret the needs of PD staff, relate AV equipment to program needs and ability to control satellite control room is required be able to use all electrical tools.

Member of Household: A MOH is a person who: 1) Has accompanied, but is not/not on the travel orders of a U.S. citizen Foreign or Civil Service employee or uniform service member permanently assigned to or stationed at a U.S. Foreign service post or establishment abroad; 2) Has been declared by the sponsoring employee to the Chief of Mission as part of his/her household; and 3) Resides at post with the sponsoring employee.
4. Ordinary Resident (OR): A citizen of the host country or a citizen of another country who has shifted the main residency focus to the host country and has the required work and/or residency permit for employment in country.
5. Not-Ordinarily Resident (NOR): Typically NORs are AEFMs and EFMs of FS, GS, and uniform service members who are on the travel orders and under Chief of Mission authority, or other personnel having diplomatic privileges and immunities.

BASIC FUNCTION OF THE POSITION:

The incumbent manages all facets of the Unclassified Automated Data processing Systems including Hardware, software and wide area network (WAN) connectivity. Also acts as backup Systems Manager at Public Affairs Section (PAS). Additional responsibilities are to train users and regional systems Manager for Abuja.

The incumbent optimize network systems performance. Monitor software, hardware and update system download for Department of State (DOS). Operate and maintain the Windows NT local area network (LAN) and wide area network (WAN) for optimum performance. Assist users with network accessibility. Ensure that shared resources are evenly distributed and utilized. Modify equipment and system network regarding upgrades. Incumbent provides DS with inventories of software and hardware required for operations and future installation requirements. Also installs tests and maintains all consular computer applications and troubleshoots malfunctioning equipments. Develops and maintains a systematic, prevention-oriented approach to routine network maintenance tasks. These computers are linked through a GITMU compliant network which includes Category 5 & 6 cabling, Fibre optic cables, CISCO Routers and switches, MAN microwave infrastructure and a WAN link to Washington.
