"In Abroad" Wifi is also serviced by network providers, the reason it is "free" is because once you are a subscriber on their network they give you a password which you can use on their own Wifi hotspots. On the subject of efficiency of wifi, you are not correct. Wifi has the same limitation the world over. First limitation is transmission power, for your phone to receive wifi signals like it would receive 3g signals would require broadcast strengths in excess of currently allowed transmission power for wifi so anyone using wifi has to transmit at low power which limits the Effective distance to less than 200m in a crowded space or about 300-800m in a less crowded space. This means to cover the same ground you need more transmitters which leads to the second limitation, power. You need electrical power to power your transmitters and you need a place to put them, who will pay for that? And in Nigeria where power is a big challenge who is going to put generators in 20 places that are offering free WiFi? My last point is cost of data. Data is still relatively expensive here in Nigeria so no provider can output the amount of free data you'd get abroad.

A quick footnote, stop comparing the days of wap sites to the multimedia website of today. The days of wap were a website was measured in kb is gone these days with pictures and video dominating as means of info exchange websites are a thousand times more heavy. If you don't want the load use Opera mini and turn off images simple.
