One word... SCAM. If it were a real offer, they would request to know if u'll be available, since it's a voluntary attendance. And the email address should reflect the name of the organisation or committee responsible for assembling the various youth around d world or theme of the conference, as its extension; i.e, somebody@blablabla.gov if it is a govt initiative.
