Anywhere there is plan for devolopment, there will be relevant projects to translate such plans into infastructural or technological assets. We always say, “where there is no project there is no progress.”
The sequence of project execution is very important. Sometimes, it can determine the difference between success and failure, profit or loss, financial waste or prudence in a project.
A few years back, a project was executed somewhere in Nigeria and during the construction phase, a dump truck was assigned to move materials within the large warehouse structure. After the completion of the structure with all the columns and beams errected, the contractor forgot that the truck would have to come out. The doors and lintels had being cast to size and steel members attached. The building could not be broken. The doors could not be expanded because of the structural damage that could be made on all the sensitive joints. It became a big challenge. Finally, the truck was decoupled inside the new warehouse and moved out in smaller parts and then, reasembled outside. More time, more money and people were deployed undertake the task.
On the other hand, at the end, compromise was made to the quality and strenght of the truck because local technicians coupled the truck without using the neccessary equipment.These are the kinds of activity or mistake when projects are not properly planed. Sometimes, even after planing, some mordifications come up. Where provisions are not made to handle such, major difficulty could arise.
Let me shear another experience. A few years back, during the site entry into one of the OML projects, we were contracted to fabricate some portacabins and security structures for a new oil and gas company. After the installation of the portacabins, six months into the project it was discovered that the best position for manifold was the same location the cabins where placed. The saving grace was the fact that, the offices and accomodation were provided for by the use of movable portacabins. The units were simply safely lifted out of position with a crain and relocated to a better place withing the site.
Also, during the flooding in Bayesa and Rivers state, we saw the advantages of starting a project with portacabin accomodation. They were moved out when the flood threats began. In a particular location where the community became so hostile, the cabins were simply withdrawn overnight before the aggrived youths attacked the following morning. The company never returned back but relocated to a more peaceful environment with thesame portacabin accomodation. If the accomodation was solid block work and concrete, how possible could this have being?
For any project in the third world, for offices and workers accomodation, we always advice to start with portacabin offices and site accomodation cabins. At least, we advice this for the first two years. There after, based on security reports and cordiality with host community, parmanent structures can then be built. Some times, it may appear that portacabins are more demanding interms of cost, but in the overrall, it will become better and more economical.
In fact, you appreciate portacabins more when you find out that your total accomodation need is met in a matter of weeks; no LGA building approval, no touts asking for fencing permit, no development fee, no sanitation levy and no unneccessary stop of work and ceasure of shovels and wheelbarrows. These are the usual “whahalas” with block buildings.
A block building cannot be relocated or quickly dismantled but with portacabins, this is easy. Ofcourse, in the swamps and offshore, there are no alternatives, durable portacabins remain the solution.Come to think of it, how do you relocate a bulding standing on a place that is best for a manifold, a well head or access road? Its simply impossible. But with portacabins, this is very easy.In terms of security, the arrangments of portacabins can be mordified to measure up with security needs. Cabins can be arranged into many floors for space managment. They can be designed to have a single access control point. Project offices can be moved to other project sites with ease. In fact, if not need be, cabins can be sold to recover a good percentage of the original investment after a project construction period.
