How to remove “Your device has been blocked” ransomware from an Android tablet of phone?
Ransomware notifications (that are impossible to close) are loaded from third party rogue applications. For example: BaDoink, VideoViewer, VideoPlayer, Network Driver System, Video Render, and PornDroid among many others. To eliminate the screen-blocking message, you must uninstall the rogue application which causes it.

Boot your Android device into Safe Mode:

1. Hold down the power button on your device.

2. In the opened notification window, long-press the "Power off" option.

3. In the opened window, confirm that you wish to boot into Safe Mode by tapping "OK".

4. When your phone or tablet reboots, you should see a "Safe Mode" watermark (at the bottom of the screen). Go to your device Settings menu, tap “Apps” or “Application manager”. Touch the application you wish to uninstall (which causes the rogue ransom-demanding message to appear on your device, for example, PornDroid).

First do a hard rest by removing the battery, and wait for about 5 minutes, if it is the un-removable type, simply visit a qualified phone repair technician, who will pry your device cover open, as to remove the battery terminals, and re-solder same after 5-10 minutes.
Issues like this happens when one visits porn sites and click adverts for free s.x, am not saying you do. Such sites are havens for hackers.
My advice is run away

This is by far the worst advice I had ever seen. And to think it even got this much likes is very weird. What has opening and removing the battery/battery terminals got to do with removing a virus. Na wa o.

Thanks all for d comments...some have really been helpful, while a few are funny. For d records, I was not surfing any porn site (even though I've done that once in a while n long ago.)

D phone is question is a Nokia X2. I'll try some of d suggestions as soon as I get home (On my way home from work) Alternatively, I'll just "flash" d phone as suggested.

Then I'll also install it on my phone...since it has a bonus installation of + 1. Phew! I can hardly wait.

We all learn, what results are achieved when you do a hard rest? Are not aware of various smart phone description that are defined as non removable batteries?
My humble contribution has drawn over 45likes and 6shares,
I will tell you why, only if you are malleable and willing to learn.

The terrible virus that locked my phone for 3 days! i finally removed it by connecting the phone to my Kaspersky protected laptop.
