Those flats are called Condos. For people who are not resident the US, it is a better option because you won't have to worry about maintenance. Just pay the Condos Association fee and every thing is taken care of. Unlike a single family house were you have to shovel snow, mow the lawn, take out trash and maintain the exterior. Imagine a single mother doing all these by herself. Again, since your are not there, the possibility of people making false claims like slip and fall on your property knowing you are an absentee landlord would be high. Another disadvantage of a single family home for non residents is the possibility of break-ins because there is little or no human presence around the house most of the time.

So when you see people buying "flats" like you mentioned, just know that for some, it is a matter of choice and not financial constrain. Some Condos are even priced higher than single family homes within the same area. On the good side, most folks prefer something plush and compact for Vacation home.
