1. I have helped you analyzed your blogger website. I see that you need to download two scripts from google apis, using https protocol which demands fast internet connection speed to download and load the script on your site, this slows the site speed as it is necessary for the download of those two scripts to happen.

FIX: If you do know how to read codes, edit your blog HTML Template and CHANGE the https protocol, do not use http rather, leave the download link to //apis.google.com/js/plusone.js , reason? this is recommended so that if a request id made from an http or https conncetion, the appropraite script will be downloaded, this speed up things alot for your website.

2. Examine Your template file, the html, minify the javacript and if you did use jquery, apply the fix above also.

3. Change your template, templates that require external download of scripts to function properly slows down website page load time.
