Community Participation for Action in the Social Sectors (COMPASS)
Education, Mobilization and Communication Division

Start Date: Approximately Sept 1, 2006 through May 2009 (NOTE: Position dependent on funding available)

Project Description
COMPASS is a USAID-funded project whose aim is to improve the quality of health and education services in Nigeria (Lagos, Nasarawa, Kano, Bauchi, and FCT). This project will focus on reproductive health, maternal and child health, HIV/AIDS and education at the primary school level.

May 2005 through May 2009.

Position Summary
The National Deputy Senior Education Advisor will support the Senior Education Advisor’s management of the education component of the COMPASS project and will serve as a focal point at the national level for the development and implementation of project educational activities, including in-service and pre-service teacher training for primary education, interactive radio instruction, instructional material development, girl’s education, and education for Islammiyyah schools. He/she will also ensure that the activities adhere to the project budget.

Reporting and Supervision
The National Deputy Senior Education Advisor will report to the National Senior Education Advisor in the Central Abuja Office. He/She will be responsible for managing the education staff located in the northern project states of Nigeria. He/She will collaborate with the central, Abujah-based technical staff to coordinate project activities.

Primary Responsibilities
- In collaboration with the Senior Education Advisor, central-level education staff, and state staff, design and implement project activities, work plans, and monitoring and evaluation tools for the project states’ education activities.
- In collaboration with the Senior Education Advisor, manage program planning and budgeting for the northern project states.
- Manage the education staff located in the northern project states.
- Conduct regular meetings and maintain regular communication with Senior Education Advisor, central-level education staff, and state staff for the purposes of planning, monitoring, and troubleshooting.
- Liaise with project stakeholders and other local partners.
- Provide technical guidance and support to state offices, specifically in association with in-service and pre-service teacher training for primary education, interactive radio instruction, instructional material development, girl’s education, and education for Islammiyyah schools.
- With the Senior Education Advisor, recruit, hire and manage consultants as needed to carry out education activities.
- Ensure the timely production and submission of all education data and reports, including quarterly reports, monthly financial field reports, and other monitoring data for all education activities.
- Liaise with project staff and consultants outside of Nigeria to assist with coordination and communication of project activities in the states.
- Participate in national-level planning, reporting and troubleshooting.
- Represent the education component of the COMPASS project in major state and national meetings and events as appropriate.

Required Skills and Qualifications
- Minimum five years of experience managing a donor-funded education project in Nigeria or similar experience at a national level, including project design and implementation, and staff and financial management.
- Extensive knowledge of and sensitivity to cultural practices and issues of different target populations represented in the project (e.g. Muslims).
- Master’s degree or equivalent in education (Ph.D. or Ed.D. preferred).
- Fluent in English.
- Excellent written communications and extensive report writing experience.
- Experience working with USAID or similar donor-funded projects.
- Experience in designing and implementing teacher training activities for primary-school teachers and instructional material development and/or interactive radio instruction.
