This is actually an excellent business opportunity for an unemployed person.

1) Approach a car hire place and lease/rent out a new van for a monthly fee. Typically they would cover the maintenance during the lease or negotiate that.

2) Identify strategic pickup and drop off locations (you're not going to everybody's house or job to drop them off).

3) Come up with a price and folks can reserve seating on a first registered place basis (someone charges more for front seats and window seats here in the US).

4) Distribute fliers at company parking lots and other marketing activities

So basically you are working in the morning and evening and you can still do other stuff like school/run another business during the middle of the day.

As you grow you can buy your own brand new vans (you really can't pull professionals out of there BMW/Mercedes and into scruffy vans) and hire drivers.

When you sell your IPO remember CityNG and lavish me with a reward befitting an astute and savvy entrepreneur.
