It simply means the apple cider vinegar still contains the beneficial bacteria that fermented the apple cider into vinegar. It makes the ACV to appear cloudy or murky in colour.
In summary most ACV that are unpasteurised still contain the mother. If the ACV is pasteurized, it no more contain the mother - the ACV will have a clear colour
