Are all their jobs always on contract or do they recruit permanent staff too on behalf of these firms?

Don't give people wrong information, these agencies are consulting firms. A company can contract its recruitment process to them, and successful candidates might be interviewed by the company in the Final stage and recruited. Sometimes the consulting firm oversees the entire recruitment process and the successful candidate is a full time staff.
Examples include- NNPC graduate trainees by phillips consulting, Heritage bank graduate trainees by phillips consulting and workforce, NLNG by WAEC and SHL, access bank graduate trainees by U-connect, and many others. All these are full time management trainee openings!!!.....companies like PriceWaterCooper also do recruitment for top management for companies like NLNG.
