IMMUNIZATIONbasics (IB) is a worldwide United States Agency for International Development (USAID) project, managed by JSI Research & Training Institute, Inc. (JSI). IB assists USAID Missions, Bureaus and host countries in their efforts to achieve maximum impact in one of the core areas of child survival—immunization. The project is specifically dedicated to the strengthening of routine immunization services and sustainable immunization financing. At USAID’s request, IB is establishing a multi-state program to improve the coverage of routine immunization in northern Nigeria. The project’s goal is to strengthen capacity at state, local government area (LGA), and health facility levels, using existing resources and building on community problem solving to increase and sustain high immunization coverage. IB will work closely with the government health structure, traditional leaders, communities, and partners, including WHO, UNICEF, and USAID/Abuja’s bilateral health and education project (COMPASS) to achieve an affordable and lasting impact. RESPONSIBILITIES IB State Coordinators will contribute to the design, implementation, and evaluation of interventions that lead to sustainable improvements in routine immunization coverage in northern Nigeria. They will work closely with state ministries of health, LGA officials, community leaders, and other immunization partners to improve the planning, implementation, monitoring, and evaluation of routine immunization services. Each State Coordinator will supervise and provide day-to-day technical support to 2-3 LGA Immunization Coordinators and will manage a small administrative staff at state level. Specific responsibilities assigned to the IB State Coordinators are described below: Participate in regular coordination and planning meetings with state ministry of health officials and other immunization partners. Work with state ministries of health, LGAs, and other partners to develop multi-year and annual plans and budgets. Participate in the selection and training of the IB LGA Immunization Coordinators and conduct regular team building activities to ensure a well-informed and cohesive IB state team. Supervise and provide day-to-day technical and administrative support to LGA Immunization Coordinators. Work with state ministries of health, other partners and the IB State team to: Develop and implement sustainable capacity building strategies for health workers and mid-level managers Develop sustainable community approaches to problem solving and sustaining effective immunization services. Build strong linkages between the health system, traditional leaders and other community groups Carry out logistics/cold chain assessments and related interventions Introduce or scale up the Reaching Every Ward (REW) approach Collect and use immunization data to inform decision-making Supervise local technical consultants and follow up the work of international consultants when that work is performed at state level. Identify and take advantage of strategic opportunities to share lessons learned and proven approaches with other IB’s focus states, as well as with other states and partners. Maintain open and productive communications and working relationships with all national and international immunization partners. Contribute to written reports of progress to IB’s headquarters and USAID/Abuja (quarterly and annually) and participate in periodic program review meetings. Manage a project impress account and maintain project accounts according to IB/Nigeria financial procedures QUALIFICATIONS MD or MBBS or equivalent experience; MPH is an asset. At least 5 years experience working with government immunization structures at state, local government, and health facility levels in an African country. Proven ability to use adult learning techniques in the training of health workers. Understanding of government and traditional structures and the ability to work within these structures. Strong organizational and communication skills for influencing partners and decision makers at state, local, and community levels At least 3 years previous supervisory/team leader experience Good writing skills for documenting project activities. English fluency in reading, writing, speaking; knowledge of Hausa an asset. This position is based at state level. Approximately 40% travel to the LGAs in the state required.
