If its a brand new phone, then you have nothing to worry about.. Probably a routine system update..

Change log: update fixed touch blocker issue on lock screen..

It means there was an issue with what was mentioned above and the phone manufacturers are sending out a software fix, since its a brand new untampered device I don't see a problem, just install it, it won't damage your phone..
