HIPROFILE:
The 16-year embargo placed on the recruitment of engineers before the power sector was privatised worsened electricity supply across the country, the National Power Training Institute of Nigeria has said.

According to the institute, the embargo was placed on all forms of recruitments by the Federal Government in 1998.

The Director-General, NAPTIN, Mr. Reuben Okeke, told our correspondent in an exclusive interview in Abuja on Tuesday that there was no structured recruitment programme at the time, a development that had impacted negatively on the sector.

He said, “What the minister said is correct because 1998 was when we had official embargo on employment in the Power Holding Company of Nigeria. That was when the issue of privatisation started, and so, there was an embargo on employment in 1998. But before then, there was no structured recruitment for engineers in the power sector.

“During that time, the training department of NEPA or PHCN would go round to conduct interviews for engineers and other technical officers of
the power firm in each state.”

The Minister of Power, Prof. Chinedu Nebo, had last month stated that prior to the privatisation of the successor companies of the PHCN, the firm employed no new engineers for over 16 years.

Nebo said this in Abuja at the closing ceremony of the 2014 Youth Summit organised by the Youth Initiative for Leadership and Rural Development.

According to him, this flaw and a few other issues led to the abysmal performance of the power sector and contributed to the abandonment of electrical equipment at the ports for several years.

The minister stated that the present reforms in the sector had led to the employment of about 1,000 young engineers.

He said the reforms were being religiously implemented with a view to achieving sufficiency in power supply, which would usher in industrialisation and greater economic growth than had already been achieved.

Speaking further on the issue, Okeke said human capital was almost comatose during the period.

The NAPTIN DG said, “But ever since 1993 or 1995, such structured recruitment did not go on. The embargo of 1998 was not only on engineers, but included all other departments of the power firm.

“And, of course, it affected a lot of things and my impression about it is that it was a very big minus for the development of human capital, which is the key for running, operating and maintaining the electricity that you see.

“The human capital is key and number one. So, if there has been an embargo on recruitment and no structured recruitment was allowed, that, to a large extent, affected the performance of electricity supply across the country.”

I believe this is part of the tips trough which okeke/naptin organised its selling point for this scam(hist)

The National Power Training Institute of Nigeria (NAPTIN), on Thursday, signed a Memorandum of Understanding (MoU) with Schneider Electric, a French firm, for the training of Nigerian electrical engineers.
The Director-General of NAPTIN, Mr Reuben Okeke, said the MoU would greatly boost the Institute’s drive to ensure adequate training for Nigerians in the power sector.
He said Schneider would train instructors who would in-turn train technicians involved in professional wiring of houses to avoid fire accidents.
The director-general said NAPTIN currently had over 600 engineers undergoing training, saying the collaboration was timely as it would produce the needed knowledgeable manpower to develop the sector.
Okeke said that the Institute was also partnering with University of Lagos, Bayero University, Kano, Federal University of Technology, Minna and University of Science and Technology, Owerri for post graduate training of engineers in the sector.
According to the MoU, Schneider Electric will be required to provide specialised training courses to NAPTIN trainers using its facility.
It is also expected to facilitate the delivery of practical training and deployment of consumables (cables and wires) and low/medium voltage power management systems.
Earlier, the Permanent Secretary, Ministry of Power, Mr Godknows Igali, who supervised the signing of the MoU, said the deal was timely, considering the global position of Schneider as manufacturer of electricity equipment.
Igali said the partnership would further enhance the local content initiative of the Federal Government.
He added that some of the engineers would be trained in France as part of plan to give them international exposure.
The President of Schneider Electric, Mr Marcel Hochet, said “the agreement symbolises the company’s training commitment with both the Federal Government and stakeholders in the power sector.’’
Hochet said the agreement would significantly impact on the ability of government to deliver on its power sector reforms, raise technical skill for the power sector and create more jobs. (NA

All this mouth watering statements were never true all fallacy!. and these are what led many into enrolling for the programme with the notion that there would be jobs. HIGHLY DELUSIONAL!.

The State Governors equally failed to their pranks because they where told that the Federal Government will give their citizens jobs after the training and that this is in line with the new Power structure to train Engineers to man the power industry. lipsrsealed

So Op,you coughed out or shelled out 750k to 1Million naira for a "Training"?? I think your brain lacks grey matters and also other posters before me! Money that you would have used to start up a small scale business or agro line? And thereby become an employer of labour? And now your wailing to high heavens that you have been "duped"? Nobody duped/scammed you! You simply lack "common sense".

@op: I feel your pain. Not been employed after going through an intense training of high standard by NAPTIN, which boils down to the global issue of unemployment especially amongst the youths. The best we can do is pray for better policies and implementation of existing ones to help reduce the level of this worm of unemployment eating up our society and the world at large.

NAPTIN is a training institute established to provide training for the power sector personnel as well as coordinate training activities in the sector. NAPTIN was strategically positioned to provide the ever needed capacity building and skills development for the growing power sector in Nigeria and Africa at Large. Thank you for acknowledging the great quality of training as I know NAPTIN will always strive to maintain the highest standards within the dynamic and evolving power sector with courses and training designed and tailored to directly meet power sector's current technical, business, managerial, leadership and commercial operations which is key to the success of the Electricity Power Sector Reform Act.

So many Graduates of NAPTIN NGSDP employed today were either through recommendations from NAPTIN or Personal effort or God's grace. NAPTIN never promised or stated in her vision, mission or mandate that she will employ her graduates. ICAN, PTI, UNIVERSITIES and other. Training Institutes or Organisations do not employ their graduates except on managment decisions which occur on rare occasion. You must understand that previously, people, state governments spend their money going out of the country for such training, but NAPTIN brought the knowledge home to avail us the opportunity of acquiring.

Engr. Reuben Okeke is a pillar in the Nigeria power sector who is to a very large extent dedicated to moving the Nigeria power sector to greater heights. Ask Engineers who have worked with him in the past, he is an emblem of excellence who is passionate about his duties. Without his efforts and NAPTIN I knew in 2009 will not be where it is today. This is to say that he is a tool God/Allah hands.

Further more training an individual is not scam, people attend training for improved knowledge and skill not employment. As an engineer, I will advice you get registered by COREN & NSE. Familiarise yourself with the happenings in the Nigeria Engineering System for more clarification(if needed) or even better opportunities of employment. A training institute is a scam when it has collected your money for training and fail to train you.

You are not paying for employment but knowledge and skills. NAPTIN employed 10 of its NGSDP graduates whom i know are staff now, so get clarification. I also know 6 gr aduates of NAPTIN NGSDP recently employed in TCN. if the federal government promise to employ 189 then you should take your cries to the Presidency because you can only be employed when provisions for your salary is included in the budget of any parastal/agency.

God Bless NAPTIN
God bless her Staff & Graduates
God bless her well wishers
God bless Nigeria.

[quote author=CrixusD post=37037260]It is pertinent to let the world and the Federal Government know of the scam being perpetrated on the citizens and Graduate Engineers by the National Power Training Institute (NAPTIN) and its DG Engr. Reuben Okeke.

We the graduates of 2012/2013 and 2013/2014 sets have decided to come out and voice out our pain, anguish, displeasure and dissapointment about the behavio of Engr. Okeke and that of NAPTIN as a whole. If we do not speak out on time then other graduate engineers will still fall prey to their unholy and unconstitutional practices as NAPTIN has already posted adverts for the next batch of trainings for 2015 when the graduates of the previous two sets are still languishing at home jobless even after obtaining a 'MERIT' pass certificate which was the minimum required grade obtainable by any NAPTIN graduate seeking a job offer within the power sector.

Infact, Engr. Okeke in clear terms stated during the 2nd inauguration ceremony on 15/11/2013 that the 10 best graduating students of NAPTIN will be granted the the right of first refusal for job placement within NAPTIN itself. This statement, the same Engr. Okeke has vehemently denied during our last scheduled meeting with NAPTIN seeking that they fulfilled all the promises they made both at the 2nd inauguration (15/11/2013) and graduation (01/12/2014) ceremonies.

But we wish to remind Engr. Okeke and NAPTIN that it is on note that he made those statements to the hearing of everyone present at those two ceremonies, some of which includes representatives from the ministry of Power, chairman Senate committee on power and also some foreign investors, and that we have in our possession the video recording of those occasions which we will use in exposing his lies when the time comes. Infact, during our graduation ceremony, Amb. Igali stated in plain English that the President had given approval that the 189 "merit" graduates of 2012/2013 and 2013/2014 to be employed by TCN, a copy of that statement which we equally have in our possession.

Though it is also important to let the public know that we never had problems with the quality of training NAPTIN gave us, the quality of the training we received was "first class " ranging from the classroom exposure in our respective regional training Centres (RTCs), to our sectorial and sub-sectorial practical field jobs, infact, while on the field we worked alongside seasoned Engineers and sometimes expatriates in carrying out routine maintenance, repairs and installations jobs.

But the crux of the matter is why waste so much resources without any end product? Why should an unemployed graduate cough out 750,000 naira plus almost another one million naira for housing, feeding, and transportation, risking lives traveling all over the country for one year without a guaranteed end product? These graduates travelled to Abuja RTC, Egbin thermal (Lagos sectorial ), Sapele thermal (Module I), Olorunshogo -papalanto (module II), etc in the course of the well structured training. Some other colleagues went to Geregu (Kogi sectorial ), kaduna disco (sectorial ), kainji RTC (module II ), Jos RTC, Afam IV & V (Port-Harcourt sectorial ), Orji River RTC (Enugu ), Lagos transmission (Ijora ), etc

The training being a national program meant that we had to travel the length and breadth of Nigeria but on OUR OWN MONEY! . The training was no joke, so why should the end result be? These questions and many more are the reasons for our outburst and we demand answers to them.

If NAPTIN and the Federal government cannot employ the merited graduates of NAPTIN, then let it be scrapped. It is unhealthy and unconstitutional for the FG through NAPTIN to exploit the vulnerability of Engineering graduates for profit making purposes without adequate plans for the benefit of the graduates themselves.

It is worrying also that even within the FG circle itself NAPTIN certificate is useless, valueless and unrecognized. All our individual attempts to render the NAPTIN certificate to the ministry of Power (MOP) and it's other Government sister power agencies such as NERC, EMS and co, for their consideration of our employment has seen this same NAPTIN certificate thrown back at us saying that " we do not know what NAPTIN is and as such it cannot be used as a basis for your employment ". This statement not only show how useless the certificate is but also showing its lack of educational value and making it an equivalent of a roadside computer Centre.

Painful as this may sound, it is nothing compared to the despair we felt while with our host companies during our respective field sectorial duties where our host companies kept on with side recruitments through the back door. Infact my host plant, Sahara Energy (owners of IKEDC and Egbin thermal ) conducted a fresh recruitment under our very nose and sent the successful candidates to the same NAPTIN for training without any consideration for us. Obviously we made our plight known to NAPTIN but they washed their hands of it saying they cannot force any Genco or disco to employ people against their wish, then we wonder and begin to ask the questions of what happened to the remaining FG stake of 30-40% ownership in such companies if they cannot atleast have a say in those companies recruitment exercise.

Bordering on all these points is the reason for our public outcry about NAPTIN nefarious activities that even after 22 months and 9 months of graduation of the 2012/2013 set and 2013/2014 set respectively; and constant meetings and pleas with the NAPTIN management to fulfill their own end of the bargain (since we have fulfilled ours), but they have all through these meetings shamelessly denied ever promising us Jobs.

Therefore, we have resolved to expose them for what they are, we will stop at nothing to make sure that they deliver on their promises to us. It is time for them to be held accountable to their words, the era of making empty political statements and promises is gone.

Our demands therefore are simple and as follows ;

1. The immediate grant of the right of first refusal for direct employment into NAPTIN for the 2013/2014 first 10 best Graduates.

2. The immediate employment of the remaining 189 merit graduates of both the 2012/2013 and 2013/2014 sets either by TCN or by its other Government sister Power agencies.

4. That FG should mandate NAPTIN to stop the present advert for admission which it has posted both online and in the National dailies, till our pressing issues are attended to.

4. That the FG through Ministry of Power (MOP) should mandate all Private Companies (Gencos and Discos ) and Public (TCN, NERC, etc) to grant the graduates of NAPTIN the right of first refusal during employment as it still retains 30-40% ownership of stake in such companies.

5. That failure to do 1&2 above, then NAPTIN should refund our 750,000naira paid as Tuition and school fees.

6. That as promised during our inauguration, NAPTIN should endeavor to partner with top recognised universities both home and foreign for the upgrade of our certificate to Post-graduate studies.

PS:
We also wish to use this medium to tell our respective State Governments and our other benefactors who sponsored us and even provided us stipends to take care of our running expenses incurred during this period, hoping that we will become useful to ourselves and the State in particular can now see through the lies of Engr. Reuben Okeke as the DG of NAPTIN who is only concerned about the money that will come to him.

Our advice is to disregard further letters sent to you about admission of your state indigenes for the next set of trainings when virtually all of us from the previous sets are still at home. We employ you to insist on NAPTIN making true their promise of getting us Jobs first before sponsoring another set.

- To our fresh Graduates, please do not fall prey to their scam I.e adverts you see everywhere. They are only looking for the gullible to prey on, draining them financially, mentally, psychologically and otherwise in the process. inshort, they are only interested in your money while selling you lies. They remain a scam and a fiarce until proven otherwise. BE WARNED!!!

Smh.. I read the write up completely, cuz I'm not like Nlanders who can't read. Ask yourself why would the FG tell you to pay money for training and u agreed? Peeps that did Msc in UK have never regretted it and are paid more in the workplace than their mates who completed it in Nigeria. So don't infer on what you don't know. If it was well structured,it would run on they basis of merit and scholarship just like the NDDC did their scheme for the ex-militants who were trained abroad and the FG covered their expenses and even paid some bursary too! 1)WHAT IS THE ESSENCE OF TRAINING MORE PEOPLE IF THE TRAINED HAS NO PLACE IN THE NIGERIAN ECONOMIC WORKFORCE.

2)THE FEDERAL GOVERNMENT THROUGH SUREP SPONSORED MANY ENGINEERS FOR THIS TRAINING WHICH IS CAPITAL INTENSIVE. WHY WASTE SUCH NATIONAL FUND SINCE THE END RESULT IS COUNTER PRODUCTIVE.

3) NAPTIN AGAIN JUST ADVERTISED FOR ITS 2015/16 SET OF TRAINEES AND HAVE SENT LETTERS TO VARIOUS STATE GOVERNORS TO SEND IN THEIR INDIGENES FOR TRAINING. SAME NAPTIN TOLD A CERTAIN STATE GOVERNOR NAME WITHHELD THAT OVER 70% OF ITS INDEGENES TRAINED IN THE LAST SET HAS ALL BEEN ABSORBED THIS IS JUST IN A BID TO STIMULATE THEM INTO SPONSORING MORE PEOPLE.

IS IT NOT WORTHY OF NOTE THAT NAPTIN AND ITS MANAGEMENT( ENGR. REUBEN OKEKE) IS JUST OUT TO DEFRAUD STATE GOVERNMENTS AND UNSUSPECTING NIGERIANS.

Its HIprofile again....

ABUJA (Federal Ministry of Power Report) - The Minister of Power, Chinedu Nebo (Professor) at the recent graduation ceremony of the National Power Training Institute of Nigeria (NAPTIN) announced an automatic employment for the three best graduating students and the offer of cash rewards worth N150,000 and N100,000 for two categories of awardees.

The Minister expressed satisfaction with the training curriculum, saying it has prepared the graduands to truly become engineers, skilful enough to operate in the delicate power sector as they have been imbued with formal knowledge and skills. He added that the two sets of trainees, who make up the group since his assumption of duty will help address the dire need for skilled manpower for the sector, indicating that the sector has suffered neglect of skilled workforce under both NEPA and PHCN regimes.

Chinedu Nebo averred that he is more confident now than he was in the time past because the sector is currently prepared for the envisaged astronomical leap in its activities towards ensuring uninterrupted power supply to Nigerians. "This mission lies under the objectives of the Transformation Agenda which also has the job creation component and local content aimed at enabling Nigerians to take their rightful positions in the future of the sector," he noted.

He commended the vision of the originators of NAPTIN as they have incorporated Training Policy for Power as a way of setting service-wide standards that all private operators must adhere to. According to the Minister, it is in keeping faith with this resolve that General Electric has also incorporated local capacity-building into its plans for the new plant being built in Cross-River State. He further enjoined all stakeholders to think out of the box by embracing new approaches to tackling the various challenges facing the sector, especially training modules and research efforts capable of bringing to fore the new opportunities that abound in the power sector.

While setting the agenda for the new graduands, the Minister warned them against utilising the skills acquired during their training at NAPTIN in unproductive and deplorable future endeavours.
Also speaking at the event, the Chairman of the House Committee on Power, Philip Aduda (Senator) challenged the graduands to use the training for the protection of power assets, even though they are in private hands, assuring the Institute of continuous legislative support.

The Chairman of the Nigerian Electricity Regulatory Commission, Sam Amadi (Dr) in his goodwill message commended NAPTIN for its continuous efforts at capacity building, insisting that the graduands after their training at the Institute have been considered good enough to fill the technical capacity gap which had skewed against engineers and other technical staff in the time past. Adding, it was because of this that the sector¡¯s development partners have identified and supported NAPTIN¡¯s programmes.

He advised that the Institute should keep abreast of changes from the digitalized world, inferring that in the near future, things like risk engineering and financing expertise will be incorporated into the curriculum.
Earlier in his address, the Permanent Secretary in the Ministry of Power, Godknows Igali (Dr) called on the new graduands to take their training seriously as the opportunity has distinguished them as persons capable of working in the newly privatized power sector. He disclosed that 189 graduands have been given Presidential acceptance to be employed, stressing that this development is a wake-up call to those States that have failed to sponsor students, in spite of the fact that they have un-used quota to explore.

#Jobs

Imagine the lies and media propaganda from okeke and NAPTIN to lure the gullible, people will read this now and believe that NAPTIN actually gave 100k and 150k to the best sectorial, and have also given us jobs, not knowing that everyone of us are still at home and the imaginary money is still in space -yet to reach Nigeria. Smh..., 10 months after the program we are still hoping to see all these promises fulfilled to us yet some scumbags and NAPTIN agents are coming here to spew thrash so that we will back down on fighting for our rights. Well bad news for you, we ain't backing down, you made a promise to us and you must fulfill it else we will bring you to ruin. You won't go about lobbying for sponsorship for the next set again neither will anyone buy into your lies to register anymore.

Its either our jobs or NAPTIN scrapped. Simples..

Let me start by saying I am not a politician. I am one of the National Graduate Skills Development Programme (NGSDP) trainees of the 2012/2013 batch. My parents are both retired principals who paid the NGSDP fees for me out of their pension. I have no family member nor do I have any link to anyone in the past or present government.
Following the NAPTIN advert in the Monday, February 20, 2012 publication of The Guardian, I applied for the NGSDP training with NAPTIN and I received my letter of provisional admission on 13th June 2012. I had a choice either to join my brothers abroad or try and get established in Nigeria so we all are not overseas. I read hard and did all that was required. Thus I took seriously the promise that the first ten best performing students will get automatic employment. Today I have that employment with NAPTIN because I was one of the best ten NGSDP trainees. I am working really hard applying the knowledge I acquired through NAPTIN to improve the conditions of my country. I am here in Nigeria contributing because of this policy and this project. So if people want to score political points, I am aware it is a chess game, but please do not use us as pawns.
I work for whatever government is in power, to provide power. I would not have responded to this article considering that underneath this must lay huge political undertones, something we are anathema to as public servants. My politics should and does end at voting. However, when I read that a particular policy of which I am a beneficiary is fraudulent, then I have been called fraudulent myself and I must respond.
The National Power Training Institute is not a recruiting organization. Its mandate is to offer an international standard of professional training in the power sector. As such, it can only recommend the best performing trainees for employment. Recommend and not recruit! Nor compel the power companies to employ. Trust me the knowledge acquired from NAPTIN is not restricted to the power sector alone. Before gaining my employment as an instructor with NAPTIN, I sat for an aptitude test with an oil company (name withheld for obvious reasons). Being one of the 20 engineers with the highest scores in the test, I was called for an interview with the oil company afterwards during which I was asked questions on pumps, valves and compressors. As a NAPTIN NGSDP trainee, you are trained on pumps, valves and compressors both in the classroom and on the field. So the NGSDP training even though it is designed for the power sector, the knowledge gained is also applicable in other sectors.
NAPTIN IS NOT A SCAM. NGSDP IS NOT A SCAM.
The NAPTIN trainees who have been employed by the Transmission Company of Nigeria (TCN) and the Electricity Distribution Companies (including Abuja, Enugu, Benin, Ibadan) and a few generation companies such as Transcorp Ughelli Power total over 67%. That is a good rate by any standard. It is unfair and sad that some trainees who are NOT YET employed are losing hope and resorting to this propaganda. You have acknowledged that you received top quality training from NAPTIN. Do not give up. Your time will come.
The fact is that the Nigerian power sector is about to experience a boom and it requires the services of highly efficient personnel. I am optimistic that we shall enjoy a massive decline in the rate of unemployment. People have been recruited, are being recruited and more people will be recruited.
Grab this opportunity to apply and undergo the National Graduate Skills Development Programme (NGSDP) training with the National Power Training Institute of Nigeria. The NGSDP training equips trainees with skills and knowledge no university in Nigeria can presently offer. It places you above your peers and makes you stand out.

@justiced...concerning what this so young man said, how many of your mate are latter employed into the power sector. u should count yourself very lucky and fortunate because people employed in your set are not up to 30% in the so called power sector that needs over 17,000. Now coming to 2013/2014 set which am part off. How many of the best 10 working with you there in the office & how many of them working in power sector? Non & I say it again, non of them are being employed in naptin. So please don't be self centred because it manage to work for you, I personal know the sacrifice I paid without any help of my state government. We never said we regret the knowledge and skills but the outcome of it matters. You don't expect me to start my own generation/transmission/distribution company after the training, am meant to utilise it in the existing sector which never recognise or appreciate the training we got from naptin. I think you all should sit in that office to think of the way forward rather than coming hear to tell us your family story's of how you choose to stay back in nigeria.
Thanks

In regards to all what u said sir, I feel you should send your son or daughter or any of your relative to the same naptin so you know how the needle feels when it pitches on your body. I felt you are also paid to defend naptin here but don't think it will work out coz a lot of Nigerians have lost hope in them. The beginning of a journey don't really matter, d end will surely justify the means. We never said in the write-up that we regret the knowledge and skills we acquired but what is your hope after when there is no room or space to to exhibit it. Go back to tell whoever paid you for such your wonderful reply that this just the beginning.
Thanks

Whynotthetruth:

Bros, I thought the brain behind the training institution was simply to provide a labour pool for Discos & Gencos instead of having them outsourcing such to expatriates and not solely for government to employ them directly

[quote author=stanleyuzoh022 post=37070258]@op: I feel your pain.

I do not blame u at all
