Although I don't think he would have greeted him that way if he was wearing his full regalia because that may be against it for example a Yoruba Oba with his crown on mustn't bow for another person. So I guess because he's dresses normally

This isn't true. Sanusi was not an emir when this happened. He was still a Cbn governor and visited on a day he visited CBN Ibadan from where he proceeded to Oyo to greet Alaafin.

The highly respected Alaafin of Oyo, Oba Lamidi Adeyemi, is back from his special vacation abroad and has since returned to his traditional duties.
He received the Emir of Kano, Sanusi Lamido Sanusi in his place recently and the popular Emir Sanusi, as a sign of humility, bow down to greet Alaafin.

That is never Emir of Kano. The Emir would not even bow, talk less prostration.

That was Lamido Sanusi pre-emirship. He was there in his capacity as the CBN governor, but for reasons best known to him, decided to observe the feudal custom and salute royalty as a private citizen. A simple bow would have sufficed.
