INTROVERT: No its not and which is why I was able to bypass a lo of the building codes for my city. Nothing I built ended up being over 4 feet tall after back filling and wasn't housing any humans This was done around 2004 before I sold that house. I visited them about 2 years ago and everything was still standing - no parapet collapse
